Book excerpt: This edited volume examines the reconstitution of the public security domain since the 9/11 attacks, focusing on the banking sector and anti-money laundering (AML) activity in particular. Since the inception of the ‘Financial Action Taskforce’ (FATF) in 1989, AML has been viewed as a global problem. This text argues that the securitization of the financial sector as a result of AML has entailed the emergence of a new public security domain, which transcends the classic public-private divide. The analysis in the volume is multidisciplinary and combines concepts and theories from the literature on securitization, the public-private divide, and business/management. The authors argue that the state is under transformation and that the developments in the security field are part of an ongoing renegotiation of the relationship between the state and the business sector. Securitization, Accountability and Risk Management therefore contributes to a deeper understanding of how the power relationships have changed between the public and the private sectors after 9/11. In analysing this issue, the volume builds on the notion of ontological security and its recent applications to international relations theory. Although conflicts threaten the physical security of the parties involved, they also help settle existential questions about basic parameters of life, being, and identity, and thus over time become sources of ontological security. The prospect of peace, through the resolution or transformation of conflict, threatens to unsettle the stability and consistency of self-narratives, and their associated routines and habits at the individual, group, and state levels. The contributors argue two key points: 1) that ontological insecurity may set in motion political and social processes that reproduce and reactivate conflicts; 2) that coping with peace anxieties necessitates the formulation of alternative self-narratives at the individual, societal, and state levels that re-situate the Self in relation to Other and to the world at large. Consequently, the book analyses the ways in which, and the conditions under which, conflict resolution induces ontological insecurity, and the different ways in which ontological insecurity has prevented the successful culmination of peace processes in different conflict contexts, including Cyprus, Israel-Palestine and Northern Ireland. Book excerpt: This book examines how critical approaches to security developed in Europe can be used to investigate a Chinese security issue - the case of the Falungong. The past few decades have produced a rich field of theoretical approaches to ‘security’ in Europe. In this book, the security-specific notions of securitization, the politics of insecurity, and emancipation are used as analytical approaches to investigate the anti-Falungong campaign in the People’s Republic of China. This campaign, launched in 1999, was the largest security-related propaganda campaign since 1989 and was directed against a group of qigong-practitioners who were presented as a grave threat to society. The campaign had major impacts as new security legislation was established and human rights organizations reported severe mistreatment of practitioners. This book approaches one empirical case with three approaches in order to transcend the tendency to pit one approach against another. It shows how they highlight different aspects in investigation, and how they can be combined to gain more comprehensive insights, and thereby invigorate renewed debate in the field. Furthermore, this is used as a vehicle to discuss more general philosophical issues of theory, development, and theory development and will assist students to comprehend the effects research framework selection has on a piece of research. Such discussions are necessary in order to apply the frameworks in investigations that go beyond the socio-political context they were originally developed in. It is manifested in national and international agendas, the proliferation of global regulations, growing international budgets, and the enlarged mandates of international organizations. As a result, the definition and prosecution of crime is now increasingly homogenous, but it also shows variance: some crime policies are institutionalized coherently or attached to strong international organizations, while others are weak or dispersed across different forums. Based on sociological institutionalism, this book examines questions of structural variance in the institutional design of global governance. It shows that the interplay of strong actors and rationalization principles lead to more coherent forms of global crime governance, while normative arguments related to crime are more likely to result in fragmented forms. In consequence — and contrary to many scholars' assumptions — global crime governance is strongest in those areas that are least attached to moral statements. The book develops a theory of society and applies this framework to explaining the sources and consequences of institutional design. Drawing on qualitative and quantitative methods, the text analyzes the origins of global regulations, how they are disseminated, and why differences exist.
