This book was released on 2022-07-19 with total page 438 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the 1950s–80s, Brazil built one of the most advanced industrial networks among the "developing" countries, initially concentrated in the state of São Paulo. But from the 1980s, decentralization of industry spread to other states reducing São Paulo's relative importance in the country's industrial product. This volume draws on social, economic, and demographic data to document the accelerated industrialization of the state and its subsequent shift to a service economy amidst worsening social and economic inequality. Through its cultural institutions, universities, banking, and corporate sectors, the municipality of São Paulo would become a world metropolis. At the same time, given its rapid growth from 2 million to 12 million residents in this period, São Paulo dealt with problems of distribution, housing, and governance. This significant volume elucidates these and other trends during the late twentieth and early twenty-first centuries, and will be an invaluable reference for scholars of history, policy, and the economy in Latin America.

Book excerpt: Bringing the analysis of Brazil's economic performance up to date, Baer's classic text remains the only book in English to provide a thorough historical, statistical, and institutional description of the Brazilian economy. After touching on such issues as Brazil's exporting economy prior to the 1930s, the impact of external shocks, and the historical struggle to bring inflation under control, the book turns to contemporary issues. The changing nature of Brazil's international trading and investment links, the past role of state enterprises and the process of privatization, the agricultural sector, environmental issues, and the economics of the health delivery system are thoroughly examined. Offering a full statistical and institutional description of Brazil's economy, this book includes a review of the major controversies surrounding such issues as the high degree of concentration in the country's income distribution, the causes of inflation, the impact of various stabilization programs, and the influences of the state in the economy. Scholars, students, international institutions dealing with development, and corporate officers dealing with Latin America will welcome this up-to-date, definitive book on one of the world's largest economies.

Available in PDF, EPUB and Kindle. Book excerpt: In the 1930s, during the authoritarian government of Getúlio Vargas, the Brazilian civil service reform movement began. Thirty-five years later, the actual administrative practices of the country did not adequately reflect the philosophy underlying this movement, a philosophy drawn from the reform experience and public administration theories of the United States and Western Europe. This book examines why these ideas, when transplanted to another cultural setting, did not take root and, further, why they unexpectedly proved to be most applicable in Brazil during periods of autocratic rule. These questions are highly relevant not only to Brazil, but equally to other developing countries struggling to create more effective national administrative systems. For this reason, and in order to evaluate the Brazilian reform experience within its total context (social, economic, and political), Lawrence S. Graham develops a broad conceptual framework. His focus is on the years between 1945 and 1964, a period which allowed a relatively free play of political forces but, ironically, produced a diminution in the success of the reform efforts when compared with the authoritarian governments which preceded and followed it. After a comparative consideration of the public administration theories behind the reform movement, Graham examines this period in terms of the political environment, the functions of political patronage, and the influences of a nascent national party. Finally, he juxtaposes the conditions and course of the Brazilian reform experience with those of the United States and Great Britain. Graham’s study of the Brazilian example, which does not pass judgment on the prevailing public personnel system, reveals the importance of understanding the total cultural context within which administrative principles are put into practice. Such an approach, wider than generally held in the field of public administration, may prove to be the most vital factor in the future of the civil service in Brazil and several other countries facing the same problems.

This book was released on 2020-03-11 with total page 226 pages. Available in PDF, EPUB and Kindle. Book excerpt: In recent decades there has been an exponential increase in large hydroelectric plants in Brazil, especially in the Amazon region. These large hydraulic structures impact the environment and the lives of people living in the places where they settle and require a special type of water governance. The dictatorial regime (1964-1985) created a "standard" for the construction of these great structures, through an institutional and legal framework, which benefited the Brazilian business elite but also, through the creation of a popular imagination, which shows itself lasting progress on the country's progress and development. The suspension of security, the fragility of institutional environmental structures, the disrespect for indigenous reserves, the lack of clarity about the concept of "affected population" and the non-payment of fair compensation were identified as one of the main challenges for a democratic water governance in the country. In the late 1970s, the Dam-Affected Movement (MAB) began its organization and is also studied in this research. The study is an important and insightful academic contribution to the understanding of the main bottlenecks of effective water governance in Brazil.
