Available in PDF, EPUB and Kindle. Book excerpt: This book on the security context in the Black Sea region is a timely endeavour and substantive contribution to understanding the state of play in the region and its linkages to the rest of the world. With contributions from analysts from Europe, the United States, Russia, Ukraine and Turkey, the book provides a holistic perspective. Post-Cold War developments have increased interest in the Black Sea region and the role of the regional and extra-regional actors in its security issues: this volume examines the position of the United States; NATO’s involvement; the EU’s engagement; Russia and Turkey’s aspirations alongside the policies of the other states in the region as they seek a role for themselves. It illustrates and investigates key concerns such as security, energy and energy security, regionalism and good governance; and questions why a cooperative security framework (or other regional schemes which could accommodate the needs of all stakeholders) has to date never become a reality. This book adds to the growing body of research on the region, presenting the facts of the current situation and asking what can be done in the Black Sea region for it to survive given its precarious security environment. This book was published as a special issue of Southeast European and Black Sea Studies.

Book excerpt: In this publication possible ways to promote security cooperation in the Wider Black Sea Area are being addressed. The area holds major importance for Euro-Atlantic security. Strategically located at the crossroads of Europe, the Middle East and Central Asia, the region, after the dual NATO-EU enlargement in 2004-2007, became part of the periphery of the common Euro-Atlantic security system, with critical value for European energy security and the war on terrorism. The region faces a variety of security challenges, including regional conflicts, ethnic strife, terrorism, and powerful organized crime, while many of the countries have weak institutions, turbulent political systems, unstable economies and lack of democracy. In addition, the traffic of drugs to the West, the steady stream of militancy from the Middle East, and the energy lines from the oil and gas-rich regions of the East to an energy-hungry Europe gradually define the Wider Black Sea Area as a region urgently requiring political attention and investment in its security. This publication is intended to provide fresh ideas on the possible areas of security cooperation, even as the authors agreed that comprehensive, far-reaching policies are hard to attain in the near future.

Book excerpt: Cross-border cooperation is vital to overcoming obstacles to security building and the consolidation of stability, particularly in regions prone to political upheaval and conflict. This book presents papers from the NATO Advanced Research Workshop entitled “Security and Cross-Border Cooperation in the EU, Black Sea Region and Southern Caucasus”. This workshop was part of the NATO Science for Peace and Security Programme, and was held in Ankara, Turkey, in September 2011. It focused on developing a future research agenda, strengthening regional studies and increasing interdisciplinarity and the means to improve cross-border cooperation and was aimed at providing a comprehensive, interactive and interdisciplinary account of security building and cross-border cooperation in which domestic, regional and international dimensions were discussed. The book is divided into three sections. The first provides an analysis of the role of international and domestic actors in contributing to security building in the Euro-Atlantic, the Black Sea and the Southern Caucasus regions. The second section discusses the patterns of cross-border cooperation in Eastern and Central Europe and the wider Black Sea region, concentrating on Romania, Moldova, Ukraine, Georgia and the Russian Federation. With references to the nature of international involvement in conflict resolution, the last section focuses on cross-border cooperation in the Southern Caucasus, where conflicts have an enormous impact on nation-building, state-building and democratization, and where prospects for stability and a viable peace remain in serious question. This book is a valuable contribution to the literature on area studies, cross-border cooperation, security, and peace studies.

Book excerpt: At once an energy corridor and gateway for trafficking and organized crime, the Black Sea region is an area of burgeoning importance to the European Union. Its frozen conflicts in Abkhazia, South Ossetia, and Transnistr ia are dangerous centers of instability in Europe's immediate neighborhood. The Black Sea is also nearing the EU in purely geographic terms: in 2007 its littoral states Romania and Bulgaria will join, accession talks with Turkey have been opened, Georgia and Ukraine have expressed interest in EU membership and are being discussed as possible candidates for a NATO enlargement. The growing Western presence in the region has set off alarm bells in Russia, which regards the Black Sea as its sphere of influence. The prospect of NATO expanding poses a particularly acute threat of escalation. Also, Moscow's remarks that independence for Kosovo could serve as a precedence for the spearatist frozen conflict regions ar being seen as harbingers of future conflict. EU and regional representatives have therefore counselled respect for Russia's interests around the Black Sea, consideration of its objections, and efforts to facilitate cooperation that would benefit all sides. Does the EU need a Black Sea strategy? If so, what form should it take? This 134th Bergedorf Protocol documents a meeting of senior politicians and experts from the region and EU states in Odessa who analyzed the situation and put forward policy options

Available in PDF, EPUB and Kindle. Book excerpt: The South Caucasus region, comprising the former Soviet states of Armenia, Azerbaijan and Georgia occupies a key strategic location, squeezed between the Black and Caspian Seas, Iran, Russia and Turkey. Since the disintegration of the Soviet Union in 1991, the region has become an arena of geopolitical confrontation with regional powers such as Russia, Turkey and Iran vying for influence in the face of growing Western involvement. The Russian military intervention in Georgia in 2008 not only raised questions about Moscow's intentions towards its 'Near Abroad' and the future direction of its foreign policy, it also demonstrated that ostensibly local separatist disputes have serious ramifications for regional relations and the wider international community. In this book, German explores the extent of regional cooperation in the South Caucasus, analyses the reasons for the relative lack of regional cooperation and assesses the potential for deeper cooperation in the future.

