Book excerpt: Transportation conformity is required under the Clean Air Act (CAA) Section 176(c) to ensure that Federally-supported transportation activities are consistent with (“conform to”) the purpose of a State Implementation Plan (SIP). Transportation conformity establishes the framework for improving air quality to protect public health and the environment. Conformity to the purpose of the SIP means Federal Highway Administration (FHWA) and Federal Transit Administration (FTA) funding and approvals are given to highway and transit activities that will not cause new air quality violations, worsen existing air quality violations, or delay timely attainment of the relevant air quality standard, or any interim milestone. This Guide was prepared to help State and local officials understand transportation conformity and how conformity requirements relate to transportation investments in their communities. Specifically, the implications of conformity on metropolitan transportation plans, transportation improvement programs (TIPs), and transportation projects are discussed. The Guide provides overview information on the major elements of the conformity process and provides answers to basic questions. Several exhibits are included in the Guide to illustrate key elements of the conformity process. Appendices are also included that discuss the health effects of pollutants, options to reduce on-road mobile source emissions, and resource agency contacts.

These guidelines are not legally binding standards; however, they provide WHO Member States with an evidence-informed tool, which they can use to inform legislation and policy. Ultimately, the goal of these guidelines is to help reduce levels of air pollutants in order to decrease the enormous health burden resulting from the exposure to air pollution worldwide.

Book excerpt: Introduction: In response to substantial evidence showing adverse health effects of long-term or short-term exposure to air pollutants, interest has grown in real-time monitoring of air quality in fine-grained geographic detail. The development and application of low-cost air sensors enable high spatial resolution air quality monitoring. The validity and consistency of those devices, however, still needs to be investigated. Previous literature suggests potential inaccuracy due to environmental factors. Our study aims to provide evidence that low-cost air sensors could be applied at a community scale to monitor indoor air quality over time and to alert communities and residents about air pollution issues. Objectives: 1. Identify indoor particulate matter(PM2.5) sources using low-cost sensors at a community scale; 2. Identify and explore potential indoor PM mitigation measures; 3. Explore the impacts of ambient PM levels on indoor air quality; 4. Evaluate the long-term performance of low-cost air sensors Methods: We have operated 30 PurpleAir II (PA-II) sensors (12 outdoor and 18 indoor) at a California community located adjacent to a major interstate freeway vicinity since May 2017. PM2.5 data were recorded and uploaded automatically by the sensor network. We also collected one-week indoor human activity logs (i.e., whether cooking, opening windows, or using air purifiers at each hour) from 9 recruited residents using questionnaires during the PM monitoring campaign. The indoor PM data were matched with activity logs based on the monitoring location and time. We then assessed the impacts of ambient air quality, microclimatic factors (e.g., temperature and relative humidity (RH)), and indoor human activities on indoor PM2.5 concentrations using t-tests and a linear mixed-effects regression model. OSHA recognizes that poor IAQ can be hazardous to workers' health and that it is in the best interest of everyone that building owners, managers, and employers take a proactive approach to address IAQ concerns. This OSHA guidance document on IAQ, OSHA 3430-04 - Indoor Air Quality in Commercial and Institutional Buildings, provides practical recommendations that will help prevent or minimize IAQ problems in commercial and institutional buildings, and help resolve such problems quickly if they do arise. It provides flexible guidance to employers to help them keep their buildings free of pollutants or conditions that lead to poor IAQ. It also provides information on good IAQ management, including control of airborne pollutants, introduction and distribution of adequate make-up air, and maintenance of an acceptable temperature and relative humidity. Temperature and humidity are important because thermal comfort underlies many complaints about "poor air quality." Some of the information presented here has been derived from the Environmental Protection Agency's (EPA) report, "An Office Building Occupant's Guide to IAQ" (1)1 and other documents listed in Appendix E, Selected Resources. The issue of environmental tobacco smoke will only be addressed in Appendix F, or indirectly in discussions of air quality relative to some possible components of tobacco smoke, e.g., carbon monoxide, carbon dioxide, particulates, etc. In 1998, OSHA conducted a series of three workshops on this issue and the proceedings of these workshops were published in 1999. See Appendix F for more information. This document is directed primarily at employers, building owners and managers, and others responsible for building maintenance, but may also be used as a basic reference for all those involved in IAQ issues. Furthermore, information presented here can help with the decision of whether or not the services of an outside professional may be needed. The advice of a medical professional should always be sought if there are any immediate health issues. Contractors and other professionals (e.g., industrial hygienists or other environmental health and safety professionals) who respond to IAQ concerns, as well as members of the general public, may also find this information helpful.
