The first method is to purchase a secondary payload slot on a major launch vehicle. For the second method, the satellite must first be transported via a major launch vehicle to the International Space Station. From there, the satellite is loaded into one of two deployment mechanisms, and deployed at a specified time. In each case, the satellite's initial orbit is not accurately known. For ground operators this poses a problem of position uncertainty. In order to solve this problem, a satellite tracking algorithm was developed to use an initial two-line element set for coarse orbit prediction, followed by Doppler measurements for continuous processing and updating. The system was tested using simulated data. The analysis showed that this low-cost, scalable system will satisfy the tracking requirements of many cube satellite missions, including current missions at the University of Texas.

Book excerpt: The purpose of the computing program is to use a single Doppler curve to estimate a rough orbit of a silent satellite for purposes of identification and prediction. This report contains the assumptions, theoretical equations, code, and preliminary tracking results of this initial computing program. To test the program, two sets of Doppler data, taken during two different passes of Explorer IV, were used to predict the Explorer IV orbit, and the resulting predicted orbits were compared with other orbit determinations. It was found that about forty minutes of computing time on the Univac 1103A were required to determine a predicted orbit from one set of Doppler data. The error in the predicted satellite position was found to range from less than twenty miles for an overhead pass to about 100 miles for a more distant pass. It is shown that this error is due mainly to the neglect of ionospheric refraction and second order force terms in the theoretical expression for the Doppler shift, factors which were neglected because of the requirement of keeping computing time to a minimum. Suggestions are made for future re-coding of the program which should materially reduce the tracking error without increasing the computing time. (Author).

Book excerpt: The studies have shown that satellite doppler data from telemetry and single beacon transmitters below 500 Mc will generally not provide accurate data for single station orbit determination due to frequency measurement inaccuracy, frequency instability, and refraction in the ionosphere. Accurate doppler tracking can be achieved if the satellite transmits on frequencies in the upper part of the UHF range or higher, if a very stable oscillator is used in the satellite, and very sophisticated frequency counting and computing techniques are used at the ground stations. If satellite transmitting frequencies below approximately 500 Mc are used, it may be helpful to correct for ionospheric refraction by actual measurement, using 2 widely separated satellite transmitting frequencies. Mathematical techniques for orbit determination using radio frequency data were investigated for closed form methods and an iterative method. Also, experiments were conducted to determine feasibility of obtaining simultaneous azimuth and doppler data using a special type of radio direction finder. (Author).

Due to relativistic modifications of Newtonian dynamics, the perifocus of a satellite orbiting in a central field will advance at a fixed rate. This effect is cumulative and for a typical earth satellite amounts to an advance of perigee of about one meter a day. An expression is given for obtaining a classical perturbation term which reproduces this relativistic effect to second order. The classical Doppler shift is also modified since the rate at which clocks run will depend, according to relativity, on their state of motion and the strength of the gravitational field at their location. For Doppler tracked earth satellites, the effective correction varies sinusoidally with the true anomaly. For some typical earth satellites the amplitude ranges from a few parts in 10 to the -12th power up to a few parts in 10 to the -10th power. (Author).

It can be shown that the error in station position is also a representation of the error in satellite position at the center time of the pass. Thus, for each pass, a new estimate of satellite position is formed, and a new orbit is chosen to fit these positions. It should be possible to apply this method to any type of tracking data. The collision, which was not the first recorded between two satellites in orbit-but the most recent and alarming-produced thousands of pieces of debris, only a small percentage of which could be tracked by sensors located around the world. In early 2007, China tested a kinetic anti-satellite weapon against one of its own satellites, which also generated substantial amounts of space debris. These collisions highlighted the importance of maintaining accurate knowledge, and the associated uncertainty, of the orbit of each object in space. These data are needed to predict close approaches of space objects and to compute the probability of collision so that owners/operators can decide whether or not to make a collision avoidance maneuver by a spacecraft with such capability. The space object catalog currently contains more than 20,000 objects, and when the planned space fence radar becomes operational this number is expected to exceed 100,000. A key task is to determine if objects might come closer to each other, an event known as "conjunction," and the probability that they might collide. The U.S. Air Force is the primary U.S. government organization tasked with maintaining the space object catalog and data on all space objects. This is a complicated task, involving collecting data from a multitude of different sensors-many of which were not specifically designed to track orbiting objects-and fusing the tracking data along with other data, such as data from atmospheric models, to provide predictions of where objects will be in the future. The Committee for the Assessment of the U.S. Air Force's Astrodynamic Standards collected data and heard from numerous people involved in developing and maintaining the current astrodynamics standards for the Air Force Space Command (AFSPC), as well as representatives of the user community, such as NASA and commercial satellite owners and operators. Preventing collisions of space objects, regardless of their ownership, is in the national security interested of the United States. Continuing Kepler's Quest makes recommendations to the AFSPC in order for it to create and expand research programs, design and develop hardware and software, as well as determine which organizations to work with to achieve its goals.
