Book excerpt: In Liberia and Sierra Leone, strategies to reform and reconstruct the security sector have centred on re-establishing the state's monopoly on the use of force. However, little attention is given to the array of non-state actors that often play a major role in how individuals and communities experience security. Rebuilding the Security Sector in Post-Conflict Societies: Perceptions from Urban Liberia and Sierra Leone seek to address this gap by applying a human security approach to security provision across these two contexts. A key point of departure is that in the long run there can be no alternative within post-conflict societies to a locally owned security sector. Operationalising the concept of local ownership means that internationally-supported security sector reform (SSR) activities need to reflect these local realities. As explored within this study, fostering synergies between state and non-state security actors may therefore offer an important avenue to support more sustainable, legitimate SSR efforts. Judy Smith-HÃ?¶hn is a senior researcher at the Institute for Security Studies in Pretoria, South Africa. Prior to her present position she was a research fellow at the GIGA Institute of African Affairs in Hamburg, Germany and later a senior researcher at the Centre for Conflict Resolution in Cape Town in South Africa. Her thematic emphases lie in the areas of violent conflict and its prevention, and security sector reform within a regional focus on Liberia, Sierra Leone, Zambia and Zimbabwe. She has published nationally and internationally on topics ranging from security sector reform and postconflict peacebuilding to democratic transformation in South Africa. She holds a PhD from the University of Leipzig, Germany, and a Diplom (masters degree) in Political Science from the University of Hamburg, Germany.

Available in PDF, EPUB and Kindle. Book excerpt: The notion of "local ownership" has emerged in recent years as part of the contemporary commonsense of security sector reform (SSR). While the argument that externally driven reform processes are unsustainable is now widely accepted, the principle of local ownership has proven difficult to both define and operationalise. With contributions by leading practitioners, both "insiders" and "outsiders", Local Ownership and Security Sector Reform subjects the broader issue of local ownership to critical scrutiny, furthers the debate on what local ownership is and why it matters, and explores how ownership issues have played out in the context of specific SSR case studies.

This book was released on 2014-06-18 with total page 102 pages. Available in PDF, EPUB and Kindle. Book excerpt: The reform and the democratic control of the security sector-and the joining together of security and development-have become a major focus of international intervention into post-conflict societies. In theory, security sector reform (SSR) programs derive from a comprehensive national defense and security review. They involve, at the core, the transformation of a country's military and police forces-but they also involve a comprehensive review and restructuring of intelligence services, the penitentiary, the judiciary, and other agencies charged in some way with preserving and promoting the safety and security of the state and its citizenry. However, the process of SSR in Liberia, supported by the United Nations, the United States, and a number of bilateral donors, is far more rudimentary than the conceptual paradigm suggests. It is aimed simply at the training and equipping of the army and the police, with little attention or resources being devoted to the other components of the security system.

Available in PDF, EPUB and Kindle. Book excerpt: Experience shows that successful democratic transitions need to be underpinned by a security sector that is effective, well managed, and accountable to the state and its citizens. This is why it is so important to carefully examine security sector governance dynamics in contexts where security has often remained a 'reserved domain.' Understanding the issues and perspectives that divide political elites, the security sector, and citizens is the only way to develop security sector reform programs that are legitimate and sustainable at the national level. Through drawing on the close contextual knowledge of practitioners, researchers, and diverse local actors, this book supports this goal by analyzing security sector governance dynamics in each of the nine Francophone countries within West Africa. From this basis, strengths and weaknesses are analyzed, local capacities evaluated, and entry points identified to promote democratic security sector governance in the West African region.
