Book excerpt: The Coast Guard is one of 22 agencies being placed in the new Department of Homeland Security (DHS). With its key roles in the nation's ports, waterways, and coastlines, the Coast Guard is an important part of enhanced homeland security efforts. But it also has important nonsecurity missions, such as search and rescue, fisheries and environmental protection, and drug and migrant interdiction. GAO has conducted a number of reviews of the Coast Guard's missions and was asked to testify about the Coast Guard's most recent level of effort for its various missions and the major operational and organizational challenges facing the agency during its transition into the newly created DHS. Data on the most recent levels of effort for the Coast Guard's various missions show clearly the dramatic shifts that have occurred among its missions since the September 11, 2001, attacks. Predictably, levels of effort related to homeland security remain at much higher levels than before September 11th. Other missions, such as search and rescue, have remained at essentially the same levels. In contrast, several other missions--most notably fisheries enforcement and drug interdiction--dropped sharply after September 11th and remain substantially below historical levels. Continued homeland security and military demands make it unlikely that the agency, in the short run, can increase efforts in the missions that have declined. Further, the fiscal year 2004 budget request contains little that would substantially alter the existing levels of effort among missions. The Coast Guard faces fundamental and daunting challenges during its transition to the new department. Delays in the planned modernization of cutters and other equipment, responsibility for new security-related tasks as directed under the Maritime Transportation Security Act (MTSA), and mandatory responses to unexpected events, such as terrorist attacks or extended terror alerts, will have an impact on the Coast Guard's ability to meet its new security-related responsibilities while rebuilding its capacity in other missions. Also, as one of the agencies being merged into the new department, the Coast Guard must deal with a myriad of organizational, human capital, acquisition, and technology issues. The enormity of these challenges requires the development of a comprehensive blueprint or strategy that addresses how the Coast Guard should balance and monitor resource use among its various missions in light of its new operating reality.

This paper defines the roles of the Departments of Homeland Security and Defense, as well as the respective missions and means of the Coast Guard and Navy to protect the nation's maritime domain. Coordination and interoperability between the two services is reviewed with an emphasis on seams, gaps, and vulnerabilities identified in counter to Coast Guard and Navy efforts to provide security and defense for the nation's maritime boundaries and commercial ports. The paper concludes with recommendations to mitigate those seams and vulnerabilities detected in this research.

It encompasses almost every aspect of American way of life. With the stakes so high, it is the major focus of a host of military and civilian agencies tasked with keeping America safe and secure. The U.S. Coast Guard, as the lead federal agency for Maritime Homeland Security (MHLS), is tasked with bolstering and ensuring the safety and security of one of America's most vulnerable terrorism targets the Marine Transportation System and associated marine critical infrastructure. Since September 11, 2001, the Coast Guard has made great strides in securing America's Mantime Domain. They have developed Strategic Guidance, made progress in executing security programs as mandated by Congress, and spearheaded international efforts to set standards for port security. However, there is currently no official cohesive operational design for executing the MHLS mission. To bridge this gap, the Coast Guard has drafted the Ports, Waterways, and Coastal Security Strategy Deployment Plan (PWCS). This plan is the basis for an overarching operational architecture to implement and achieve the Coast Guard's MHLS objectives, essentially, a plan to create an operational design for MHLS. This paper will distill from the draft document, what the MHLS operational plan is. A critical analysis will then show that the PWCS, while an excellent start to the development of an Operational Design, is in need of further revision in the areas of Desired End-State and overall Command and Control (C2) of the MHLS operation.

Book excerpt: To help secure the nation's ports against a terrorist attack, federal regulations have required cargo and other maritime facilities to have security plans in place since July 2004. U.S. Coast Guard (USCG) guidance calls for an annual inspection to ensure that plans are being followed. Federal law enacted in October 2006 required such facilities to be inspected two times a year one of which is to be conducted unannounced. The USCG plans to conduct one announced inspection and the other as a less comprehensive unannounced spot check. GAO examined the extent to which the USCG (1) has met inspection requirements and found facilities to be complying with their plans, (2) has determined the availability of trained personnel to meet current and future facility inspection requirements, and (3) has assessed the effectiveness of its facility inspection program and ensured that program compliance data collected and reported are reliable. GAO analyzed USCG compliance data, interviewed inspectors and other stakeholders in 7 of 35 USCG sectors of varying size, geographic location, and type of waterway. What the GAO recommends. GAO recommends the USCG reassess the number of inspection staff needed, compare varying approaches taken by local units in conducting inspections, and improve its facility compliance data. The Department of Homeland Security agreed with GAO's recommendations.
