Book excerpt: This report into the global security concerns related to Afghanistan and Pakistan recommends that the UK Government should re-focus its wide-ranging objectives in Afghanistan and concentrate its limited resources on one priority: security. The UK has experienced mission creep, from its initial goal of countering international terrorism, into the realms of counter-insurgency, counter-narcotics, protection of human rights and state building. The Committee recommends that the lead international role on counter-narcotics should be transferred away from the UK. The Committee recognises that the security situation in Afghanistan will remain precarious for some time to come, but there can be no question of the international community abandoning Afghanistan. The issue at stake must be how best the UK and its allies can allocate responsibilities and share burdens so as to ensure that the country does not once again fall into the hands of those who seek to threaten the security of the UK and the West. The Committee says that a negotiated, Afghan-led political settlement with broad popular support represents the only realistic option for long-term security and stability in Afghanistan. There can be no serious prospect of meaningful discussions until Coalition Forces and the Afghan national security forces gain, and retain, the upper hand on security across the country, including in Helmand, and are then able to negotiate from a position of strength. The international effort by the UN, EU and individual countries in Afghanistan since 2001 has delivered much less than it promised and its impact has been significantly diluted by the absence of a unified vision and strategy, grounded in the realities of Afghanistan's history, culture and politics.

Available in PDF, EPUB and Kindle. Book excerpt: This book is a detailed examination of whether domestic security measures are striking an appropriate balance between homeland security and civil liberties in the post-9/11 era. Professor Paul Wilkinson and the other contributors assess the nature of UK responses to terrorism by key public and private-sector bodies, highlighting how these organizations can prevent, pre-empt, counter and manage terrorist attacks by using a matrix of factors such as types of terrorist networks, tactics and targets. The volume also compares and contrasts the UK's response with cognate states elsewhere in the EU and with the USA. While improved intelligence has helped prevent a major Al Qaeda attack, the authors conclude that there is still a ‘major question mark’ over whether the country is adequately resourced to deal with an emergency situation, particularly in major cities other than London. The book also confirms that while the UK faces a ‘real and serious’ threat of terrorist attack by Al Qaeda, it is better prepared for an attack than other EU member states. Homeland Security in the UK will be essential reading for all students of terrorism studies, security studies and politics, as well as by professional practitioners and well-informed general readers.

This book was released on 2007-07-22 with total page 72 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Committee's report examines the UK Government's diplomatic handling of the seizure of eight Royal Navy sailors and seven Royal Marines by the Iranian Revolutionary Guard in the Shatt al-Arab waterway in March 2007. Issues discussed include: Iran's objectives and strategy during this incident, the Government's diplomatic strategy, the role of regional states and the United States, the sale of stories by captured personnel to the media, and the value of diplomacy to resolve such incidents. Amongst its findings, the report condemns the treatment of the British personnel by Iranian authorities as unacceptable, particularly the use of public confessions and its refusal to grant consular access to detainees. It broadly supports the Government's dual-track diplomatic approach against Iran but criticises the Government's failure to engage with the appropriate interlocutors within the Iranian regime at a sufficiently early stage. The Committee also finds that the MoD's decision to allow returning detainees to sell their stories to the media displayed a disturbing lack of judgement and calls on the Foreign & Commonwealth Office to state in its response to the report who took the decision to give authorisation. Overall, the Committee supports the FCO's overall approach during the crisis, despite some tactical mistakes, and argues that the incident shows the value of diplomacy to resolve a crisis peacefully.

This book was released on 2006-02-23 with total page 216 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Committee's report examines the eighth annual report by the Foreign and Commonwealth Office ('Human Rights Annual Report 2005', Cm. 6606, ISBN 0101660626) published in July 2005. Issues discussed include: the international legal framework and the work of international institutions; the war against terrorism and treatment of detainees in Guantanamo Bay, extraordinary rendition and the use of information derived from torture, the situation in Iraq and the trial of Saddam Hussein; the arms trade and military assistance, and corporate social responsibility; and states of concern. The Committee welcomes the report as making a substantial contribution to the transparency and visibility of the Government's work on human rights matters. However, concerns are raised over the fact that the Minister responsible for human rights issues is also the Minister of State for Trade, roles which are often contradictory. The decision to subsume human rights work into the more general category of sustainable development is also criticised, since it would suggest that human rights issues are not being given sufficient strategic priority within UK foreign policy.

