Book excerpt: The Iraqi Kurds have enjoyed de facto statehood in the north of Iraq for over a decade but Intra-Kurdish fighting, military incursions by Turkey and Iran and the constant threat posed by Saddam Hussein have plagued this 'democratic experiment'. In this book, Stansfield explores the development of the Kurdish political system since 1991. He examines the difficult and often violent relations between the two dominant powers, the Kurdistan Democratic Party (KDP) and the Patriotic Union of Kurdistan (PUK), and their relationship with the Kurdish Regional Government in order to understand the current state of Iraqi Kurdish politics and the operation of the state. This topical in-depth study identifies the main dynamics of Iraqi Kurdish politics, analyzes the record and potential of the 'Kurdish democratic experiment', and identifies the present and future Kurdish leaders.

Available in PDF, EPUB and Kindle. Book excerpt: Since 1991 the Kurdistan has enjoyed autonomy from the rest of Iraq. Despite upheavals and setbacks, during this period the Kurds of northern Iraq have established viable government institutions including legally constituted legislative, executive, judiciary and security entities. These structures were the only state elements in Iraq to remain intact in the aftermath of the of the 2003 U.S. invasion, and have continued to develop in the intervening six years. Their existence and authority was ratified on an interim basis by the Transitional Administrative Law and permanently by the terms of the 2005 Constitution of Iraq. This paper examines a segment of this Kurdistan Regional Government that has been heretofore little noted and poorly understood by the world at large: The large and well-developed security sector. The KRG security sector consists of military forces (the Peshmerga), investigative and policing entities (the Municipal Police and the Asayish), intelligence services (Parastin and Dazgay Zanyari), the Judiciary, and the penal system. Related to the KRG security sector are Government of Iraq forces operating inside the KRG, or consisting of personnel and units formerly part of the Peshmerga.

Book excerpt: Terrorism: Commentary on Security Documents is a series that provides primary source documents and expert commentary on various topics relating to the worldwide effort to combat terrorism, as well as efforts by the United States and other nations to protect their national security interests. Volume 143, The Evolution of the Islamic State, focuses on the U.S. response to the Islamic State (IS) both in Syria and Iraq from a foreign policy standpoint and a military strategy perspective, as well as considering the impact of the rise of IS on the broader global jihadist movement. Consideration is also given to the importance of information warfare in countering IS's worldwide recruiting efforts via the Internet. This volume also includes documents examining related issues of great importance, including a report considering IS's financing, a report on the legal issues arising in connection with U.S. military action against IS, the role of Shia warlords and militias in Iraq in opposing IS, and the lessons that can be learned from the support provided to IS by European fighters.

Available in PDF, EPUB and Kindle. Book excerpt: The modern history of Iraq is punctuated by a series of successive and radical ruptures (coups d'etat, changes of regime, military adventures and foreign invasions) whose chronological markers are relatively easy to identify. Although researchers cannot ignore these ruptures, they should also be encouraged to establish links between the moments when the breaks occur and the longue durée, in order to gain a better understanding of the period.Combining a variety of different disciplinary and methodological perspectives, this collection of essays seeks to establish some new markers which will open fresh perspectives on the history of Iraq in the twentieth and twenty-first centuries, and suggest a narrative that fits into new paradigms. The book covers the various different periods of the modern state (the British occupation and mandate, the monarchy, the first revolutions and the decades of Ba'thist rule) through the lens of significant groups in Iraq society, including artists, film-makers, political and opposition groups, members of ethnic and religious groups, and tribes.

Available in PDF, EPUB and Kindle. Book excerpt: Iraq today faces a whole gamut of problems associated with post-war recovery and state-rebuilding compounded by age old mistrust and suspicion. The situation in Iraq resembles a huge experiment in which social scientists can observe the consequences of actions taken across an entire country. Can Western ideas take route and flourish in non-western societies? Can constitutionalism take hold and work in a traditional religious and deeply divided society? Is Iraqi federalism a solution to the country’s severe disunity or a temporary fix? Iraqi Federalism and the Kurds: Learning to Live Together addresses these important questions and focuses on the role of federalism as a viable solution to Iraq's many problems and the efforts the Kurdish government has deployed to adjust to new federal relations that entail not only gains, but also concessions and compromises. The author's direct experience of living and working within this embattled country allows a unique reflection on the successes and failures of federalism and the positive developments the introduction of federal relationships have brought.

Book excerpt: Iraq and the US face a critical transition during the period through 2011 and beyond. There is still a war to finish, but this is only part of the challenge both countries face. No one can be certain whether Iraq can achieve a stable level of political accommodation to deal with its internal problems. Iran seeks to expand it's influence, and Turkey will not tolerate a sanctuary for hostile Kurdish movements like the PKK. Arab support for Iraq remains weak, and Iraq's Arab neighbors fear both Shi'ite dominance and what that could mean in terms of Iran's role in Syria and Lebanon as well as Iraq. Even if it moves forward towards stability and political accommodation and largely ends the insurgency, it will be extremely difficult for Iraq to develop all of the security capabilities it needs for even the counterinsurgency mission before the full US withdrawal scheduled to take place by the end of 2011. This could force the US to hand over responsibility to the Iraqi Security Forces before these forces are fully able to do the job. It could also force the US to withdraw prematurely the US trainers and partner units that the IRS needs to secure the country and defend it from any threat from it's neighbors. ... Dealing with these issues will be a critical priority for the US for at least half a decade to come.

Book excerpt: "There is no reason why America's withdrawal from Iraq should be as dishonest as its intervention has been judged to be."—Brendan O'Leary, from the Preface Both the American people and Arab Iraqis have voiced their overwhelming desire to see U.S. troops removed from the country. How to Get Out of Iraq with Integrity argues that the U.S. military intervention in Iraq must come to an end. But it must come to an end in a judicious, pragmatic, and orderly fashion. In this book, Brendan O'Leary spells out why that withdrawal can begin to occur now, why it is in the best interests of the United States and the Iraqis that withdrawal occur, and why Iraq can function as a federation once the U.S. military has left the country. How to Get Out of Iraq with Integrity provides an in-depth analysis of the new Iraqi constitution, an evaluation of the political goals and powers of the major ethnic and religious groups that will constitute the new Iraqi state, and an assessment of the regional realities of a Saddam-less Iraq. With a viable constitution and other institutional structures already in place, Iraq is poised for a future as a sovereign state. If U.S. leaders facilitate the remaking of Iraq as a federation with four or more regions instead of a recentralized state, the United States can begin successfully to remove its forces. Propelled by this incisive and bold argument, How to Get Out of Iraq with Integrity provides the foundation for the incoming presidential administration to do just that, without betraying U.S. commitments to Arabs, Kurds, or democracy. To make his case, O'Leary draws on his extensive background as constitutional advisor to the Kurdistan Regional Government, the European Union, and the United Nations, along with expertise in constitutional design and ethnic reconciliation in Northern Ireland and South Africa.
