Book excerpt: Form-based codes, an alternative zoning approach to conventional Euclidean zoning, have been embraced by planners and policymakers to mitigate the unwanted externalities of urban sprawl, congestion, and automobile dependence. A critical component of form-based codes is a community-wide vision plan. Including public participation, primarily through modern mechanisms of engagement, during the development of a community-wide plan for a form-based code can elevate this zoning approach beyond its primary purpose as a land use regulatory tool. This research study explored the intersection of form-based codes, public participation, and community building using a case study of Seminole Heights, a historic neighborhood district in Tampa, Florida. Using a retrospective-prospective study design, strengthened by reflection-on-action, this research was guided by three objectives and an overarching research question. By evaluating the relationship between form-based codes, public participation, and community-building, the potential for form-based codes to be used as a participatory tool or catalyst for community-building can be better understood.
