In The Securitization of Society, Marc Schuilenburg establishes a new critical perspective for examining the dynamic nature of security and its governance. Rooted in the works of the French philosophers Michel Foucault, Gilles Deleuze and Gabriel Tarde, this book explores the ongoing structural and cultural changes that have impacted security in Western society from the 19th century to the present. By analyzing the new hybrid of public-private security, this volume provides deep insight into the processes of securitization and modern risk management for the police and judicial authorities as well as other emerging parties. Schuilenburg draws upon four case studies of increased securitization in Europe – monitoring marijuana cultivation, urban intervention teams, road transport crime, and the collective shop ban – in order to raise important questions about citizenship, social order, and the law within this expanding new paradigm. Over a time span of 40 years, the development from a social-integrative penal law of the welfare state to the preventive state to the securitized society is followed from the perspective of a criminologist and professor of penal law. The novelty lies in the perspective of the participating observer who comments on the criminal justice system not from the lectern but who ventures into the system and reports from experience, whether at the very end of the process of law enforcement in discussions with prisoners with life-long sentences, at the beginning of the process by tracing police strategies of prevention, or in the area of criminal policy by participating in parliamentary expert commissions or legislative processes. In retrospect, the observed legal developments show an erosion of the rule-of-law state. The shift from the preventive state to the securitized society is imbedded in global processes of change which endanger the individual's freedom and dignity and which equally affect global society and national societies. The general feeling of insecurity and lack of orientation created by these processes for broad parts of the population can no longer be restrained with the methods of individualizing social controls of the traditional kind - penal law. This insecurity brings forth forms of control which eat away at the rule of law in a securitized society which, for its apparent protection, is prepared to give up its foundations in the rule of law in favor of an ostensible security. This phenomenon is not restricted to Germany, but the country serves as an example case study for global processes of legal erosion - with the background of the unilateral development of leadership.

Through visual analysis, the book demonstrates how the securitization process takes place in three different ways. First of all, even if marginally, it occurs through the reproduction of mainstream media and political accounts that have depicted refugees in terms of threats. Secondly, and more consistently, through a representation of Syrian displaced people that, despite the undeniable innovative aesthetic patterns focusing on dignity and empowerment, continue to reinforce a visual narrative around refugees in terms of victimhood and passivity. The reproduction of a securitized account takes also place through the dialectic between what is made visible in the pictures and what is not. At the same time the book identifies visual glimmers and minor displacements in the humanitarian discourse that have the potentiality to produce alternative discourses on refugees and displacement beyond the mainstream securitized ones. By showing how relief organizations’ visual representation contributes to the securitization of the refugee issue, this book provides a great resource to students and academics in migration, visuality, humanitarianism and securitization, as well as social scientists and policy-makers.
