It now faces depletion of many of these resources, and potentially serious threats to its few "renewable" resources. The importance of this story is that preserving lands has a central role for protecting air and water quality, and water supplies--and all support a healthy living environment. The idea that all life on earth is connected in a great chain of being, and that all life is connected to the physical earth in many obvious and subtle ways, is not some new-age fad, it is scientifically demonstrable. An understanding of earth processes, and the significance of their biological connections, is critical in shaping societal values so that national land use policies will conserve the earth and avoid the worst impacts of natural processes. These connections inevitably lead science into the murkier realms of political controversy and bureaucratic stasis. Most of the chapters in The American West at Risk focus on a human land use or activity that depletes resources and degrades environmental integrity of this resource-rich, but tender and slow-to-heal, western U.S. The activities include forest clearing for many purposes; farming and grazing; mining for aggregate, metals, and other materials; energy extraction and use; military training and weapons manufacturing and testing; road and utility transmission corridors; recreation; urbanization; and disposing of the wastes generated by everything that we do. Book excerpt: The production of nuclear materials for the national defense was an intense, nationwide effort that began with the Manhattan Project and continued throughout the Cold War. Now many of these product materials, by-products, and precursors, such as irradiated nuclear fuels and targets, have been declared as excess by the Department of Energy (DOE). Most of this excess inventory has been, or will be, turned over to DOE's Office of Environmental Management (EM), which is responsible for cleaning up the former production sites. Recognizing the scientific and technical challenges facing EM, Congress in 1995 established the EM Science Program (EMSP) to develop and fund directed, long-term research that could substantially enhance the knowledge base available for new cleanup technologies and decision making. The EMSP has previously asked the National Academies' National Research Council for advice for developing research agendas in subsurface contamination, facility deactivation and decommissioning, high-level waste, and mixed and transuranic waste. For this study the committee was tasked to provide recommendations for a research agenda to improve the scientific basis for DOE's management of its high-cost, high-volume, or high-risk excess nuclear materials and spent nuclear fuels. To address its task, the committee focused its attention on DOE's excess plutonium-239, spent nuclear fuels, cesium-137 and strontium-90 capsules, depleted uranium, and higher actinide isotopes.

The President made clear that his first priority is to protect the United States, allies, and partners. He also emphasized both the long-term goal of eliminating nuclear weapons and the requirement that the United States have modern, flexible, and resilient nuclear capabilities that are safe and secure until such a time as nuclear weapons can prudently be eliminated from the world.The United States remains committed to its efforts in support of the ultimate global elimination of nuclear, biological, and chemical weapons. It has reduced the nuclear stockpile by over 85 percent since the height of the Cold War and deployed no new nuclear capabilities for over two decades. Nevertheless, global threat conditions have worsened markedly since the most recent 2010 NPR, including increasingly explicit nuclear threats from potential adversaries. The United States now faces a more diverse and advanced nuclear-threat environment than ever before, with considerable dynamism in potential adversaries' development and deployment programs for nuclear weapons and delivery systems.

Actions, including provision of appropriate funding, are needed now to sustain and improve the nation's nuclear forensics capabilities. The Department of Homeland Security (DHS), working with cooperating agencies and national laboratories, should plan and implement a sustainable, effective nuclear forensics program. Nuclear forensics is the examination and evaluation of discovered or seized nuclear materials and devices or, in cases of nuclear explosions or radiological dispersals, of detonation signals and post-detonation debris. Nuclear forensic evidence helps law enforcement and intelligence agencies work toward preventing, mitigating, and attributing a nuclear or radiological incident. This report, requested by DHS, the National Nuclear Security Administration, and the Department of Defense, makes recommendations on how to sustain and improve U.S. nuclear forensics capabilities. The United States has developed a nuclear forensics capability that has been demonstrated in real-world incidents of interdicted materials and in exercises of actions required after a nuclear detonation. The committee, however, has concerns about the program and finds that without strong leadership, careful planning, and additional funds, these capabilities will decline.

This final report addresses the remaining issues and echoes the recommendations from the interim study.
