Charlotte Wagnsson investigates the cohesiveness of ‘greater Europe’ through the detailed scrutiny of policy statements by the leadership elites in the UK, France, Germany, Russia and the EU in connection with three defining events in international security: the crisis in Kosovo of 1999; the terrorist attacks of 9/11 and the Iraq crisis of 2003. This extensive empirical enquiry results in a critical constructivist response to neorealist understandings of European security. The book is available in paperback for the first time. It contrasts the EU’s new way of ‘doing security’ with the established, competitive bilateral interplay in the European security sphere and provides a clue to the kind of security politics that will prevail in Europe. A joint Moscow-Brussels approach would improve the chances of both increasing their relative strength vis-à-vis the USA, but serious cleavages threaten to undermine such a ‘greater European’ common view on security. Wagnsson considers the extent to which the major European players pursue similar objectives, and assesses the possible implications for and the chances of greater Europe emerging as a cohesive global actor. Some respond that the European Union should not bend to Russia's acts of aggression. Others blame the allegedly exclusionary and expansive nature of the Euro-Atlantic organizations for the conflict. This paper embeds these competing narratives in the functional approach of David Mitrany, specifically in his two distinctive forms of regional integration, one exclusive and one inclusive. At the same time, however, the paper cautions against drawing simplified conclusions based on the parallels between Mitrany's ideal types of regional integration and contemporary arguments about the place of Russia in European security governance. Indeed, a more inclusive approach to Russia can potentially be beneficial for European security order, but there are more problems with this vision than simply the short-sightedness of western institutions. Unfortunately, Mitrany's functional approach does not offer immediate solutions to these problems.

The integration policy and the enlargement process of the EU have changed the requirements to its framework and institutions. The present structure of the European Union is no longer adequate to face future challenges. Accordingly the integration process needs to be reevaluated. However, not all members will be able to participate equally within the new framework. Some states are likely to hold prominent positions, while others will find themselves at the periphery. This thesis shows that the model of a "Multi Speed Europe" and especially differentiated circles of integration and cooperation will be the future of the European Union. The review of the expansion process shows that the EU has become to heterogenic to stick to old integration models. Political culture, national interest and economic performance highly determine the ability to integrate. The analysis of the Common Foreign/ Defense and Security Policy of the EU reveals that each political discipline will have its own core or circle of states that is closely integrated and willing to cooperate. The concentrated circles will remain open, giving other members opt-in possibilities. Poland's political culture as well as its recent defense and security policy serve in the case study as an example for the future and current integration into the EU framework. Poland's case is of special interest because of its geopolitical situation and political culture. Despite having a history of oppression and changing national interests, Poland greatly contributes to the development of an efficient and closely integrated CDSP. Especially the cooperation with France and Germany shows the new core circle of Europe regarding security policy. Finally, based on a summary of the main aspects of the European Expansion and Integration and an expert interview, this thesis provides short conclusion on the topic that includes future outlooks regarding the structure of Europe and its integration framework".
