Available in PDF, EPUB and Kindle. Book excerpt: Construction prices rose over the last year by 5%, according to AECOM’s tender price index, with construction price inflation continuing to run above the long-run average. The main drivers are rising input costs. Producer price indices have moved up at a clip in recent quarters, with sharp increases in prices for materials and fuels consumed by UK manufacturers. Demand- and supply-side factors make the probability of short-term price falls very slim. SPON’S ARCHITECTS’ AND BUILDERS’ PRICE BOOK 2018, compiled by AECOM, still provides the most accurate, detailed and professionally relevant construction price information for the UK. Its unique Tender Index, updated through the year, gives an ongoing reality check and allows you to adjust for changing market conditions. Although it suits a wide range of project sizes, this is the only price book which sets out a detailed cost base for contracts exceeding £4,000,000 in value. The results are all the more significant as Singapore spends less on healthcare than any other high-income country, both as measured by fraction of the Gross Domestic Product spent on health and by costs per person. Singapore achieves these results at less than one-fourth the cost of healthcare in the United States and about half that of Western European countries. Government leaders, presidents and prime ministers, finance ministers and ministers of health, policymakers in congress and parliament, public health officials responsible for healthcare systems planning, finance and operations, as well as those working on healthcare issues in universities and think-tanks should know how this system works to achieve affordable excellence."--Publisher's website.

Book excerpt: Two hundred years ago, Sir Stamford Raffles established the modern settlement of Singapore with the intent of seeing it become ‘a great commercial emporium and fulcrum’. But by the time independence was achieved in 1965, the city faced daunting problems of housing shortage, slums and high unemployment. Since then, Singapore has become one of the richest countries on earth, providing, in Sir Peter Hall’s words, ‘perhaps the most extraordinary case of economic development in the history of the world’. The story of Singapore’s remarkable achievements in the first half century after its independence is now widely known. In Planning Singapore: The Experimental City, Stephen Hamnett and Belinda Yuen have brought together a set of chapters on Singapore’s planning achievements, aspirations and challenges, which are united in their focus on what might happen next in the planning of the island-state. Chapters range over Singapore’s planning system, innovation and future economy, housing, biodiversity, water and waste, climate change, transport, and the potential transferability of Singapore’s planning knowledge. A key question is whether the planning approaches, which have served Singapore so well until now, will suffice to meet the emerging challenges of a changing global economy, demographic shifts, new technologies and the existential threat of climate change. Singapore as a global city is becoming more unequal and more diverse. This has the potential to weaken the social compact which has largely existed since independence and to undermine the social resilience undoubtedly needed to cope with the shocks and disruptions of the twenty-first century. The book concludes, however, that Singapore is better-placed than most to respond to the challenges which it will certainly face thanks to its outstanding systems of planning and implementation, a proven capacity to experiment and a highly developed ability to adapt quickly, purposefully and pragmatically to changing circumstances.

Available in PDF, EPUB and Kindle. Book excerpt: Indonesia has a growing population of almost 300 million people, it is increasingly involved in world affairs, and has a booming economy. The need to better understand its unique, complex, and often obscure legal system, has become pressing. This is true across a wide range of sectors including, but not limited to, trade and investment, crime and terrorism, and human rights. Indonesia's democratization after the fall of Soeharto in 1998 triggered massive social and political changes that opened up this diverse, and formerly tightly-controlled, society. Law reform was a key driver of Indonesia's transformation and its full effect remains to be seen. This book offers clear and detailed explanations of the foundations of Indonesia's legal system in the context of its legal reform and rapid development. It offers succinct commentaries on a wide range of issues, examining the judicial process, the constitution, corruption and the court system, contract law, administrative law, foreign investment, taxation, Islamic law, and family law. It examines current substantive law and judicial interpretation and presents case studies of how the system operates in practice. Written in an accessible and engaging style, this book is an essential guide for readers seeking quick and clear answers to questions regarding the law and its application in Indonesia.

