Book excerpt: Sierra Leone came to world attention in the 1990s when a catastrophic civil war linked to the diamond trade was reported globally. This fleeting and particular interest, however, obscured two crucial processes in this small West African state. On the one hand, while the civil war was momentous, brutal and affected all Sierra Leoneans, it was also just one element in the long and faltering attempt to build a nation and state given the country's immensely problematic pre-colonial and British colonial legacies. On the other, the aftermath of the war precipitated a huge international effort to construct a 'liberal peace', with mixed results, and thus made Sierra Leone a laboratory for post-Cold War interventions. Sierra Leone examines 225 years of its history and fifty years of independence, placing state- society relations at the centre of an original and revealing investigation of those who have tried to rule or change Sierra Leone and its inhabitants and the responses engendered. It interweaves the historical narrative with sketches of politicians, anecdotes, the landscape and environment and key turning-points, alongside theoretical and other comparisons with the rest of Africa. It is a new contribution to the debate for those who already know Sierra Leone and a solid point of entry for those who wish to know.
Book Synopsis Reintegrating Armed Groups After Conflict by : Mats Berdal
Download or read book Reintegrating Armed Groups After Conflict written by Mats Berdal and published by Routledge. This book was released on 2009-04-07 with total page 458 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book looks at the political reintegration of armed groups after civil wars and the challenges of transforming ‘rebel’, ‘insurgent’ or other non-state armed groups into viable political entities. Drawing on eight case studies, the definition of ‘armed groups’ here ranges from militias, paramilitary forces, police units of various kinds to intelligence outfits. Likewise, the definition of ‘political integration’ or ‘re-integration’ has not been restricted to the formation of political parties, but is understood broadly as active participation in politics, policy-making or public debate through parties, newspapers, social organisations, think-tanks, NGOs or public service. The book seeks to locate or contextualise individual cases within their distinctive social, cultural and historical settings. As such it differs from much of the donor-driven literature that has tended to abstract the challenge of disarmament, demobilisation and reintegration (DDR) from their political and historical context, focusing instead on technical or bureaucratic issues raised by the DDR process. Among the issues covered by the volume as a whole, three stand out: first, the role of political settlements in creating legitimate opportunities for erstwhile leaders of armed factions; second, the ability of reintegration programmes to create genuine socio-economic opportunities that can absorb former fighters as functional members of their communities; and third, the processes involved in transforming an entire rebel movement into a viable political party, movement or, more generally, allowing it to participate in political life. This book will be of great interest to students of security and development, peace and conflict studies, and IR in general, as well as practitioners and policymakers. Mats Berdal is Professor of Security and Development in the Department of War Studies at King’s College London. From 2000 to 2003 he was Director of Studies at the International Institute for Strategic Studies (IISS) in London. Mats Berdal is a Visiting Professor at the National Defence and Command College, Oslo. David Ucko is the Programme Coordinator & Research Fellow for the Conflict, Security & Development Research Group, King's College London.

Book Synopsis Civil War and Democracy in West Africa by : David Harris
Download or read book Civil War and Democracy in West Africa written by David Harris and published by Bloomsbury Publishing. This book was released on 2011-12-13 with total page 320 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the aftermath of explosive civil wars in Africa during the 1990s and 2000s, the establishment of multi-party elections has often been heralded by the West as signaling the culmination of the conflict and the beginning of a period of democratic rule. However, the outcomes of these elections are very rarely uniform, with just as many countries returning to conflict as not. Here, David Harris uses the examples of Sierra Leone and Liberia to examine the nexus of international and domestic politics in these post-conflict elections. In doing so, he comes to the conclusion that it is political, rather than legal, solutions that are more likely to enhance any positive political change that has emerged from the violence. This book is thus of significance to Western and African policy makers, and also to students and scholars who wish to engage with the critical issues of conflict resolution and reconciliation both in Sierra Leone and Liberia in particular and in the wider region in general.
Book Synopsis Why We Lie About Aid by : Pablo Yanguas
Download or read book Why We Lie About Aid written by Pablo Yanguas and published by Zed Books Ltd.. This book was released on 2018-02-15 with total page 212 pages. Available in PDF, EPUB and Kindle. Book excerpt: Foreign aid is about charity. International development is about technical fixes. At least that is what we, as donor publics, are constantly told. The result is a highly dysfunctional aid system which mistakes short-term results for long-term transformation and gets attacked across the political spectrum, with the right claiming we spend too much, and the left that we don't spend enough. The reality, as Yanguas argues in this highly provocative book, is that aid isn't – or at least shouldn't be – about levels of spending, nor interventions shackled to vague notions of ‘accountability’ and ‘ownership’. Instead, a different approach is possible, one that acknowledges aid as being about struggle, about taking sides, about politics. It is an approach that has been quietly applied by innovative development practitioners around the world, providing political coverage for local reformers to open up spaces for change. Drawing on a variety of convention-defying stories from a variety of countries – from Britain to the US, Sierra Leone to Honduras – Yanguas provides an eye-opening account of what we really mean when we talk about aid.

