Policy statements, taken together with military strategies focusing on the Pacific and numerous complaints about trade policy and human rights, seem intended to send a message that the United States and China are opposing sides. The United States should consider options for an institutional framework for economic and security cooperation in the Pacific. At worst, substantive proposals would improve dialog and foster transparency. At best, the United States could lead an effort to institute an enduring and beneficial institutional framework as the centerpiece of security.