Available in PDF, EPUB and Kindle. Book excerpt: In 2018 the Indonesian economy recorded a growth rate of 5.2%, the highest in five years. This was in spite of a slump in the rupiah and a trade imbalance, and took place against a backdrop of rising US interest rates and deteriorating trade relations between the world’s two biggest economies. The country’s emphasis on industrialisation and infrastructure development is laying the foundations for continued economic growth. Moreover, the archipelago’s growing middle class population, geographical position and human capital development agenda, alongside progress in free-trade agreements, make it a strong contender on the global economic stage. The country holds considerable potential for developing entrepreneurial and creative prowess, already being home to four unicorn startups. Investors have continued to look beyond traditional destinations, with emerging cities like Surabaya and Palembang showing strong possibilities for economic growth. Although the outcome of the April 2019 national election will determine the course of further infrastructure development and tax reforms, the future looks promising, with predictions of continued growth accompanied by stable inflation.

Available in PDF, EPUB and Kindle. Book excerpt: Corruption is one of the major challenges impeding Africa’s growth and development efforts and its impact is much more pronounced at this point of the continent’s development trajectory. Corruption has political, economic, and social consequences and this book argues that any efforts to help Africa grow and develop must prioritise the fight against it, so that the aid and funding given for projects in the region can continue to be sustained. The book also tackles the issue of national security and instability caused by corruption. The author argues that progress cannot happen in countries and environments where instability exists and persists. Corruption in Africa has contributed to instability and other national security challenges, especially in fragile states on the continent. The book starts by looking at the three major types of corruption: petty, grand, and systemic and then goes on to address the different categories of corruption such as bureaucratic, legislative, political, as well as public and private sector aspects. It also deals with common forms of corruption as well as some of the causes, such as bad governance and excessive greed, to mention a few. Further, it critically examines how current political systems on the continent contribute to this condition. The book argues that some of the solutions that have been proposed to date are not viable or have not worked in practice, and through applied research, offers workable solutions that policy makers, African politicians, academics, and students of economics and development can use as a reference guide in the fight against corruption.

Available in PDF, EPUB and Kindle. Book excerpt: Detailed research on the UN Model Convention’s unique features The UN Model Convention has a significant influence on international tax treaty practice and is especially used by emerging and developing countries as a starting point for treaty negotiations. Driven by the aim to achieve consistency in the international tax treaty practice, the structure and content is, to a large extent, similar in the UN Model and the OECD Model. However, whereas the OECD has historically focused its efforts on issues mainly relevant for developed countries, the UN Tax Committee has continuously attempted to specifically take into account tax treaty policies for developing countries when drafting and amending the UN Model Convention. Compared to the OECD Model Convention, the UN Model Convention aims at giving more weight to the source principle. Popular examples are the PE definition in the UN Model which provides for a lower threshold than Article 5 of the OECD Model or Article 12A on Fees for Technical Services which has been introduced with the latest amendment of the UN Model Convention 2017 and allows for a withholding tax to be levied on payments to non-residents when the payer of the fee is a resident of that contracting State irrespective of where the services are provided. Interestingly, in the discussions of the tax challenges arising from the digitalization of the economy, the OECD and the G20 are also exploring options to allocate more taxing rights to the jurisdiction of the customer and/or user, i.e., the ‘market jurisdictions’. As this has traditionally been the focus of the UN Model Convention, its unique features and developing countries’ practices could be taken into account when exploring new nexus rules that are not constrained by the physical presence requirement. This book contains the master’s theses of the full-time LL.M. program 2018-2019 for which ‘Special Features of the UN Model Convention’ has been chosen as the general topic. With this book, the authors and editors do not aim at discussing each article of the UN Model Convention but rather focus on the unique features of the UN Model Convention, which are explored in detail. This is supplemented with an evaluation of the function and relevance of the UN Tax Committee in the international tax policy discussion and with an analysis of the influences of the OECD's BEPS project on the UN Model.he OECD's BEPS project on the UN Model.
