It is a summary of the research presented at the 6th International Conference on Renewable Energy Sources (ICORES19), which took place in Krynica, Poland, in June 2019. This event is the most recognizable scientific meeting connected to RES in Poland. From the very beginning, this conference has been a unique occasion for gathering Polish and international researchers’ perspectives on renewable energy sources and balancing them against governmental policy considerations. Accordingly, the conference has also offered panels to discuss best practices and solutions with local entrepreneurs and federal government bodies. The meeting attracts not only scientists but also industry representatives, as well as local and federal government personnel. We are open to new and fresh ideas concerning renewable energy, which is why so many scientists from Central and Eastern Europe visit Krynica to discuss the “Green Future” of this region. In 2019, the conference was organized by the University of Agriculture in Krakow, in cooperation with the AGH University of Science and Technology (Krakow), the State Agrarian and Engineering University in Podilya, the University of Žilina, the International Commission of Agricultural and Biosystems Engineering (CIGR) and the Polish Society of Agricultural Engineering. Book excerpt: Unlike many other trade regimes, the European Union forbids the use of inter-state retaliation to enforce its obligations, and rules out the use of common 'escape' mechanisms such as anti-dumping between the EU member states. How does the EU do without these mechanisms that appear so vital to the political viability of other international trade regimes, including the World Trade Organization? How, therefore, is the European legal order, with the European Court of Justice at its centre, able to be so much more binding and intrusive than the legal obligations of many other trade regimes? This book puts forward a new explanation of a key part of the European Union's legal system, emphasising its break with the inter-state retaliation mechanisms and how Europe's special form of legal integration is facilitated by intra-industry trade, parliamentary forms of national government, and European welfare states. It argues first that the EU member states have allowed the enforcement of EU obligations by domestic courts in order to avoid the problems associated with enforcing trade obligations by constant threats of trade retaliation. It argues second that the EU member states have been able to accept such a binding form of dispute settlement and treaty obligation because the policy adjustments required by the European legal order were politically acceptable. High levels of intra-industry trade reduced the severity of the economic adjustments required by the expansion of the European market, and inclusive and authoritative democratic institutions in the member states allowed policy-makers to prioritise a general interest in reliable trading relationships even when policy changes affected significant domestic lobbies. Furthermore, generous national social security arrangements protected national constituents against any adverse consequences arising from the expansion of European law and the intensification of the European market. The European legal order should therefore be understood as a legalized dispute resolution institution well suited to an international trade and integration regime made up of highly interdependent parliamentary welfare states.

These fall along a continuum ranging from "parental choice" to "best systems." At the one extreme are schools of choice, which allow parents to choose and even govern schools for their children. These include charter schools, traditional private and parochial schools, schools that are privately governed but publicly funded through vouchers, and those that are funded by private scholarships provided by both corporations and wealthy individuals. At the other extreme are centralized state or district systems, based on reform initiatives and new systems of education that have been developed in response to views of citizens and legislators that schools can do much better. These schools, which specify uniform goals, policies, and programs for each school, are highly innovative systems based on research or representing advanced thinking about "what works," and have attracted wide interest. Important questions related to schools of choice and best systems are addressed: How can we choose among schools of choice and best systems? Forty five percent of black women have at least one child by the time they are turn twenty compared to 19 percent of white women. Eight-six percent of the births to black teens occurred to unmarried mothers compared to 30 percent among whites. Research shows that teenage childbearing has negative medical, social, and economic consequences and that women who first gave birth as teenagers are more likely to raise their families in poverty. In Choice and Circumstance the authors explore tree factors underlying the racial differences in the incidence of early childbearing; information about sex, pregnancy and contraception; need for family planning and abortion services; and motivation for postponing parenthood, including aspirations for schooling, employment plans and desire for children within marriage. They consider which teens postpone sex and pregnancy and why, and whether the kinds of motivation necessary to prevent early pregnancy vary by race in the United Sates, perhaps explaining the race differences in early childbearing.
