Book excerpt: GAO reviewed the results of its 1988 survey of air traffic controllers, supervisors, and facility managers at the Federal Aviation Administration's (FAA) 84 largest facilities. GAO found that: (1) controllers and, to a lesser extent, supervisors were troubled by a wide range of working conditions, such as handling too much traffic, overtime, quality of developmental training, morale, airline scheduling practices, out-of-date equipment, and other aspects of air traffic control that affect system safety and operating efficiency; (2) facility managers had a more favorable view of working conditions; (3) the results showed that there was little improvement in the air traffic control system since a 1985 survey, and the system's margin of safety remained less than desirable; and (4) FAA has implemented human resource and modernization initiatives, but has not closed the perception gap between facility managers and the rest of the work force.

Book excerpt: In response to a congressional request, GAO surveyed Federal Aviation Administration (FAA) air traffic controllers, supervisors, and facility managers about working conditions and related aspects of the air traffic control system. GAO conducted three mail surveys and found that: (1) air traffic controllers and supervisors expressed concerns about various working conditions, including controller shortages, heavy work loads, excessive overtime, low morale, and inadequate developmental training; (2) a safety consultant indicated that overall working conditions at air terminals worsened; (3) 65 percent of the air traffic controllers believed that they handled too much traffic during peak periods, and another 59 percent believed that they worked too long without a break during peak periods; (4) 38 percent of the controllers indicated that they worked overtime more than they wanted to, and about 87 percent exceeded the FAA overtime limit; (5) a majority of the controllers believed that developmental training in such areas as backup systems, traffic control in inclement weather, emergency procedures, and holding patterns was inadequate; (6) about 40 percent of the controllers indicated low morale, but managers did not perceive that as a problem; and (7) controllers, supervisors, and facility managers agreed that shortages of full-performance-level controllers and standard scheduling practices impacted their ability to efficiently control air traffic. GAO also found that FAA planned to institute several initiatives to address work-force concerns, including improving its recruitment, hiring, and training practices and conducting a pay demonstration project.

GAO: (1) surveyed air traffic controllers, supervisors, and facility managers about the prevalence of certain problems; and (2) studied Federal Aviation Administration (FAA) data on staffing, overtime, and air traffic activity. GAO found that: (1) the ATC system is operating with fewer controllers overall, and far fewer fully qualified controllers (FPL), than before the August 1981 controllers' strike; (2) while FAA has established a 75-percent FPL staffing goal for all ATC facilities, only 66 percent of the total controllers are FPL; (3) FAA groups FPL and less-qualified controllers together when it reports on the size of the work force and its progress toward meeting staffing goals; (4) training attrition has increased 9 percent since the strike; and (5) many more controllers may retire in the next 2 years than FAA expects because of concern over proposed changes in the federal retirement system. GAO also found that: (1) air traffic has reached record levels and is expected to continue to grow; (2) controller work loads will continue to be a source of concern because major labor-saving innovations in the ATC system will not be in place for some time; (3) many controllers believe that they are overworked because of a shortage of FPL, inadequate traffic flow control procedures, airline schedules, and ATC sector configuration changes; (4) while FAA reported that systemwide overtime use decreased, overtime use at major-route ATC centers actually increased; and (5) FAA relies very heavily on overtime to compensate for reduced staffing requirements. GAO believes that, despite repeated FAA assurances to the contrary, the ATC system does not provide the same level of safety as it did before the strike.

Available in PDF, EPUB and Kindle. Book excerpt: Safety is the top priority of the Federal Aviation Administration (FAA) as it manages America's National Airspace System (NAS). The NAS is the common network of U.S. airspace - air navigation facilities, equipment, and services; airports or landing areas; aeronautical charts, information and services; rules, regulations, and procedures; technical information; and manpower and material. Thanks to the expertise of people and the support of technology, tens of thousands of aircraft are guided safely and expeditiously every day through the NAS to their destinations. Air traffic controller workload and traffic volume are dynamic, and so are the FAA's staffing needs. A primary factor affecting controller workload is the demand created by air traffic, encompassing both commercial and non-commercial activity. Commercial activity includes air carrier and commuter/air taxi traffic. Non-commercial activity includes general aviation and military traffic. Since the early 1990s, unmanned aircraft systems (UAS) have operated on a limited basis in the National Airspace System (NAS) and mainly supported public operations, such as military and border security operations. In recent years, UAS and operations have significantly increased in number, technical complexity, and application. The list of uses has rapidly expanded to encompass a broad range of activities, including aerial photography, surveying, communications and broadcast, as well as hobby and recreation. In December 2015, the FAA began registration of all Unmanned Aircraft Systems (UAS). As policy and technology updates allow widespread use of UAS for commercial applications, impact on Air Traffic Control workload will be incorporated into our models and forecasts. Oversight of UAS is aided by FAA's new compliance philosophy which is designed to help identify and correct potential hazards before they result in an incident or accident. Adequate numbers of controllers must be available to cover the peaks in traffic caused by weather and daily, weekly or seasonal variations, so we continue to "staff to traffic." This practice gives us the flexibility throughout each day to match the number of controllers at each facility with traffic volume and workload.

Book Synopsis Flight to the Future by : Panel on Human Factors in Air Traffic Control Automation

This book was released on 1997-02-11 with total page 383 pages. Available in PDF, EPUB and Kindle. Book excerpt: Despite the strong safety record of the national airspace system, serious disruptions occasionally occur, often as a result of outdated or failed equipment. Under these circumstances, safety relies on the skills of the controllers and pilots and on reducing the number of aircraft in the air. The current and growing pressures to increase the capacity to handle a greater number of flights has led to a call for faster and more powerful equipment and for equipment that can take over some of the tasks now being performed by humans. Increasing the role of automation in air traffic control may provide a more efficient system, but will human controllers be able to effectively take over when problems occur? This comprehensive volume provides a baseline of knowledge about the capabilities and limitations of humans relative to the variety of functions performed in air traffic control. It focuses on balancing safety with the expeditious flow of air traffic, identifying lessons from past air accidents. The book discusses The function of the national airspace system and the procedures for hiring, training, and evaluating controllers. Decisionmaking, memory, alertness, vigilance, sleep patterns during shift work, communication, and other factors in controllers' performance. Research on automation and human factors in air traffic control and incorporation of findings into the system. The Federal Aviation Administration's management of the air traffic control system and its dual mandate to promote safety and the development of air commerce. This book also offers recommendations for evaluation the human role in automated air traffic control systems and for managing the introduction of automation into current facilities and operations. It will be of interest to anyone concerned about air safety--policymakers, regulators, air traffic managers and controllers, airline officials, and passenger advocates.
