Book excerpt: Works related to identification of harmful exhaust components from aviation engines have continued since the second half of the last century. These works focus on high-thrust turbine engines. For this, group testing and standardization procedures have been developed containing the admissible limits of exhaust components. Since 2007 works have been underway related to the identification of harmful exhaust components from engines of low power output that have not yet been included in the emissions legislation. These actions are particularly related to the measurements of the exhaust emissions from piston aviation engines and they are focused on the fuel applied for these engines. This book presents the results of the author's own research work related to the issues of exhaust emissions from powertrains of aircraft and helicopters fitted with piston or turbine engines not yet included in the emission legislation. Research has been presented for turbocharged piston and jet engines aircraft. Test procedures have been presented related to the measurement of the exhaust emission under actual conditions of operation. The study presents analyses of the operating conditions of aviation engines, for which data from the on-board recording devices (flight parameters) have been used. Tests have been developed related to the engines operating under actual operating (in-flight) conditions. The methodology of the developed test has been validated based on a test dedicated for an aircraft fitted with a jet engine. The test results have been subject to a comparison with the results of tests applicable in the homologation procedures. Eventually, the authors proposed exhaust emissions tests dedicated to individual aircraft groups.

Although aviation CO2 emissions only make up approximately 2.0 to 2.5 percent of total global annual CO2 emissions, research to reduce CO2 emissions is urgent because (1) such reductions may be legislated even as commercial air travel grows, (2) because it takes new technology a long time to propagate into and through the aviation fleet, and (3) because of the ongoing impact of global CO2 emissions. Commercial Aircraft Propulsion and Energy Systems Research develops a national research agenda for reducing CO2 emissions from commercial aviation. This report focuses on propulsion and energy technologies for reducing carbon emissions from large, commercial aircraftâ€" single-aisle and twin-aisle aircraft that carry 100 or more passengersâ€"because such aircraft account for more than 90 percent of global emissions from commercial aircraft. Moreover, while smaller aircraft also emit CO2, they make only a minor contribution to global emissions, and many technologies that reduce CO2 emissions for large aircraft also apply to smaller aircraft. As commercial aviation continues to grow in terms of revenue-passenger miles and cargo ton miles, CO2 emissions are expected to increase. To reduce the contribution of aviation to climate change, it is essential to improve the effectiveness of ongoing efforts to reduce emissions and initiate research into new approaches.

However, the demand for air transportation services grows so quickly that total aircraft noise and emissions continue to increase. Meanwhile, federal, state, and local noise and air quality standards in the United States and overseas have become more stringent. It is becoming more difficult to reconcile public demand for inexpensive, easily accessible air transportation services with concurrent desires to reduce noise, improve local air quality, and protect the global environment against climate change and depletion of stratospheric ozone. This situation calls for federal leadership and strong action from industry and government. U.S. government, industry, and universities conduct research and develop technology that could help reduce aircraft noise and emissions-but only if the results are used to improve operational systems or standards. For example, the (now terminated) Advanced Subsonic Technology Program of the National Aeronautics and Space Administration (NASA) generally brought new technology only to the point where a system, subsystem model, or prototype was demonstrated or could be validated in a relevant environment. Completing the maturation process-by fielding affordable, proven, commercially available systems for installation on new or modified aircraft-was left to industry and generally took place only if industry had an economic or regulatory incentive to make the necessary investment. In response to this situation, the Federal Aviation Administration, NASA, and the Environmental Protection Agency, asked the Aeronautics and Space Engineering Board of the National Research Council to recommend research strategies and approaches that would further efforts to mitigate the environmental effects (i.e., noise and emissions) of aviation. The statement of task required the Committee on Aeronautics Research and Technology for Environmental Compatibility to assess whether existing research policies and programs are likely to foster the technological improvements needed to ensure that environmental constraints do not become a significant barrier to growth of the aviation sector.

