Book excerpt: The Committee's report examines the EU Commission's proposals to extend EU sex discrimination legislation to cover the supply of, and access to, goods and services. The proposals are essentially limited to commercial transactions (excluding aspects such as education, public health care, media and advertising representation), and will therefore be less comprehensive that current UK sex discrimination laws. The main impact on existing UK legislation will be the proposal to ban the use of gender as a factor in calculating insurance premiums and benefits. Although this suggestion has aroused considerable controversy in the UK, the Committee believes that the onus must be on insurance companies to justify any departure from the principle of equal gender treatment, based on objective risk assessment. More research and consultation is required before these proposals are implemented. Sound practical guidelines need to be devised, taking into account the implications on future annuities for men and women in the UK market. Overall, the Committee argues that it is a reasonable objective to move away from using gender as a criterion to assess motor insurance premiums, and to seek to achieve a fair and competitive pricing based on other factors.

This discrimination and violence lead to exclusion, which adversely impacts their lives, as well as the communities and economies in which they live. A major barrier to addressing this stigma and sexual orientation and gender identity(SOGI)-based exclusion is the lack of SOGI-specific data. Robust, quantitative data on di‚fferential development experiences and outcomes of sexual and gender minorities--especially those in developing countries--is extremely thin. This paucity of data jeopardizes the achievement of the Sustainable Development Goals and countries' commitment to the principle of 'leaving no one behind' in the eff‚ort to end poverty and inequality. 'Equality of Opportunity for Sexual and Gender Minorities' assesses the unique challenges that sexual and gender minorities face in six important areas: (i) Criminalization and SOGI (ii) Access to education (iii) Access to the labor market (iv) Access to public services and social protection (v) Civil and political inclusion (vi) Protection from hate crimes. This report cov‚ers numerous policy recommendations to prevent and eliminate discriminatory practices in all of the areas covered. It also seeks to inflŽuence legislative changes and support research on institutions and regulations that can ultimately lead to poverty reduction and shared prosperity. At the same time, it acknowledges that the mere existence of inclusive laws and regulations does not ensure that sexual and gender minorities are free from discrimination--the enforcement of those laws is crucial. This publication, the first in a series of studies, will be expanded from the 16 countries included here to a wider set of countries for more in-depth quantitative analysis and to identify possible correlations with socioeconomic outcomes. It will seek to deepen knowledge, facilitate peer learning of good practices, and encourage reforms to increase the inclusion of sexual and gender minorities.

It considers implicit and explicit gender biases and corrective taxation. On labor taxes, we discuss the well-established findings on female labor supply and present new empirical work on the impact of household taxation. We also analyze the impact of progressivity on pay gaps and labor supply. On capital and wealth taxation, we discuss the implications of lower effective capital income taxation on the personal income tax burden gap across genders. We show that countries with relatively low female shares of capital income and wealth also tend to tax property and inheritances particularly lightly. On consumption taxes, we cover taxes on female hygiene products and excise taxes, which we assess in relation to externalities and differences in consumption patterns across genders.

To illuminate the advantages of an inclusive environment to property owners, investors and service providers, the book covers the history of disability and evolution of the legislation and examines the demographics and types of disability to question the ‘one size’ ‘blanket’ approach that currently exists to providing access. Delving further into the characteristics of the commercial property sectors and individual disability-specific requirements, experienced commercial building surveyor, Adrian Tagg, analyses the contradictions in the existing legislation to establish examples of design compromise or reasonable adjustments. He seeks to contextualise public and commercial attitudes to disability and go further to demystify the term ‘reasonable adjustment’, which is used currently as a tool of compromise in providing access. The aim is to assess disability-specific requirements for access, as well as adopt a simplistic approach to developing access solutions to the existing built environment from a consultancy and user perspective.
