Book excerpt: "The Air Force has embarked on a draw down that will have effects over the next ten to fifteen years. The reason for the draw down is to save money. This money in turn will be used to recapitalize weapon systems that are aging at a very fast rate. These weapons systems are flying longer and more hours than they were designed for. This is putting the lives of Air Force members is serious danger. The original draw down was supposed to get the Air Force down to its authorized end strength of 359,700, but then in an effort to save more money, the Air Force self-imposed an end strength of 316,000. This meant over 40,000 personnel being asked to leave the service. The Force Shaping Program has two parts: voluntary and involuntary. The voluntary programs waive service commitments; allow service transfers and many other options, to include payment for separation. The involuntary programs have selected career fields and year groups meeting separation boards to assist in paring the force down to its end strength. This paper researched the effect of these Force Shaping programs on recruiting, retention and mission success/failure. The methods used in the research were looking at the internet, periodical articles and discussions with officers around the Air Force. What the research determined from the information reviewed is that the Air Force did look at all aspects before beginning these programs. They were smart enough to bring virtual tools on-line before the officers were separated; allowing any unresolved issues to be resolved before the separations occurred. However, it is my conclusion that these programs will still have an effect on the Air Force over the next ten to fifteen years. Anytime you limit the amount of officers assessing onto active duty and separate others, the force readiness and ability to accomplish the mission can be compromised."--Abstract.
