Book excerpt: The Million Farmers School (MFS) is an innovative extension program initiated by the Department of Agriculture in the state of Uttar Pradesh, India, in 2017. Twice in a year, the department deploys its entire extension machinery to organize nearly 15,000 training programs for about a million farmers across all districts of the state. Unlike traditional extension services, MFS integrates various facets of agricultural knowledge into a packaged product and delivers through village-level trainings where printed material on the topics of training are also distributed among participants. This study presents early findings of a process evaluation, involving assessments of program design, implementation strategies, and estimation of benefits from program participation. In addition to consultation with public officials and community organizations, a state-level representative survey was conducted on a sample of both participating and non-participating households. The early results based on matching and instrumental variable methods—suggest that knowledge outcomes are significantly better among participants vis-à-vis non-participants. The results are robust to different model specifications. The study also qualitatively assesses various aspects of the program’s design and implementation, highlighting the constraints and challenges it faces and offers implementation advice for greater efficacy in its future course.

The individual studies follow developments in, among other areas, the farming of maize in East and Southern Africa, cassava across the middle belt of Africa, cotton in West Africa, horticulture in Kenya, and dairying in East Africa. Book excerpt: Even though traditional microfinance has successfully paved the way for offering financial services to low-income populations without traditional collateral, many microfinance institutions (MFIs) are still reluctant to move into rural areas and agricultural finance, due to the perceived high risks and costs.Daniela Röttger's research demonstrates how MFIs can mitigate risks and costs of lending to smallholder farmers by using a combination of proven traditional microfinance mechanisms while adapting specific loan features and lending mechanisms to the particularities of smallholder agriculture. She systematically compares traditional microfinance risk management mechanisms with agricultural microfinance approaches and identifies successful strategies. For this purpose, eight MFIs providing agricultural finance to smallholder farmers in four countries in East and West Africa (Uganda, Kenya, Benin, Cameroon) were interviewed and their loan features and agricultural lending mechanism were analyzed.The study shows that MFIs can successfully serve smallholder farmers in rural areas. However, the extent of adaptations is reason enough not to commit to such an endeavor lightly. A strong commitment combined with sound in-house knowledge of agricultural value chains and the flexibility to adapt loan terms and lending procedures to the particularities of agriculture are needed to successfully develop and sustain agricultural microfinance.

Book excerpt: In the 1980s and 1990s, green manure/cover crop (GMCC) systems became a popular agricultural technology in research and development efforts for smallholder tropical and subtropical farmers. However, few syntheses of these experiences have been conducted. This volume of case studies contributes to bridging this gap by reviewing field-level experiences with these systems. Twelve case studies are included. Eleven of them describe experiences from Latin America (4 cases), Africa (6 cases) and Asia (1 case) and the twelfth case reports on the development of a GMCC systems database. Two concluding chapters, `Learning from the Case Studies' and `Future Perspectives', build upon the cases. The systems described are diverse. Some systems have been spontaneously adopted by farmers, while others have been introduced to the farmers through diffusion efforts. Some of the cases reviewed describe small, localized efforts while others report on large-scale, well-known ones, such as the combination of GMCCs and conservation tillage in Santa Catarina, Brazil, the maize-Mucuna system in northern Honduras, and the improved fallow systems in Eastern Zambia. Most experiences include both development and research aspects and to the extent possible the cases integrate these two. Discussion of the strengths and shortcomings of the systems and efforts is frank, and the goal is to learn from these experiences to benefit future efforts. It is expected that both researchers and development practitioners and students of tropical farming systems and soil management will find this volume of case studies useful.
