Its second edition was published in 1952 in Darjeeling. In compiling this book I have consulted the books of every authority, I have knowledge of, who has written on Kirat people ad their civilization. The European authors like Col. Krikpatric, F. Hamilton, D. Hodgson, Father Guiseppe and Lieut. Col. E. Vansitart, who wrote about the Kirat people of Nepal in 18th and 19th century gave me much help. The Indian authors like late Pandit Rahul Sankrityayan, S.K. Chatterjee and Vagava Datta, who took much interest in publishing the ancient account of Kirat people of Nepal and India, gave me much idea about them. Last of all, my own collection of the old Kirat MSS in Shrijunga or Limbu script and Lapcha or Rong script became the base of this work. In this connection, I thank Mr. R.K. Sprigg, Professor of the school of Oriental and African Studies, London, who very kindly helped me in acquiring the micro film photo of the old Kirat MSS from the India Office Library, London. Book excerpt: The book addresses the urgent need for rethinking the geopolitics and ecology in the Himalaya, by emphasising the entanglements between these two factors. Most international relations analyses of the Himalaya emphasize the central role of the region’s states and their great power struggles. By reducing the region to its state actors, however, we miss the intense more-than-human diversity of the region, and the crucial role that the mountains play in the global environment. In doing so, the book makes a major contribution to international relations theory by drawing on insights from international political ecology. It first theorises international political ecology and examines the Himalaya as a global region, before moving looking at the international aspects of political ecology in the Himalaya through key areas of the mountains where international politics and ecology are deeply, inextricably linked. It presents three detailed case studies of different environmental and political issues in the Himalaya: icecaps (the India-China-Pakistan boundary dispute in the western Himalaya), foothills and forests (the Nepal-Bhutan-Sikkim borderlands), and rivers (the India-China Bangladesh dispute over the Brahmaputra River basin). Each case study draws on a mix of source materials including fieldwork, government sources, foreign policy discourse, Himalayan ethnographies, and environmental and ecological sciences scholarship.

Book excerpt: The book puts into plain words a changing dimension of politics in a traditional regime and offers an insight into the emerging transition to royal, semi-authoritarian democracy in Bhutan. Bhutan represents a political system which coalesces the rhetorical acquiescence of democracy with illiberal authoritarian attributes under the former royalist shadow. Royal democracy is a myth and only paints the frontage of democracy. The smokescreen of this kind of authoritarian regime is not yet democracy but is instead a new form of semi-authoritarian rule. The political reforms in Bhutan were orchestrated by the “traditional regime and elites in a traditional society” as a tightly controlled, top-down process without devolution of power outside the regime. Royal Democracy can best be understood as an attempt to construct a political regime that impersonates democratic institutions but works outside the logic of political representation and seeks to repress any vestige of genuine political pluralism. Exploring the authoritarian logic behind the democratic rhetoric is especially important for Bhutan, which is today glorified by the UN as “The Mecca of Gross National Happiness” and depicted by many as a model of top down democracy on popular media and in academia. Holding State controlled elections alone does not create a cure for deeper political, economic, and social predicaments besetting Bhutan and does not create a solid foundation for democratic transition. The glitter of royal, semi-authoritarian democracy is a “Jigmecracy,” an old Jigme’s system with new labels, a classic case of transition from a traditional regime in a traditional society.

This book expands upon the existing literature by uncovering the British influence in the region and its impact in determining the politics of the region. This work connotes Sikkim with the term colonial periphery which is neither a state under colonialism, nor outside the zone of influence of colonialism and predominantly acts according to the aspirations of the colonizer. After the end of British paramountcy in India, a delegation headed by Crowned Prince, Thondup Namgyal went to Delhi to discuss the matters relating to Sikkim with the British Officials. But since, the paramountcy had already been lapsed, they urged Sikkims delegation to discuss the matter with independent India. Independent India didnt define the status of Sikkim, eventually India signed a Standstill Agreement (1948), to discuss the future and position of Sikkim in open. The Treaty of 1950 confirmed the sovereignty of Sikkim and Sikkim became the protectorate state of India, as it was of Britain. The international implication and the demands for the larger democracy in Sikkim, led to the merger, a peripheral state became the part of India. The contact with the British transformed the traditional monastic state with cultural, political and religious affinities with Tibet, into a modern state. Sikkim is still to some extent a virgin territory for the researchers, much work remains to be done on the period of British influence in the region; perhaps this is the first on the said theme. This work has made an attempt towards contributing to the fulfilment of this need. This work attempts to provide some answers to the question of British influence in shaping the politics of the region and its impact on the state of Sikkim. Overall, this study makes the conclusion that the regional, political, economic and strategic interests of British colonialism played a key role in determining the political developments and present political situation in Sikkim.
