Available in PDF, EPUB and Kindle. Book excerpt: A Brookings Institution Press and Ash Center for Democratic Governance and Innovation publication The trend toward greater decentralization of governance activities, now accepted as commonplace in the West, has become a worldwide movement. This international development—largely a product of globalization and democratization—is clearly one of the key factors reshaping economic, political, and social conditions throughout the world. Rather than the top-down, centralized decisionmaking that characterized communist economies and Third World dictatorships in the twentieth century, today's world demands flexibility, adaptability, and the autonomy to bring those qualities to bear. In this thought-provoking book, the first in a new series on Innovations in Governance, experts in government and public management trace the evolution and performance of decentralization concepts, from the transfer of authority within government to the sharing of power, authority, and responsibilities among broader governance institutions. This movement is not limited to national government—it also affects subnational governments, NGOs, private corporations, and even civil associations. The contributors assess the emerging concepts of decentralization (e.g., devolution, empowerment, capacity building, and democratic governance). They detail the factors driving the movement, including political changes such as the fall of the Iron Curtain and the ascendance of democracy; economic factors such as globalization and outsourcing; and technological advances (e.g. increased information technology and electronic commerce). Their analysis covers many different contexts and regions. For example, William Ascher of Claremont McKenna College chronicles how decentralization concepts are playing out in natural resources policy, while Kadmeil Wekwete (United Nations) outlines the specific challenges to decentralizing governance in sub-Saharan Africa. In each case, contributors explore the objectives of a decentralizing strategy as well as the benefits and difficulties that will likely result.

Available in PDF, EPUB and Kindle. Book excerpt: The surprising story of how Algeria joined and then left the postwar European Economic Community and what its past inclusion means for extracontinental membership in today’s European Union. On their face, the mid-1950s negotiations over European integration were aimed at securing unity in order to prevent violent conflict and boost economies emerging from the disaster of World War II. But French diplomats had other motives, too. From Africa to Southeast Asia, France’s empire was unraveling. France insisted that Algeria—the crown jewel of the empire and home to a nationalist movement then pleading its case to the United Nations—be included in the Treaty of Rome, which established the European Economic Community. The French hoped that Algeria’s involvement in the EEC would quell colonial unrest and confirm international agreement that Algeria was indeed French. French authorities harnessed Algeria’s legal status as an official département within the empire to claim that European trade regulations and labor rights should traverse the Mediterranean. Belgium, Italy, Luxembourg, the Netherlands, and West Germany conceded in order to move forward with the treaty, and Algeria entered a rights regime that allowed free movement of labor and guaranteed security for the families of migrant workers. Even after independence in 1962, Algeria remained part of the community, although its ongoing inclusion was a matter of debate. Still, Algeria’s membership continued until 1976, when a formal treaty removed it from the European community. The Seventh Member State combats understandings of Europe’s “natural” borders by emphasizing the extracontinental contours of the early union. The unification vision was never spatially limited, suggesting that contemporary arguments for geographic boundaries excluding Turkey and areas of Eastern Europe from the European Union must be seen as ahistorical.

Book Synopsis Social Democracy in East Timor by : Rebecca Strating
Download or read book Social Democracy in East Timor written by Rebecca Strating and published by Routledge. This book was released on 2015-10-05 with total page 261 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since the end of the Cold War, considerable scholarly debates have been devoted to the nature and scope of international state-building interventions in ‘fragile’, post-colonial states and their effectiveness in instituting democratic rule. By examining the construction of political institutions in East Timor, this book highlights the relationship between the social and political realms during these processes. Focusing on the roles of East Timorese leaders and civil society organisations during the independence movement, it analyses the effectiveness of democracy building in East Timor. It examines the processes of drafting the new constitution, establishing key political institutions (such as the electoral system), and articulating a new vision of citizenship and social justice. The book argues that East Timor offers a relatively successful case of democratic transition, enabled by a consistent set of goals and aspirations, grassroots political legitimacy and participation, and the development of a democratic civil nation. Offering a coherent argument for why democracy has been successful in East Timor and the roles of political leaders and civil society during democratic transition, this book will be of interest to those studying Southeast Asian Politics, International Politics, and Democracy.
Book Synopsis The Promise of Prosperity by : Judith Bovensiepen
Download or read book The Promise of Prosperity written by Judith Bovensiepen and published by ANU Press. This book was released on 2018-12-18 with total page 269 pages. Available in PDF, EPUB and Kindle. Book excerpt: For the people of Timor-Leste, independence promised a fundamental transformation from foreign occupation to self-rule, from brutality to respect for basic rights, and from poverty to prosperity. In the eyes of the country’s political leaders, revenue from the country’s oil and gas reserves is the means by which that transformation could be effected. Over the past decade, they have formulated ambitious plans for state-led development projects and rapid economic growth. Paradoxically, these modernist visions are simultaneously informed by and contradict ideas stemming from custom, religion, accountability and responsibility to future generations. This book explores how the promise of prosperity informs policy and how policy debates shape expectations about the future in one of the world’s newest and poorest nation-states.

Book excerpt: Although Timor-Leste has made considerable progress in many areas since its independence in 2002, it faces significant medium-term challenges. The nation has pressing development needs, young institutions, and is highly dependent on oil. Oil revenues from active fields, which have been the main source of funding for government spending, are drying up. The non-oil private sector economy remains underdeveloped and lack of good jobs and high youth unemployment are serious concerns.
