This book, based on extensive original research, explores in detail at both the local and regional level the interaction between state and society and the impact of external actors' engagement in the region within a conceptual framework linking security and democracy. Unlike other books on the subject, which tend to examine the issues from a Western political science perspective, this book incorporates insights from sociology, geography and anthropology as well as politics and contains contributions from scholars who have carried out extensive research in the region within a European Commission-funded Seventh Framework Programme project.

Book excerpt: The book series European Studies in the Caucasus offers innovative perspectives on regional studies of the Caucasus. By embracing the South Caucasus as well as Turkey and Russia, it moves away from a traditional viewpoint of European Studies that considers the countries of the region as objects of Europeanization. This second volume demonstrates this by looking into forms of inter-regionalism in the Black Sea–South Caucasus area in fields of economic cooperation, Europeanization of energy and environmental policies, discussing how the region is addressed in the elaboration of a new German Eastern Policy. In the section on norm diffusion, the contributors assess the normative power strategy of the EU and its paradoxes in the region, its impact on civil society development in Armenia, and democracy promotion in Georgia. In the section on legal approximation, issues of a global climate change regime and competition law in Georgia as well as penitentiary governance reform in the South Caucasus according to EU standards and policies are analyzed. All contributions also review regional or local contestations for the topics discussed here.

Book excerpt: In "South Caucasus 2021" a team of international experts address the most vital issues of the region. They offer their perspectives on topics such as territorial conflicts, oil and natural gas resources, and pipeline politics, and provide important analysis of the geopolitical complexities of the region and the risks they pose in the coming decades. The authors also look at the volatile political state of the Caucasus-Caspian Basin, the role of religion, and demographic and migration prospects, and discuss the policy courses charted by the superpowers in response to developments within the region. Featuring chapters by Dmitri Trenin, Udo Steinbach, Ariel Cohen, Mustafa Aydin, Robert M. Cutler and others, as well as an introduction by Dr. S. Frederick Starr, "South Caucasus 2021" seeks to address not just where the region has been, but also where it is headed in terms of its security, intra- and extra-regional relations, as well as political and economic development. The book is essential reading for students and researchers of post-Soviet history and Caucasus studies, sociology, Caspian Sea politics, political science and international relations, and areas of energy and economic issues.

This book was released on 2007 with total page 252 pages. Available in PDF, EPUB and Kindle. Book excerpt: In this publication possible ways to promote security cooperation in the Wider Black Sea Area are being addressed. The area holds major importance for Euro-Atlantic security. Strategically located at the crossroads of Europe, the Middle East and Central Asia, the region, after the dual NATO-EU enlargement in 2004-2007, became part of the periphery of the common Euro-Atlantic security system, with critical value for European energy security and the war on terrorism. The region faces a variety of security challenges, including regional conflicts, ethnic strife, terrorism, and powerful organized crime, while many of the countries have weak institutions, turbulent political systems, unstable economies and lack of democracy. In addition, the traffic of drugs to the West, the steady stream of militancy from the Middle East, and the energy lines from the oil and gas-rich regions of the East to an energy-hungry Europe gradually define the Wider Black Sea Area as a region urgently requiring political attention and investment in its security. This publication is intended to provide fresh ideas on the possible areas of security cooperation, even as the authors agreed that comprehensive, far-reaching policies are hard to attain in the near future.

Available in PDF, EPUB and Kindle. Book excerpt: This book on the security context in the Black Sea region is a timely endeavour and substantive contribution to understanding the state of play in the region and its linkages to the rest of the world. With contributions from analysts from Europe, the United States, Russia, Ukraine and Turkey, the book provides a holistic perspective. Post-Cold War developments have increased interest in the Black Sea region and the role of the regional and extra-regional actors in its security issues: this volume examines the position of the United States; NATO’s involvement; the EU’s engagement; Russia and Turkey’s aspirations alongside the policies of the other states in the region as they seek a role for themselves. It illustrates and investigates key concerns such as security, energy and energy security, regionalism and good governance; and questions why a cooperative security framework (or other regional schemes which could accommodate the needs of all stakeholders) has to date never become a reality. This book adds to the growing body of research on the region, presenting the facts of the current situation and asking what can be done in the Black Sea region for it to survive given its precarious security environment. This book was published as a special issue of Southeast European and Black Sea Studies.

Available in PDF, EPUB and Kindle. Book excerpt: Lying on the periphery of Europe, Russia, Turkey and Iran, and also being of interest to the United States, the South Caucasus is receiving growing attention among decision-makers and scholars of international relations. From a European perspective, the region is now forming a neighbouring area at the border of the Black Sea, as well as a corridor of oil and gas imports whose stability has become part of European security itself. As such, this volume reassesses security in the South Caucasus. It makes it possible to update analysis on security interests, perceptions and policies at national, regional and international levels through cross-national studies. Aimed at highlighting long-term defence and security trends in the region, contributors re-examine their relevance and enduring impact. They also identify changing dynamics under recent geopolitical and political developments in and around the region such as: the enlargements of NATO, the August 2008 Russia-Georgia war, the creation of the EU Eastern Partnership or Presidential elections. One of this volume's distinct contributions is that chapters have been written by experts from inside and around the region, i.e. Armenia, Georgia, Russia and Turkey, with other important contributions provided by authors from France and Canada having extensive experience in the area. Students and scholars of post-Soviet states, Eurasian geopolitics and European Security will find this volume enlightening.

Available in PDF, EPUB and Kindle. Book excerpt: This book addresses the potential and limitations of the European Union Neighbourhood Policy in sustaining the expansion of the European security community towards the South Caucasus. The Caucasus’ complex regional security dynamics are a hard test for regional security community building and showcase both the challenges of security provision through liberal reforms and integration and of the interaction between security communities and balance of power. The author begins by conceptualizing security community expansion and then considers the ENP through this perspective, before moving on to individual case studies on Armenia, Azerbaijan and Georgia. The book will appeal to both scholars and practitioners interested in European security, the European Union external action, and the post-Soviet space.

Available in PDF, EPUB and Kindle. Book excerpt: While we know a great deal about the benefits of regional integration, there is a knowledge gap when it comes to areas with weak, dysfunctional, or nonexistent regional fabric in political and economic life. Further, deliberate “un-regioning,” applied by actors external as well as internal to a region, has also gone unnoticed despite its increasingly sophisticated modern application by Russia in its peripheries. This volume helps us understand what Anna Ohanyan calls “fractured regions” and their consequences for contemporary global security. Ohanyan introduces a theory of regional fracture to explain how and why regions come apart, consolidate dysfunctional ties within the region, and foster weak states. Russia Abroad specifically examines how Russia employs regional fracture as a strategy to keep states on its periphery in Eurasia and the Middle East weak and in Russia's orbit. It argues that the level of regional maturity in Russia’s vast vicinities is an important determinant of Russian foreign policy in the emergent multipolar world order. Many of these fractured regions become global security threats because weak states are more likely to be hubs of transnational crime, havens for militants, or sites of protracted conflict. The regional fracture theory is offered as a fresh perspective about the post-American world and a way to broaden international relations scholarship on comparative regionalism.
