Book excerpt: South Africa is the dominant force in an area that is of increasing strategic importance to the West, yet few studies address the geopolitical pressures that dictate the course of events there. Analyzing South Africa’s base of power, the authors argue that because South Africa’s relationships with other states in Southern Africa are asymmetrical in nature, the country has substantial economic and political leverage in the region. Control of Southern Africa’s transport infrastructure and the ability to project a conventional or surrogate military presence throughout the region, for example, gives South Africa the power to affect the economic and political stability of virtually all regional states. Asymmetry also characterizes relationships at the global level. Because the West depends upon South Africa for access to the region’s strategic minerals, for the security of the Cape oil route, and for the country’s ability to counterbalance the Soviet presence in Southern Africa, South Africa exercises considerable influence over the African foreign policies of the superpowers. Focusing on the major geopolitical variables affecting South Africa’s ability to sustain power, the authors analyze the economic and geographic factors that contribute to asymmetrical relationships and examine the pluralism that divides South African society. Pretoria’s successful foreign policy, which has created a security corridor of new buffer states, is given particular emphasis. In addition, the authors provide a detailed analysis of South Africa’s minerals-based economy and discuss the implications for regional stability of economic sanctions against South Africa. Finally, they outline a policy framework that takes regional economic, political, and geographic realities into account.

Despite their importance, the region’s coastal and marine resources have been neither fully appreciated nor fully utilized. They are only now being recognized as being key to Africa’s potential prosperity. As the region grows, it has, in general, not taken adequate safeguards to protect these valuable resources. That is partly because some of the problems (pollution, for example) are regional and know no borders. Book excerpt: The COVID-19 pandemic underscores the critical need for detailed, timely information on its evolving economic impacts, particularly for Sub-Saharan Africa (SSA) where data availability and lack of generalizable nowcasting methodologies limit efforts for coordinated policy responses. This paper presents a suite of high frequency and granular country-level indicator tools that can be used to nowcast GDP and track changes in economic activity for countries in SSA. We make two main contributions: (1) demonstration of the predictive power of alternative data variables such as Google search trends and mobile payments, and (2) implementation of two types of modelling methodologies, machine learning and parametric factor models, that have flexibility to incorporate mixed-frequency data variables. We present nowcast results for 2019Q4 and 2020Q1 GDP for Kenya, Nigeria, South Africa, Uganda, and Ghana, and argue that our factor model methodology can be generalized to nowcast and forecast GDP for other SSA countries with limited data availability and shorter timeframes.

Book excerpt: This edited volume focuses on aspects of the understudied theme of African sea-power, including African navies and the engagement of non-African navies with the continent. Africa possesses 48,000 kilometers of coastline, comprising 38 out of 54 of the continent’s states and several strategic choke points for international shipping, such as the Suez Canal, the Gulf of Aden and the Cape of Good Hope. Nevertheless, post-colonial Africa’s small navies and their relations with the navies of external powers have not received much scholarly attention. Focusing on Sub-Saharan Africa, this collection attempts to address this neglect and stimulate further research by offering original chapters related to historical and contemporary themes around Africa’s navies. The historical chapters cover the origin of the Tanzanian, Ethiopian, Nigerian and Ghana navies during the era of decolonization and the Cold War, the asymmetrical naval campaign fought during the Nigerian Civil War (1967-70), and the activities of the Soviet Navy in supporting African states and movements fighting lingering colonialism and white supremacy during the 1970s and 1980s. Focusing on the contemporary situation, other chapters discuss the engagement of the Indian Navy with Africa, the potential role of the Angolan and Mozambican navies in the Southern African Development Community (SADC), the transformation and development of the post-apartheid South African Navy, and the challenges and capabilities of African navies in the early twenty-first century. The book concludes by discussing the question of whether African coastal countries need navies. This book will be of much interest to students of naval power, strategic studies, African politics and International Relations.
