The research informed and empowered farmer organizations to track and respond to rural households in 2020 as they faced the COVID-19 pandemic. Farmer organizations, with support from RTI and local ICT firm STATINFO, administered a survey to a sample of 800 agricultural households that are members of four former Naatal Mbay-supported farmer organizations in two rounds in August and October 2020. Focus group discussions were conducted with network leadership pre- and post-data collection to contextualize the experience of the COVID-19 shock and to validate findings. The results showed that farmers were already reacting to the effects of low rainfall during the 2019 growing season and that COVID-19 compounded the shock through disrupted communications and interregional travel bans, creating food shortages and pressure to divert seed stocks for food. Food insecurity effects, measured through the Household Food Insecurity Access Scale and cereals stocks, were found to be greater for households in the Casamance region than in the Kaolack and Kaffrine regions. The findings also indicate that farmer networks deployed a coordinated response comprising food aid and access to personal protective equipment, distribution of short-cycle legumes and grains (e.g., cowpea, maize) and vegetable seeds, protection measures for cereals seeds, and financial innovations with banks. However, food stocks were expected to recover as harvesting began in October 2020, and the networks were planning to accelerate seed multiplication, diversify crops beyond cereals, improve communication across the network. and mainstream access to financial instruments in the 2021 growing season. The research indicated that the previous USAID-funded project had likely contributed to the networks' COVID-19 resilience capacities by building social capital and fostering the new use of tools and technologies over the years it operated.

In particular, newly accessible data enabled the revision of the entire series of undernourishment estimates for China back to 2000, resulting in a substantial downward shift of the series of the number of undernourished in the world. Nevertheless, the revision confirms the trend reported in past editions: the number of people affected by hunger globally has been slowly on the rise since 2014. The report also shows that the burden of malnutrition in all its forms continues to be a challenge. There has been some progress for child stunting, low birthweight and exclusive breastfeeding, but at a pace that is still too slow. Childhood overweight is not improving and adult obesity is on the rise in all regions. The report complements the usual assessment of food security and nutrition with projections of what the world may look like in 2030, if trends of the last decade continue. Projections show that the world is not on track to achieve Zero Hunger by 2030 and, despite some progress, most indicators are also not on track to meet global nutrition targets. The food security and nutritional status of the most vulnerable population groups is likely to deteriorate further due to the health and socio economic impacts of the COVID-19 pandemic. The report puts a spotlight on diet quality as a critical link between food security and nutrition. Meeting SDG 2 targets will only be possible if people have enough food to eat and if what they are eating is nutritious and affordable. The report also introduces new analysis of the cost and affordability of healthy diets around the world, by region and in different development contexts. It presents valuations of the health and climate-change costs associated with current food consumption patterns, as well as the potential cost savings if food consumption patterns were to shift towards healthy diets that include sustainability considerations. The report then concludes with a discussion of the policies and strategies to transform food systems to ensure affordable healthy diets, as part of the required efforts to end both hunger and all forms of malnutrition.

The main message of Digital Senegal for Inclusive Growth is that broader use of productivity-enhancing technologies by households and enterprises can generate such jobs, including for lower-skilled people. Adoption of better technologies can support both Senegal’s short-term objective of economic recovery and its vision of economic transformation with more inclusive growth. But this is not automatic. This book leverages a novel survey instrument that measures adoption of technologies at the firm level. Results from this survey show that there is a large average technological gap in Senegal relative to firms in Brazil, in the range of 36 and 30 percent for extensive (whether firms use it at all) and intensive (the most frequently applied) uses of better technologies such as for business administration. Except for a small number of firms, enterprises still mostly use manual, analog technologies to perform general and sector specific business functions. Micro-size informal enterprises lag even further. The benefits from technology adoption are significant. Digital technologies are an enabler of economy-wide productivity and jobs growth by catalyzing adoption of complementary technologies, including many not accessible without digital infrastructure. For households, mobile internet coverage is associated with 14 percent higher total consumption, as well as a 10 percent lower extreme poverty rate—and jobs with higher earnings. Firms with better technologies have higher levels of productivity, generate more jobs, and increase the share of lower-skilled workers on their payroll, on average: an increase in technological sophistication across general business functions that the firm uses most intensively, such as using standard software rather than writing by hand for business administration, is associated with a 14 percent higher jobs growth rate. For these and other inclusive growth benefits to be realized, Senegal should focus on ensuring availability of affordable digital infrastructure and implementing targeted incentives to promote use by firms of better technologies as well as policies to narrow deepening digital divides across enterprises and households.

