Book excerpt: This book investigates contemporary human security issues in East Africa, setting forth policy recommendations and a research agenda for future studies. Human security takes a people-centered rather than state-centered approach to security issues, focusing on whether people feel safe, free from fear, want, and indignity. This book investigates human security in East Africa, encompassing issues as diverse as migration, housing, climate change, displacement, food security, aflatoxins, land rights, and peace and conflict resolution. In particular, the book showcases innovative original research from African scholars based on the continent and abroad, and together the contributors provide policy recommendations and set forth a human security research agenda for East Africa, which encompasses Kenya, Uganda, Tanzania, Somalia, Rwanda, Burundi, South Sudan, Sudan, Ethiopia, Eritrea, and Djibouti. As well as being useful for policy makers and practitioners, this book will interest researchers across African Studies, Security Studies, Environmental Studies, Political Science, Global Governance, International Relations, and Human Geography. Based on commonly used fragility measures, South Africa (SA) is classified as a relatively stable state, yet rising violent crime, high unemployment, endemic poverty, eroding public trust, identity group based preferential treatment policies, and the rapid rise of the private security sector are all indications that SA may be suffering from latent state fragility. Based on a comprehensive view of security, this study examines the extent to which measures of political legitimacy and good governance, effectiveness in the security system – especially with respect to the police system – and mounting economic challenges may be undermining the stability of SA in ways undetected by commonly used measures of state fragility. Using a mixed-methods approach based on quantitative secondary data analysis and semi-structured interviews with government officials, security practitioners, and leading experts in the field, this study finds that the combination of colonization, apartheid, liberation struggle, transition from autocracy to democracy, high levels of direct and structural violence, stagnating social, political, and economic developments make South Africa a latently fragile state. Conceptually, the results of this research call into question the validity of commonly used measures of state fragility and suggest the need for a more comprehensive approach to assessing state fragility. Practically, this study offers a number of concrete policy recommendations for how South Africa may address mounting levels of latent state fragility.

Book excerpt: The need, therefore, for effective governance through border security regimes arises from the intractable challenges of conflict management as a core objective of multilateral institutions and non-governmental agencies in global governance. Thus, governance along the Frontier has come to be "marked by density and complexity". This density and complexity in frontier relations under-score the disciplinary concern for border governance. --Book Jacket.

Available in PDF, EPUB and Kindle. Book excerpt: Institutional capacity-building (ICB) efforts have been shown to be critically important to achieving U.S. security objectives in Africa, yet the role that ICB plays in gaining access and influence remains poorly understood. This topic has taken on new importance now that the United States is emphasizing the threats posed by strategic competition, particularly with China, over those posed by terrorism. Can ICB programs improve security governance while simultaneously advancing the United States' influence in Africa? Drawing on past research, interviews with stakeholders in ICB programs, and assessment of ICB efforts in four African countries, the authors examine U.S. ICB programs for the security sectors of African partner governments and their potential role in strategic competition. They outline a framework for understanding the relationships between ICB and efforts to gain influence among U.S. partner nations. Finally, they provide recommendations on how U.S. policy can better integrate governance and strategic competition objectives in Africa, emphasizing the need to prioritize resilience in partners' security sectors, to build relationships through long-term commitments, and to subordinate the transfer of specific military resources to an overarching strategy that emphasizes the first two.

Available in PDF, EPUB and Kindle. Book excerpt: Experience shows that successful democratic transitions need to be underpinned by a security sector that is effective, well managed, and accountable to the state and its citizens. This is why it is so important to carefully examine security sector governance dynamics in contexts where security has often remained a 'reserved domain.' Understanding the issues and perspectives that divide political elites, the security sector, and citizens is the only way to develop security sector reform programs that are legitimate and sustainable at the national level. Through drawing on the close contextual knowledge of practitioners, researchers, and diverse local actors, this book supports this goal by analyzing security sector governance dynamics in each of the nine Francophone countries within West Africa. From this basis, strengths and weaknesses are analyzed, local capacities evaluated, and entry points identified to promote democratic security sector governance in the West African region. Book excerpt: Africa faces a seemingly ever-increasing range of security challenges. This book is a result of research carried out by the Southern African Defense and Security Management Network (SADSEM) on new and emerging security issues, in cooperation with the Danish Institute for International Studies and the Friedrich-Ebert-Stiftung. The focus is on security governance - the role of state and a wide range of social actors in the areas of both human and state security. It deals with a range of sectors, themes and national case studies and makes an important contribution to debates on security sector reform. The topics covered include policing transformation, intelligence governance, regulation of private security actors, challenges of nuclear proliferation, regional security, peace diplomacy and peace missions, the relationship between development and security and new challenges in governance of the military.--Publisher's description.

Specialists with expertise in the regions they examine present eight case studies and analyses of the Americas, Africa and the Middle East, South and East Asia, and Europe. Discussing both The State and people in the context of security, this book examines four categories; inter-state security, transnational criminal practices (the drugs trade, human trafficking migration), proliferation issues (both nuclear and non-nuclear), and issues of domestic/state collapse. The book uses an inclusive definition of security to include traditional and non-traditional conceptions, and incorporates the use of force and the threat of the use of force, as well as issues related to the integrity of peoples. The chapters weave theory and case studies to provide a rich description of a variety of regional governance forms; and, where applicable, the absence of them to move beyond regionalism to consider the key determining features of regional governance. Comparative Regional Security Governance will be of interest to students and scholars of international security, international relations and governance.

Book excerpt: Southern Africa has embarked on one of the world's most ambitious security co-operation initiatives, seeking to roll out the principles of the United Nations at regional levels. This book examines the triangular relationship between democratisation, the character of democracy and its deficits, and national security practices and perceptions of eleven southern African states. It explores what impact these processes and practices have had on the collaborative security project in the region. Based on national studies conducted by African academics and security practitioners over three years, it includes an examination of the way security is conceived and managed, as well as a comparative analysis of regional security co-operation in the developing world.
