Book Synopsis Tax Authority Advice and the Public by : Stephen Daly
Download or read book Tax Authority Advice and the Public written by Stephen Daly and published by Bloomsbury Publishing. This book was released on 2020-04-02 with total page 265 pages. Available in PDF, EPUB and Kindle. Book excerpt: There is now almost universal acceptance that tax law is overly complex and indeterminate; and yet, there has to date been no comprehensive assessment of the role of the tax authority in the current arrangement. If the legislation and case law offer few immediate answers to the taxpayer, then the role of Her Majesty's Revenue & Customs (HMRC) in advising taxpayers becomes more apparent. This monograph contends that the provision of advice by HMRC is desirable by virtue of the rule of law and it follows that any such advice should be correct, clear, accessible and reliable. Additionally, there should exist some means of scrutinising the advice in order to check that it satisfies these criteria. Tax Authority Advice and the Public explores this view of HMRC's role in tax collection. It explains the deficiencies in the current system in this light, highlighting the pitfalls for taxpayers and practitioners as well as the potential remedies. Finally, the book assesses potential reforms which could be adopted in order to alleviate existing problems. A timely and ambitious work, this book is essential reading for practitioners and academics interested in the interaction between tax administration and public law.
Book Synopsis Alignment by : Great Britain. Treasury

Book excerpt: In the 2007 green paper "The governance of Britain" (Cm. 7170, ISBN 9780101717021) the Government made a commitment to simplify financial reporting to Parliament, ensuring that it reports in a more consistent, transparent and straightforward fashion at all three stages in the process - budgets, estimates and expenditure outcomes. The Govenrment uses budgets to plan what it will spend, presents estimates to Parliament for approval and then, after the year end, publishes resource accounts. This document sets out the Government's proposals for achieving better alignment between budgets, estimates and accounts. It follows much consultation with the Public Accounts, Treasury, Liaison, Procedure and Modernisation committees of the House of Commons and the National Audit Office and internal and external stakeholders.

This book was released on 2011-07-28 with total page 48 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Ministry of Defence (MoD) must put into the public domain the full cost of military operations in Afghanistan. This report notes that although there are obvious standing expenses, the Afghan deployment brings with it additional costs in terms of training opportunities cancelled or deferred and equipment wear and tear that will eventually have to be met. The Committee is also disappointed by the Department's inability to provide the detailed information requested about expected write-offs such as Nimrod and the Type 22 Frigate. The MoD was not clear but the Committee deduce that some of the 2010-11 provision for depreciation and write-offs will be carried forward to 2011-12 or even later years. There is also concern that the voluntary redundancy programme has been over-subscribed and that applications (or even resignations) have been received from individuals who might have achieved high command and asks the MoD to show how it will ensure that the voluntary redundancy process does not impact on the future leadership capability and effectiveness of the Armed Services

Book Synopsis Financial scrutiny of the Department for Transport by : Great Britain: Parliament: House of Commons: Transport Committee
Download or read book Financial scrutiny of the Department for Transport written by Great Britain: Parliament: House of Commons: Transport Committee and published by The Stationery Office. This book was released on 2011-01-11 with total page 52 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report details a new approach to scrutinising the financial performance of the Department for Transport during the life of this parliament. The strategy rests on innovations agreed with the Department designed to make it easier for the Committee to compare information in the departmental annual review with that provided in the estimate of expenditure. These changes are to be welcomed as they will make it easier to hold the Government to account about the delivery of its transport policy pledges including those made in the recent comprehensive spending review. However, it is essential that in moving to a simplified structure for the annual estimate of expenditure, important detail about departmental spending is not hidden from public view. The Committee will be carefully monitoring the new arrangements to ensure that this is not the case
