One of the most important problems in aviation is the one of ensuring safe operation of aging aircraft. Up to date many Russian aircraft types have worked out their design service lives. It is impossible to replace all of old aircraft types by newer ones in the nearest future, so it seems obligatory to prolong service lives and durability of aging aircraft beyond the design goals. This requires testing the long-operated aircraft for fatigue resistance, ensuring damage tolerance of the structures with widespread fatigue damage (WFD), studying the degradation of crack resistance and fatigue strength after long-term operation, and ensuring safe operation of corrosion-damaged structures. This paper outlines the experience of dealing with the above problems in Russia.

To bring the needed technical and research focus on the issues involved in the life-enhancement and safety-assurance of aging airplanes, the Federal Aviation Administration sponsored a symposium in Atlanta, GA, USA, during 20-22 March 1990. This symposium, under the title "International Symposium on Structural Integrity of Aging Airplanes· was organized jointly be the Georgia Institute of Technology (Center for Computational Mechanics) and the Transportation Systems Center (Cambridge, MA) of the U.S. Department of Transportation. Industrial and academic experts from several countries in North America, Europe and Asia, were invited to discuss their experiences and proposed solutions. This monograph contains the original papers that represent the expanded and edited versions of the talks presented at this symposium. This book aims to bring the collective experience, from across the world, with problems related to the structural integrity of aging airplanes to the attention of the professional and research community at large - in the hope that it may stimulate further fruitful research on this important topic of global concern.

The methodologies, which pertain to aging aircraft, include bonded repair of metallic structures, widespread fatigue damage, stress level effects on crack growth and load sequence effects on crack growth. AFGROW is a fatigue crack growth prediction code developed by Analytical Services and Materials, Inc. and the Air Force. This research is necessitated by the growing need to keep current aircraft in service well beyond their normal design lives. When cracks are discovered in inspection the components must be either repaired or replaced. In most instances it is not economically feasible to replace entire components. Therefore, repairing the damaged areas is both preferred and critical. Additionally, repairs must be made quickly so the aircraft may be returned to service as soon as possible. Also, it is important to be able to model and predict fatigue crack growth behavior (exposed to various spectrum loading situations) that were not accounted for when determining a component's design life.

Extending the life of an avionics system, however, is one of the most critical and difficult aspects of extending total aircraft system lifetimes. Critical components go out of production or become obsolete, and many former suppliers of military-grade components have gone out of business. From 1986 to 1996, for example, the percentage of discontinued military/aerospace electronic devices nearly doubledâ€"from 7.5 percent to 13.5 percent. In addition, legacy avionics systems, which were designed to meet requirements of the past, generally lack the full capability to perform new missions, meet new threats, or perform well in the new information-intensive battlefield environments. As the legacy aircraft fleet ages, avionics systems will become more and more difficult to support and maintain. Whereas the military once provided a large and profitable market for the electronics industry, the military electronics market today constitutes less than 1 percent of the commercial market. As a result, the military must increasingly rely on commercial off-the-shelf (COTS) technologies for its avionics hardware and software. Although COTS items are generally less expensive than comparable items designed especially to meet military specifications, the technology-refresh cycle for COTS is typically 18 months or less, which exacerbates the obsolescence problem for aircraft whose lifetimes are measured in decades. The short refresh cycle is driven mostly by the tremendous advances in computer systems, which comprise an increasing percentage of avionics content. In response to a request by the Assistant Secretary of the Air Force for Acquisition, the National Research Council convened the Committee on Aging Avionics in Military Aircraft, under the auspices of the Air Force Science and Technology Board, to conduct this study. This report summarizes the following: Gather information from DoD, other government agencies, and industrial sources on the status of, and issues surrounding, the aging avionics problem. This should include briefings from and discussions with senior industry executives and military acquisition and support personnel. A part of this activity should include a review of Air Force Materiel Command's study on diminishing manufacturing sources to recommend ways to mitigate avionics obsolescence. Provide recommendations for new approaches and innovative techniques to improve management of aging avionics, with the goal of helping the Air Force to enhance supportability and replacement of aging and obsolescing avionics and minimize associated life cycle costs. Comment on the division of technology responsibility between DoD and industry.
