Durch das Voranschreiten des Normalisierungsprozesses in den Stätten elementarer Lebensfunktionen behinderter Menschen (Wohnheimen, Arbeitsstätten, Schulen etc.) wird hier mehr und mehr die Forderung laut, „Menschen mit Beeinträchtigungen die selben Persönlichkeitsrechte zur freien Entfaltung ihrer Sexualität zuzugestehen, wie der so genannten nichtbehinderten Normalbevölkerung auch“1 und ihnen zum Ausleben dieser zu verhelfen. Möglichkeiten bieten hier die Sexualassistenz und Sexualbegleitung, die auf die Entfaltung der Sexualität und auf die Zunahme an Selbstbestimmung über den eigenen Körper abzielen. Folglich stellt die sexuelle Begleitung und Assistenz behinderter Menschen den Anspruch im Sinne des Empowerment- Konzepts zu arbeiten. Genau dieser Fragestellung, ob die Umsetzung von Sexualbegleitung und -assistenz im Sinne des Empowerment-Konzepts realisierbar ist und umgesetzt wird, möchte ich in dieser Arbeit nachgehen. Um dies zu ermöglichen, werde ich im zweiten Kapitel zunächst die Grundzüge und Leitziele der Sexualassistenz und -begleitung darstellen. Anschließend werde ich ebenso Grundlagen des Empowerments aufzeigen um die Grundgedanken und Leitziele beider aktuellen Handlungsweisen im vierten Kapitel zu vergleichen und Übereinstimmungen sowie Ungleichheiten aufzuzeigen. Bei der Vorgehensweise werde ich mich vor allem auf aktuelle Fachliteratur stützen aber auch eigene Überlegungen mit einfließen lassen. Die häufig auftretenden Diskussionen, moralische und ethische Fragestellungen bezüglich der Sexualassistenz und der Sexualität behinderter Menschen im Allgemeinen betreffend sowie die Argumentation der Notwendigkeit des Auslebens der Sexualität werde ich bewusst außen vor lassen, nicht um dieser Thematik aus dem Weg zu gehen sondern weil hier viele Fragen aufgeworfen würden, die mehr Tiefe und Raum verlangen als der Umfang und das Thema dieser Arbeit erlaubt.