Book Synopsis Warlord Democrats in Africa by : Anders Themnér
Download or read book Warlord Democrats in Africa written by Anders Themnér and published by Bloomsbury Publishing. This book was released on 2017-04-15 with total page 266 pages. Available in PDF, EPUB and Kindle. Book excerpt: Post-war democratization has been identified as a crucial mechanism to build peace in war-ridden societies, supposedly allowing belligerents to compete through ballots rather than bullets. A byproduct of this process, however, is that military leaders often become an integral part of the new democratic system, using resources and networks generated from the previous war to dominate the emerging political landscape. The crucial and thus-far overlooked question to be addressed, therefore, is what effect the inclusion of ex-militaries into electoral politics has on post-war security. Can 'warlord democrats' make a positive contribution by shepherding their wartime constituencies to support the building of peace and democracy, or are they likely to use their electoral platforms to sponsor political violence and keep war-affected communities mobilized through aggressive discourses? This important volume, containing a wealth of fresh empirical detail and theoretical insight, and focussing on some of Africa's most high-profile political figures – from Paul Kagame to Riek Machar to Afonso Dhlakama – represents a crucial intervention in the literature of post-war democratization.

Book Synopsis Overcoming Obstacles to Peace by : James Dobbins
Download or read book Overcoming Obstacles to Peace written by James Dobbins and published by Rand Corporation. This book was released on 2013 with total page 394 pages. Available in PDF, EPUB and Kindle. Book excerpt: "This volume analyzes the impediments that local conditions pose to successful outcomes of nation-building interventions in conflict-affected areas. Previous RAND studies of nation-building focused on external interveners' activities. This volume shifts the focus to internal circumstances, first identifying the conditions that gave rise to conflicts or threatened to perpetuate them, and then determining how external and local actors were able to modify or work around them to promote enduring peace. It examines in depth six varied societies: Cambodia, El Salvador, Bosnia and Herzegovina, East Timor, Sierra Leone, and the Democratic Republic of the Congo. It then analyzes a larger set of 20 major post-Cold War nation-building interventions. The authors assess the risk of renewed conflict at the onset of the interventions and subsequent progress along five dimensions: security, democratization, government effectiveness, economic growth, and human development. They find that transformation of many of the specific conditions that gave rise to or fueled conflict often is not feasible in the time frame of nation-building operations but that such transformation has not proven essential to achieving the primary goal of nation-building -- establishing peace. Most interventions in the past 25 years have led to enduring peace, as well as some degree of improvement in the other dimensions assessed. The findings suggest the importance of setting realistic expectations -- neither expecting nation-building operations to quickly lift countries out of poverty and create liberal democracies, nor being swayed by a negative stereotype of nation-building that does not recognize its signal achievements in the great majority of cases."--Page 4 of cover.

Book Synopsis Rebels in a Rotten State by : Kieran Mitton
Download or read book Rebels in a Rotten State written by Kieran Mitton and published by Oxford University Press. This book was released on 2015-01-10 with total page 360 pages. Available in PDF, EPUB and Kindle. Book excerpt: The atrocities of civil wars present us with many difficult questions. How do seemingly ordinary individuals come to commit such extraordinary acts of cruelty, often against unarmed civilians? Can we ever truly understand such acts of 'evil'? Based on a wealth of original interviews with perpetrators of violence in Sierra Leone's civil war, this book provides a detailed response. Moving beyond the rigid bounds of political science, the author engages with sociology, psychology and social psychology, to provide a comprehensive picture of the complex individual motives behind seemingly senseless violence in Sierra Leone's war. Highlighting the inadequacy of current explanations that centre on the anarchic nature of brutality, or conversely, its calculated rationality, this book sheds light on the critical but hitherto neglected role played by the emotions of shame and disgust. Drawing on first-hand accounts of strategies employed by Sierra Leone's rebel commanders, it documents the manner in which rebel recruits were systematically brutalised and came to perform horrifying acts of cruelty as routine. In so doing, it offers fresh insight into the causes of extreme violence that holds relevance beyond Sierra Leone to the atrocities of contemporary civil wars.
