Available in PDF, EPUB and Kindle. Book excerpt: Why are some countries rich and others poor? In 1500, the income differences were small, but they have grown dramatically since Columbus reached America. Since then, the interplay between geography, globalization, technological change, and economic policy has determined the wealth and poverty of nations. The industrial revolution was Britain's path breaking response to the challenge of globalization. Western Europe and North America joined Britain to form a club of rich nations by pursuing four polices-creating a national market by abolishing internal tariffs and investing in transportation, erecting an external tariff to protect their fledgling industries from British competition, banks to stabilize the currency and mobilize domestic savings for investment, and mass education to prepare people for industrial work. Together these countries pioneered new technologies that have made them ever richer. Before the Industrial Revolution, most of the world's manufacturing was done in Asia, but industries from Casablanca to Canton were destroyed by western competition in the nineteenth century, and Asia was transformed into 'underdeveloped countries' specializing in agriculture. The spread of economic development has been slow since modern technology was invented to fit the needs of rich countries and is ill adapted to the economic and geographical conditions of poor countries. A few countries - Japan, Soviet Russia, South Korea, Taiwan, and perhaps China - have, nonetheless, caught up with the West through creative responses to the technological challenge and with Big Push industrialization that has achieved rapid growth through investment coordination. Whether other countries can emulate the success of East Asia is a challenge for the future. Book excerpt: The vibrancy of an economy depends on the constant flow of entrepreneurs who can take up challenges in business and industry. An entrepreneur is one of the important segments of economic growth. Schumpeter observes that economic development consists of employing resources in a different way in doing a new combination of means of production. He contends that economic growth depends on the rate of applied technical progress i.e. innovation rate of applied technical progress in the economic field which in turn depends on supply of entrepreneurs in society. Thus entrepreneur becomes the agent of change in society[1]. Entrepreneur’s motivations & aspirations are conducive to development. Entrepreneurial competence makes all the difference in the rate of economic growth. A broad based entrepreneurial class in India is a felt need and such an entrepreneurial class would speed up the process of activating the factors of production leading to a higher rate of economic growth dispersal of economic activities, development of backward & rural tribal areas, creation of employment opportunities, improvement in the standard of living of the weaker sections of the society and involvement of all sections of the society in the process of growth[2]. An entrepreneur plays a critical role in the process of socioeconomic change by envisaging new opportunities new techniques, new products & by coordinating all other activities.

Available in PDF, EPUB and Kindle. Book excerpt: The prevailing view of industrialization has focussed on technology, capital, entrepreneurship and the institutions that enabled them to be deployed. Labour was often equated with other factors of production, and assigned a relatively passive role. Yet it was labour absorption and the improvement of the quality of labour over the course of several centuries that underscored the timing, pace and quality of global industrialization. While science and technology developed in the West and whereas the use of fossil fuels, especially coal and oil, were vital to this process, the more recent history has been underpinned by the development of comparatively resource- and energy-saving technology, without which the diffusion of industrialization would not have been possible. The labour-intensive, resource-saving path, which emerged in East Asia under the influence of Western technology and institutions, and is diffusing across the world, suggests the most realistic route humans could take for a further diffusion of industrialization, which might respond to the rising expectations of living standards without catastrophic environmental degradation.

Book excerpt: Recognizing that a capacity to innovate and commercialize new high-technology products is increasingly a key for the economic growth in the environment of tighter environmental and resource constraints, governments around the world have taken active steps to strengthen their national innovation systems. These steps underscore the belief of these governments that the rising costs and risks associated with new potentially high-payoff technologies, their spillover or externality-generating effects and the growing global competition, require national R&D programs to support the innovations by new and existing high-technology firms within their borders. The National Research Council's Board on Science, Technology, and Economic Policy (STEP) has embarked on a study of selected foreign innovation programs in comparison with major U.S. programs. The "21st Century Innovation Systems for the United States and Japan: Lessons from a Decade of Change" symposium reviewed government programs and initiatives to support the development of small- and medium-sized enterprises, government-university- industry collaboration and consortia, and the impact of the intellectual property regime on innovation. This book brings together the papers presented at the conference and provides a historical context of the issues discussed at the symposium.

Book excerpt: The Japanese are a diligent people, constantly working to ensure institutional success. The Japanese have an innate ability to copy foreigners. In their effort to build a strong country, the Japanese sought knowledge from abroad; and perfected these learnings in order to effect rapid national development. In their quest for progress, the Japanese have cherished the trait of national self-reliance. Until the Jeiji Restoration, Japan had pursued a national policy of seclusion that forbade almost all contact with the outside world. The nineteenth century was one of exploration and imperialism for most of the world. The Japanese would not be left alone, merely because they wanted to pursue a national policy of autarchy. European powers began establishing commercial relations with Japan. In 1953, a commodore in the US Navy visited Japan with the aim of opening trade contacts. After years of negotiations, treaties were signed authorizing an opening of a few ports to foreign trade. Simultaneously, Japan embarked on a policy of expansion in China and Korea due to its need for fertile soil and natural resources. This policy led to war with China in and with Russia.

Book excerpt: Written after the outbreak of war between Japan and China but putting aside British sentiments of suspicion, dislike and a sense of competition, G C Allen bases his observations of Japanese social, political and economic life on his first-hand experience of living and working in the country for a number of years. He argues that the economic expansion of Japan was regarded as a greater threat to Britain because of Japan’s political aims and aggressive territorial expansion, but he is at pains to explain the Japanese domestic circumstances which gave rise to this situation. He also argues that the expansion of the British Empire has some parallels with Japanese expansion, without condoning Japanese methods. Overall the author emphasizes the extent to which judgments about the qualities of the Japanese people have been influenced by the political views of writers in Western countries.