Available in PDF, EPUB and Kindle. Book excerpt: The war on terror has shaped and defined the first decade of the twenty-first century, yet analyses of Britain's involvement remain limited and fragmentary. This book provides a comprehensive analysis of these developments. It argues that New Labour's support for a militaristic campaign was driven by a desire to elevate Britain's influence on the world stage, and to assist the United States in a new imperialist project of global reordering. Ostensibly set within a political framework of promoting humanitarian values, the government’s conduct in the war on terror also proved to be largely counter-productive, eroding trust between the citizenry and the state, putting the armed forces under increasing strain and ultimately exacerbating the threat from radical Islamic terrorism. This book will be of interest to teachers and scholars of British foreign policy, international relations and security studies. It will also appeal to anyone interested in Britain’s role in the war on terror.

Book excerpt: This is the seventh report on Ministerial Accountability and Parliamentary Questions and the last that covers the workings of the Code of Practice on Access to Government Information, as in January 2005 this Code was superseded by the Freedom of Information Act. Amongst its conclusions are a concerned that departments have failed to honour fully their undertaking to provide specific Code exemption when they failed to give answers on public interest grounds. The Committee will monitor the effect of the Freedom of Information Act but believes that Cabinet Office guidance is inconsistent with earlier practice and should be reconsidered. The Committee also recommend that there should be an annual report of departmental performance on named-day questions and they strongly deplore and attempt to use the new arrangements of dealing with Questions before Prorogation as a means of avoiding answering a Question.

Book excerpt: More than two million Americans have served in Afghanistan or Iraq; more than 5,000 Americans have been killed; and over 35,000 have been grievously wounded. The war in Afghanistan has become America's longest war. Most Americans do not understand the background of, or reasons for, the United States' involvement in these two wars. Using primary and secondary sources, author Dan Caldwell describes relevant historical, political, cultural, and ideological elements related to the wars in Iraq and Afghanistan. He demonstrates how they are interrelated. Beginning with the history of the two conflicts within the context of U.S. policies toward Afghanistan, Iraq, and Pakistan because American policy toward terrorism and Afghanistan cannot be understood without some consideration of Pakistan he outlines and analyzes major issues of the two wars. These include intelligence quality, war plans, postwar reconstruction, interagency policymaking, U.S. relations with allies, and shift from conventional to counterinsurgency strategy. He concludes by capturing the lessons learned from these two conflicts and points to their application in future conflict. His book is a one-volume resource for anyone who wishes to understand why and how the U.S. became involved in these two wars and in the affairs of Pakistan concurrently.

Book excerpt: Eighteen months since the Arab Spring began, there has been extraordinary progress in Egypt, Tunisia and Libya. Yet many challenges still lie ahead, not least the need to support and reform the economies of these Arab Spring states. In 2011, the G8 Deauville Partnership identified $38 billion of funding available to support reform. The UK must use its leadership in the EU and G8 to ensure that we deliver on our promises. The Government needs to learn lessons from its experience in anticipating and handling the Arab Spring. Questions arose about the FCO's staffing levels, linguistic expertise and information gathering in the Middle East and North Africa region, although diplomats understood well the long-term problems in the region. The report welcomes the Government's recent moves to establish contacts with Islamist parties in the region and calls for deeper engagement to demonstrate at an early stage the UK's support and assistance for democratically elected leaders who respect human rights and democratic reforms. The BBC's Arabic Service further highlighted the importance of the BBC World Service in providing an independent news service and enhancing the UK's standing in the region. The Committee welcomes the Government's decision to reverse planned cuts to the Arabic Service last year, expresses concerns that cuts made elsewhere in the World Service will prove detrimental to the national interest, and urges that there be a sustained investment in the World Service