Book excerpt: Global environmental change (GEC) represents an immediate and unprecedented threat to the food security of hundreds of millions of people, especially those who depend on small-scale agriculture for their livelihoods. As this book shows, at the same time, agriculture and related activities also contribute to GEC by, for example, intensifying greenhouse gas emissions and altering the land surface. Responses aimed at adapting to GEC may have negative consequences for food security, just as measures taken to increase food security may exacerbate GEC. The authors show that this complex and dynamic relationship between GEC and food security is also influenced by additional factors; food systems are heavily influenced by socioeconomic conditions, which in turn are affected by multiple processes such as macro-level economic policies, political conflicts and other important drivers. The book provides a major, accessible synthesis of the current state of knowledge and thinking on the relationships between GEC and food security. Most other books addressing the subject concentrate on the links between climate change and agricultural production, and do not extend to an analysis of the wider food system which underpins food security; this book addresses the broader issues, based on a novel food system concept and stressing the need for actions at a regional, rather than just an international or local, level. It reviews new thinking which has emerged over the last decade, analyses research methods for stakeholder engagement and for undertaking studies at the regional level, and looks forward by reviewing a number of emerging 'hot topics' in the food security-GEC debate which help set new agendas for the research community at large. Book excerpt: Understanding how the Papua New Guinea (PNG) agricultural economy and associated household consumption is affected by climate, market and other shocks requires attention to linkages and substitution effects across various products and the markets in which they are traded. In this study, we use a multi-market simulation model of the PNG food economy that explicitly includes production, consumption, external trade and prices of key agricultural commodities to quantify the likely impacts of a set of potential shocks on household welfare and food security in PNG. In this study, we use a multi-market simulation model of the PNG food economy that explicitly includes production, consumption, external trade and prices of key agricultural commodities to quantify the likely impacts of a set of potential shocks on household welfare and food security in PNG. We have built the model to be flexible in order to explore different potential scenarios and then identify where and how households are most affected by an unexpected shock. The model is designed using region and country-level data sources that inform the structure of the PNG food economy, allowing for a data-driven evaluation of potential impacts on agricultural production, food prices, and food consumption. Thus, as PNG confronts different unexpected challenges within its agricultural economy, the model presented in this paper can be adapted to evaluate the potential impact and necessary response by geographic region of an unexpected economic shock on the food economy of the country. We present ten simulations modeling the effects of various shocks on PNG’s economy. The first group of scenarios consider the effects of shocks to production of specific agricultural commodities including: 1) a decrease on maize and sorghum output due to Fall Armyworm; 2) reduction in pig production due to a potential outbreak of African Swine Fever; 3) decline in sweet potato production similar to the 2015/16 El Niño Southern Oscillation (ENSO) climate shock; and 4) a decline in poultry production due to COVID-19 restrictions on domestic mobility and trade. A synopsis of this report, which focuses on the COVID-19 related shocks on the PNG economy is also available online (Diao et al., 2020).1 The second group of simulations focus on COVID-19-related changes in international prices, increased marketing costs in international and domestic trade, and reductions in urban incomes. We simulate a 1) 30 percent increase in the price of imported rice, 2) a 30 percent decrease in world prices for major PNG agricultural exports, 3) higher trade transaction costs due to restrictions on the movement of people (traders) and goods given social distancing measures of COVID-19, and 4) potential economic recession causing urban household income to fall by 10 percent. Finally, the last simulation considers the combined effect of all COVID-19 related shocks combining the above scenarios into a single simulation. A key result of the analysis is that urban households, especially the urban poor, are particularly vulnerable to shocks related to the Covid-19 pandemic. Lower economic activity in urban areas (assumed to reduce urban non-agricultural incomes by 10 percent), increases in marketing costs due to domestic trade disruptions, and 30 percent higher imported rice prices combine to lower urban incomes by almost 15 percent for both poor and non-poor urban households. Urban poor households, however, suffer the largest drop in calorie consumption - 19.8 percent, compared to a 15.8 percent decline for urban non-poor households. Rural households are much less affected by the Covid-19 related shocks modeled in these simulations. Rural household incomes, affected mainly by reduced urban demand and market disruptions, fall by only about four percent. Nonetheless, calorie consumption for the rural poor and non-poor falls by 5.5 and 4.2 percent, respectively.

Part of this role includes producing the official economic and fiscal forecasts. This report sets out forecasts for the period to 2015-16. The report also assesses whether the Government is on course to meet the medium-term fiscal objectives and presents preliminary observations on the long-run sustainability of the public finances. Since the June forecast, the UK economy has recovered more strongly than initially expected. The GDP growth was greater than expected in both the 2nd and 3rd quarters, but that unemployment levels have risen to levels that the June forecast did not anticipate until the middle of 2012. In general the world economy has also grown more strongly. CPI inflation has remained slightly higher than expected in June, whilst public finances have performed as forecast. The interest rates on UK debt are lower than in June. The OBR forecasts that the economy will continue to recover from the recession, but at a slower pace than the recoveries of the 1970s, 1980s and 1990s. The publication is divided into 5 chapters with two annexes.