Available in PDF, EPUB and Kindle. Book excerpt: Lying on the periphery of Europe, Russia, Turkey and Iran, and also being of interest to the United States, the South Caucasus is receiving growing attention among decision-makers and scholars of international relations. From a European perspective, the region is now forming a neighbouring area at the border of the Black Sea, as well as a corridor of oil and gas imports whose stability has become part of European security itself. As such, this volume reassesses security in the South Caucasus. It makes it possible to update analysis on security interests, perceptions and policies at national, regional and international levels through cross-national studies. Aimed at highlighting long-term defence and security trends in the region, contributors re-examine their relevance and enduring impact. They also identify changing dynamics under recent geopolitical and political developments in and around the region such as: the enlargements of NATO, the August 2008 Russia-Georgia war, the creation of the EU Eastern Partnership or Presidential elections. One of this volume's distinct contributions is that chapters have been written by experts from inside and around the region, i.e. Armenia, Georgia, Russia and Turkey, with other important contributions provided by authors from France and Canada having extensive experience in the area. Students and scholars of post-Soviet states, Eurasian geopolitics and European Security will find this volume enlightening.

Book excerpt: This book contains 16 papers, presented at the workshop: Non-Traditional Security Threats and Regional Cooperation in the Southern Caucasus, which was held in Istanbul, Turkey in October 2009. Whilst the Cold War did not exclude the existence of other threats, such as environmental hazards, organized crime, terrorism, economic instability and illegal immigration, it is only since the emphasis on East-West rivalry and the specter of nuclear confrontation between the two blocs have diminished that these have become articulated as major sources of concern for global security.

Book excerpt: The book series „European Studies in the Caucasus” offers innovative perspectives on regional studies of the Caucasus. By embracing the South Caucasus as well as Turkey and Russia as the major regional powers, it moves away from a traditional viewpoint of European Studies that considers the countries of the region as objects of Europeanization. This first volume emphasizes the movements of ideas in both directions—from Europe to the Caucasus and from the Caucasus to Europe. This double-track frame illuminates new aspects of a variety of issues requiring reciprocity and intersubjectivity, including rivalries between different integration systems in the southern and eastern fringes of Europe, various dimensions of interaction between countries of the South Caucasus and the European Union in a situation of the ongoing conflict with Russia, and different ways of using European experiences for the sake of domestic reforms in the South Caucasus. Topics range from identities to foreign policies, and from memory politics to religion.

Available in PDF, EPUB and Kindle. Book excerpt: One of the intriguing questions of the post-Cold War era has been whether the EU will play a major global role in world politics as non-traditional threats and challenges came to the forefront. Launching new policies such as the Common Foreign and Security Policy, the European Security and Defence Policy and the European Neighborhood Policy (ENP) have been considered important steps in the EU's evolution as a regional and possibly global actor. Neighborhood Challenge analyzes critical aspects of the European Union's relations with its neighbours, by extending its analysis beyond the ENP. Unlike existing books on the subject, the volume covers the entire neighborhood from Russia, Ukraine, and Belarus to North Africa; from the Western Balkans to the South Caucasus and Central Asia. Such an extensive overview of EU policies toward its neighbors is a timely and valuable contribution to European Studies literature. This book can be used as a tool for both academicians and practitioners who specialize in European foreign and security policy; as a textbook in European Union foreign policy courses both at the undergraduate and graduate level; and as a comprehensive reference book for postgraduate students writing dissertations on European foreign and security policy in general and European Neighborhood Policy in particular. The contributions analyze challenges and prospects posed by countries neighboring the EU and the effectiveness of EU policy in dealing with these agendas. Region-focused chapters examine the EU's politics toward the Western Balkans, Middle East, CIS, and the Black Sea; country-focused chapters explore aspects of Russia, Ukraine, Uzbekistan, Iran, Bosnia, Kosovo; and thematically-focused chapters deal with energy security, organized crime, and other issues. Neighborhood Challenge is intended to contribute to the existing literature on EU foreign and security policy in two ways: First, its material is not restricted to the ENP. Instead, it addresses all EU neighbors in a large region and their position in European security. The authors argue that not only the countries in the immediate neighborhood of the EU but also those located in relatively far away regions have a role to play in European Union foreign affairs. Secondly, many of the contributions were written by experts living in countries which neighbor the EU. Their contributions lend new ideas and insight to the relevant literature on EU security and foreign policy.
