The IMF holds bilateral consultations under Article IV of its Articles of Agreement with all its member countries, in most cases every year. As part of these consultations, an IMF staff team visits a country to discuss with officials economic developments and the monetary, fiscal, and structural policies that the authorities are following. On its return to IMF headquarters, the team prepares a report analyzing the economic situation and evaluating the stance of policies. That report is then discussed by the Executive Board. At the end of the discussion, the Chairman of the Board summarizes the views expressed by Executive Directors during the meeting. This summing up is transmitted to the country's authorities. In April 1997, Directors agreed to issue, at the request of a member country, the Board's summing up, supplemented by a short account of significant macroeconomic and structural developments at the time of the consultation. In May 1998, the Board decided to have Press Information Notices compiled and published every four months. At the same time, the selection of Article IV consultation summaries was eliminated from the 1998 Annual Report.

Book excerpt: On 14 February 2012, the European Commission presented its first Alert Mechanism Report (AMR), prepared in accordance with Article 3 of Regulation (EU) No 1176/2011 on the prevention and correction of macroeconomic imbalances. The AMR serves as an initial screening device, helping to identify Member States that warrant further in-depth analysis to determine whether imbalances exist or risk emerging. According to Article 5 of Regulation No. 1176/2011, these country-specific ?in-depth reviews? should examine the nature, origin and severity of macroeconomic developments in the Member State concerned which constitute, or could lead to, imbalances. On the basis of this analysis, the Commission will establish whether it considers that an imbalance exists and what type of policy follow-up it will recommend to the Council. For Slovenia, the AMR noted that two indicators in the scoreboard exceeded their thresholds in 2010 and suggested the need to assess the development and drivers of potential imbalances. The AMR explained that in the years before the crisis, Slovenia enjoyed strong growth and domestic demand conditions, coupled with some losses in price competitiveness and a gradual widening of the current account deficit. It identified signs that overheating occurred, particularly as regards private sector credit growth, construction value added and property prices. The Slovenian economy was hit hard by the global crisis and the AMR noted that this has brought some, perhaps temporary, adjustment in the external balance but this is still at an early stage. Against this background, Section 2 examines the external and internal dimensions of imbalances including developments in competitiveness, private sector indebtedness and in asset markets. This is followed by a closer look at the implications of indebtedness of non-financial corporations for the banking sector in Section 3. Section 4 presents possible policy considerations.

Book excerpt: Why did Albania enjoy some of the most successful anti-corruption programs and institutions along with what appeared to be growing levels of corruption during the period 1998-2005? Looking at corruption through a post-structuralist discourse analysis perspective this book argues that the dominant corruption discourse in Albania served primarily to institute the neoliberal order rather than eliminate corruption. It did so in four interrelated ways. First, blaming every Albanian failure on corruption avoided a critical engagement with the existing neoliberal developmental model. Second, the dominant articulation of corruption as abuse of public office for private gain consigned it to the public sector, transforming neoliberal policies of privatisation and expanding markets into anticorruption measures. Third, international anticorruption campaigns reproduced an asymmetric relationship of dependency between Albania and the international institutions that monitored it by articulating corruption as internal to the Albanian condition. Finally, against corruption international and local actors could articulate a neoliberal order that was free of internal contradictions and fully compatible with democratization. As a rare example of post-structuralist discourse analysis of corruption this book can be useful for future research on discourses of corruption in other countries of the region and beyond.