Book excerpt: "The local air quality surrounding airports is significantly impacted by ground-based airplane operations, such as landing, taxiing, idling, and takeoff. In recent years, studies performed across the country revealed that people living near major airports suffer from increased cancer risks and higher likelihoods of developing respiratory issues. Jet engine emissions have been monitored extensively by direct probing of the exhaust, but there are currently no inexpensive, portable, and unobtrusive methods with which to study exhaust plume dynamics. This study assesses the feasibility of designing a multispectral imaging system to track the spatial-temporal nature of a jet engine plume. Ideally, the imaging system will be both inexpensive and portable enough to be deployed at any airport. We begin by characterizing the phenomenology of jet engine emissions during ground operations and select unburned hydrocarbons (UHCs) as the basis for our plume tracking. A proposed LWIR imaging system layout and radiometric governing equation is developed to predict the camera’s sensor-reaching radiance. We use two methods, the Ideal Gas Law and the Gaussian Plume Equation, to three-dimensionally model the UHC concentration within the plume, which, in turn, is used to predict the plume transmission as a function of downwind distance. Radiometric models are used to predict the sensor-reaching radiance of the camera, and two filter combinations are selected to maximize the plume detectability. Each filter combination uses one filter to monitor the background radiance and one filter to trace the plume radiance. They are located at 9.001/9.333 [um] and 9.12/12.212 [um]. The plume tracing filters are used to assess plume detectability, and we find that that a camera with an NEDT of 0.05 [K] will be able to detect the plume up to 120 seconds after the engine has passed. We conclude by predicting what filter difference the camera will observe temporally, as plumes are continuously generated and dissipated. The effect of individual UHCs on total plume transmission was also examined, and a selection of narrowband filters for monitoring specific UHCs is proposed for future work. Results will help to prototype a system for deployment at the Greater Rochester International Airport. This work will make airport emissions inventories more accessible and allow for improved governing of emission caps and pollution bylaws."--Abstract.

SNIF-III included participation of the Vermont and New Jersey Air National Guard F-16's as source aircraft and the Wallops Flight Facility T-39 Sabreliner as the sampling platform. F-16's were chosen as a source aircraft because they are powered by the modern F-100 Series 220 engine which is projected to be representative of future commercial aircraft engine technology. Book excerpt: Collaboration between the federal government and the aviation industry has led to reductions in aviation emissions, but growing air traffic has partially offset these reductions. The Federal Aviation Administration (FAA), together with the National Aeronautics and Space Administration (NASA), the Environmental Protection Agency (EPA), and others, is working to increase the efficiency, safety, and capacity of the national airspace system and at the same time reduce aviation emissions, in part, by transforming the current air traffic control system to the Next Generation Air Transportation System (NextGen). This effort involves new technologies and air traffic procedures that can reduce aviation emissions and incorporates research and development (R & D) on emissions-reduction technologies. Reducing aviation emissions is important both to minimize their adverse health and environmental effects and to alleviate public concerns about them that could constrain the expansion of airport infrastructure and aviation operations needed to meet demand. This testimony addresses (1) the scope and nature of aviation emissions, (2) the status of selected key federal efforts to reduce aviation emissions, and (3) next steps and challenges in reducing aviation emissions. The testimony updates prior GAO work with FAA data, literature reviews, and interviews with agency officials, industry and environmental stakeholders, and selected experts. Aviation contributes a modest but growing proportion of total U.S. emissions, and these emissions contribute to adverse health and environmental effects. Aircraft and airport operations, including those of service and passenger vehicles, emit ozone and other substances that contribute to local air pollution, as well as carbon dioxide and other greenhouse gases that contribute to climate change. EPA estimates that aviation emissions account for less than 1 percent of local air pollution nationwide and about 2.7 percent of U.S. greenhouse gas emissions, but these emissions are expected to grow as air traffic increases. Two key federal efforts, if implemented effectively, can help to reduce aviation emissions--NextGen initiatives in the near term and research and development over the longer term. For example, NextGen technologies and procedures, such as satellite-based navigation systems, should allow for more direct routing, which could improve fuel efficiency and reduce carbon dioxide emissions. Federal research and development efforts--led by FAA and NASA in collaboration with industry and academia--have achieved significant reductions in aircraft emissions through improved aircraft and engine technologies, and federal officials and aviation experts agree that such efforts are the most effective means of achieving further reductions in the longer term. Federal R & D on aviation emissions also focuses on improving the scientific understanding of aviation emissions and developing lower-emitting aviation fuels. Next steps in reducing aviation emissions include managing NextGen initiatives efficiently; deploying NextGen technologies and procedures as soon as practicable to realize their benefits, including lower emissions levels; and managing a decline in R & D funding, in part, by setting priorities for R & D on NextGen and emissions-reduction technologies. Challenges in reducing aviation emissions include designing aircraft that can simultaneously reduce noise and emissions of air pollutants and greenhouse gases; encouraging financially stressed airlines to purchase more fuel-efficient aircraft and emissions-reduction technologies; addressing the impact on airport expansion of more stringent EPA air quality standards and growing public concerns about the effects of aviation emissions; and responding to proposed domestic and international measures for reducing greenhouse gases that could affect the financial solvency and competitiveness of U.S. airlines.
