Expectations that Russia would join the Western powers as an equal partner were frustrated, while relations with the People's Republic of China warmed considerably. Today, Russia's relationship with China is an important component of its overall foreign policy orientation, as the two states - one greatly diminished, the other clearly on the rise - have found themselves sharing an interest in curbing the power of the United States. In analyzing Russia's evolving foreign policy vis-a-vis China, the author takes into account the legacy of Soviet-era precedents; the simultaneous processes of economic policy change and integration into global economic structures; and military relations. By shedding light on the role of political realism, decision makers, and exogenous factors in Russian foreign policy, this analysis of an important bilateral relationship contributes to the larger project of understanding international relations and the dynamics of domestic and foreign policy change.

Armed with the knowledge that the protagonists have accepted some of the author's reservations and have reversed their positions on a number of points objectionable to him, the reader will be able to achieve a clear and comprehensive understanding of the subject. Partisanship was never particularly subtle in debates within Marxist or Maoist circles. The virulence of the language in some sections of the book, which have been rendered accurately, with no toning down, provides the reader with an insight into the background of China's continuing intransigence in international policies.

Although official imperial histories depict the Amur as a distant battleground between rival empires, this colourful history of a region and its people tells a different story. Drawing on both Russian and Chinese sources, Victor Zatsepine shows that both empires struggled to maintain the border. But much to the chagrin of imperial administrators, various peoples – Chinese, Russian, Indigenous, Japanese, Korean, Manchu, and Mongol – moved freely across it in pursuit of work and trade, exchanging ideas and knowledge as they adapted to the harsh physical environment. By viewing the Amur as a unified natural economy caught between two empires, Zatsepine highlights the often-overlooked influence of regional developments on imperial policies and the importance of climate and geography to local, state, and imperial histories.
