Book excerpt: Serbia faces an important crossroads in its development. It is seeking to integrate into the European Union (EU), but its progress has been hindered by a failure to arrest remaining indicted war criminals and by tensions with the United States and many EU countries over the independence of Serbia's Kosovo province. Parliamentary elections were held in Serbia on May 11, 2008. On July 7, the Serbian parliament approved a new government coalition led by pro-Western forces, but which also includes the Socialist Party (once led by indicted war criminal Slobodan Milosevic). The global economic crisis poses serious challenges for Serbia. The downturn has required painful budget cuts. In January 2009, the International Monetary Fund approved a $530 million stand-by loan for Serbia and another $4.2 billion loan in April. Serbia has also received loans from the World Bank and EU. Serbia's key foreign policy objectives are to secure membership in the European Union and to hinder international recognition of Kosovo's independence. The European Union signed a Stabilization and Association Agreement (SAA) with Serbia on April 29, 2008. It provides a framework for enhanced cooperation between the EU and Serbia in a variety of fields, with the perspective of EU membership. In December 2009, the EU agreed to allow the trade provisions of the SAA to be implemented, although ratification of the accord and the implementation of the remaining provisions awaits an EU determination that Serbia is fully cooperative with the former Yugoslavia war crimes tribunal. In late December 2009, Serbia submitted an application to join the EU. It hopes to join the organization as early as 2014, although many observers are skeptical about the likelihood of such a rapid accession.

Organized crime, extremists within the Serbian military and security apparatus, and the links between them continue to pose a threat to Serbia's democratic development.

The second session of the 110th Congress may consider similar certification provisions in the FY2009 foreign aid legislation. Supporters of aid conditionality say such provisions may have spurred Serbia's cooperation with the Tribunal. Serbian cooperation with the ICTY may also be affected by the status of Serbia's Kosovo province. The Serbian government and parliament have threatened to sharply downgrade relations with any country that recognizes Kosovo's independence. If the United States and most European Union countries recognize Kosovo, as they are expected to do in early 2008, Serbia cooperation with the ICTY might cease, at least for a time. Counterterrorism initiatives, as well as efforts to prevent and counter violent extremism (P/CVE), often reveal the need for broader reform, peacebuilding, and democratization strategies. While foreign donors and domestic authorities tend to focus on ISIS-inspired violent jihadism, in many countries in the region, and particularly in the case of Serbia, there are other forms of extremism—namely far-right nationalism, violent hooliganism, and neo-Nazi movements—that are often considered to be more of an imminent threat, particularly as they are often viewed as examples of “normalized” political expression. The dynamics of reciprocal radicalization, in which competing extremisms feed off of, reinforce, and even need one another, can create seemingly intractable conflict spirals of escalation and violence. This volume explores these dynamics in Serbia through original research, taking fresh perspectives that demonstrate that Serbia is vulnerable to many types of extremism, which can best be prevented by achieving the liberal, democratic, rights-based reforms that have remained elusive for more than two decades. This broad and holistic approach is important for Serbia and its neighbors as the security lens through which most research has been focused to date has done little to explain the deep and structural dynamics of radicalization and extremism in the region.

Book excerpt: At a time when some EU member states are attracting attention for the rise to power of illiberal, anti-democratic political movements, this book’s analytical focus on ideas and identities helps explain why institutional progress is not necessarily reflected in the formation of liberal, democratic publics. Starting from the premise that citizens can only uphold the institutions of liberal democracy when they understand and identify with the principles enshrined in them, the author applies normative public sphere theory to the analysis of political discourse and everyday discussion in Serbia and Bulgaria. From this perspective, the Serbian public sphere is observed to be more contested, pluralist and, at the margins, liberal than that of Bulgaria. Considering that Bulgaria has been a full EU member since 2007 while Serbia remains stuck in the waiting room, it is argued that democratic cultures are not shaped by elite-led drives to meet institutional criteria but rather by the spread of ideas through politics, the media and the discussions of citizens. Moving beyond the narrow focus on institutions that currently prevails in studies of democratization, this book demonstrates the value of a more ethnographic and society-oriented approach.

The U.S. role in the world can be viewed as establishing the overall context or framework for U.S. policymakers for developing, implementing, and measuring the success of U.S. policies and actions on specific international issues, and for foreign countries or other observers for interpreting and understanding U.S. actions on the world stage. While descriptions of the U.S. role in the world since the end of World War II vary in their specifics, it can be described in general terms as consisting of four key elements: global leadership; defense and promotion of the liberal international order; defense and promotion of freedom, democracy, and human rights; and prevention of the emergence of regional hegemons in Eurasia. The issue for Congress is whether the U.S. role in the world is changing, and if so, what implications this might have for the United States and the world. A change in the U.S. role could have significant and even profound effects on U.S. security, freedom, and prosperity. It could significantly affect U.S. policy in areas such as relations with allies and other countries, defense plans and programs, trade and international finance, foreign assistance, and human rights. Some observers, particularly critics of the Trump Administration, argue that under the Trump Administration, the United States is substantially changing the U.S. role in the world. Other observers, particularly supporters of the Trump Administration, while acknowledging that the Trump Administration has changed U.S. foreign policy in a number of areas compared to policies pursued by the Obama Administration, argue that under the Trump Administration, there has been less change and more continuity regarding the U.S. role in the world. Some observers who assess that the United States under the Trump Administration is substantially changing the U.S. role in the world-particularly critics of the Trump Administration, and also some who were critical of the Obama Administration-view the implications of that change as undesirable. They view the change as an unnecessary retreat from U.S. global leadership and a gratuitous discarding of long-held U.S. values, and judge it to be an unforced error of immense proportions-a needless and self-defeating squandering of something of great value to the United States that the United States had worked to build and maintain for 70 years. Other observers who assess that there has been a change in the U.S. role in the world in recent years-particularly supporters of the Trump Administration, but also some observers who were arguing even prior to the Trump Administration in favor of a more restrained U.S. role in the world-view the change in the U.S. role, or at least certain aspects of it, as helpful for responding to changed U.S. and global circumstances and for defending U.S. interests. Congress's decisions regarding the U.S role in the world could have significant implications for numerous policies, plans, programs, and budgets, and for the role of Congress relative to that of the executive branch in U.S. foreign policymaking.
