Book excerpt: Fundamental changes must take place in how water is allocated, planned, and managed if India's goals for continued economic growth and improved social and environmental conditions are to be met. India's needs are especially severe due to its rapidly developing water constraints, environmental problems, huge population, regional inequalities in water availability along with the federal administrative structure and rapid demographic and economic growth. The findings of 'Inter-Sectoral Water Allocation, Planning and Management' are that a comprehensive approach is needed in order to implement change. The book provides detailed recommendations in the areas of policy making, legislation and regulations, institutions, economic incentives, technology, and public information.

Book excerpt: This volume deals with the law governing the administrative implementation of European Union public policy. Much of this law is specific to individual policy sectors. The volume provides a study of such specialized admininstrative law for more than twenty sectors. This cross-sectoral approach allows for detailed comparisons of EU administration in diverse policy fields. It identifies situations where legal structures and approaches may be unnecessarily duplicated, thus indicating where a comprehensive, general system could be advantageous for both Union law and policy achievement. The comparative nature of the study also draws attention to policy fields which have proven to be testing grounds for approaches adopted subsequently in other areas. In addition, the work highlights the distinctive, highly networked, and strongly cooperative character of EU administration, as a reflection of, and a foundation for, the operative nature of the European Union as a whole.

The first related to the trauma of colonialism and struggle for independence. The second a period of constitutional dictatorship and the clamor for reform. The third, most recent crisis, being one of identity, legitimacy and the inability of the state to discharge its functions which has resulted in civil unrest, violent ethnic conflicts, poverty, social exclusion and inequality. The Making of the Constitution of Kenya examines the processes, issues and challenges of constitution making, governance and legitimacy in that country and the lessons that can be learned for others on the continent. Equipping the reader with a sound historical perspective on constitutional developments and the crisis of constitutional legitimacy in Kenya it gives an invaluable insight into the normative and political complexities involved in evolving a truly democratic and widely acceptable constitutional order in Africa.

Available in PDF, EPUB and Kindle. Book excerpt: A large percentage of workers and firms operate in the informal economy, outside the line of sight of governments in emerging market and developing economies. This may hold back the recovery in these economies from the deep recessions caused by the COVID-19 pandemic--unless governments adopt a broad set of policies to address the challenges of widespread informality. This study is the first comprehensive analysis of the extent of informality and its implications for a durable economic recovery and for long-term development. It finds that pervasive informality is associated with significantly weaker economic outcomes--including lower government resources to combat recessions, lower per capita incomes, greater poverty, less financial development, and weaker investment and productivity.

Book excerpt: Microeconomic Simulation Models for Public Policy Analysis, Volume 2: Sectoral, Regional, and General Equilibrium Models is a collection of papers presented at a conference of the same title held in Washington, D.C. in March 1978. This volume deals with economic equilibrium models. This collection also discusses micro data models of the macroeconomy that include policy explorations concerning the transaction model of the American economy. One paper reviews the experiments with fiscal policy parameters from a micro to a macro model related to the Swedish economy: this model analyzes inflation at the micro market level, as well as the interactions between profits, investments, inflation, and growth. Another paper analyzes alternative plans for corporate and income tax integration in the United States: the model used shows that integration of personal and corporate income taxes can yield revenues of $6 billion. As regards rehabilitating central city housing issues, one author present a simulation model which shows that rehabilitation of the existing housing inventory can only produce small net gains over time. To have larger gains, the model shows that net increase in demand for housing should also follow. This book can prove useful for economists, sociologists and officials involved in community development and in the public sector.

Book excerpt: Over the past decade there has been a dramatic increase in the quantity and quality of research focused on the processes through which technological capabilities are acquired by countries significantly behind the economic frontier, and the institutions that effectively support the catching up process. This book is a splendid contribution to this literature. The concept of a sectoral innovation system is well suited for framing studies of these kinds of questions, and serves well to unify the many interesting empirical studies in the book. Some of those studies are success stories, others of less successful cases. Readers new to this body of research will find this book a great introduction. All readers will learn a lot from it about what is required for and involved in economic development. Richard R. Nelson, Columbia Earth Institute, US and University of Manchester, UK This book examines in detail the features and dynamics of sectoral systems of innovation and production in developing countries. Processes of rapid growth are usually associated with specific sectors such as automobiles, electronics or software, as well as with the transformation of traditional sectors such as agriculture and food. The book shows, however, that the variations across all these sectors in terms of structure and dynamics is so great that a full understanding of these differences is necessary if innovation is to be encouraged and growth sustained. The expert contributors promote this understanding by drawing upon empirical evidence from a wide range of sectoral systems, from traditional to high technology, and across a number of countries. They explore how these systems change and evolve, highlighting policy lessons to be drawn from the analysis. Case studies include the Brazilian aeronautical, pulp and paper industries, the Korean machine tool sector, motorbike manufacture in Thailand and Vietnam, pharmaceuticals and telecommunication equipment in India, ICT in Taiwan, the biofuels sector in Tanzania, salmon farming in Chile and software in Uruguay. Scholars and researchers in the fields of economics development economics in particular and innovation will find this book to be of great interest. Policymakers and managers focussing on innovation and growth in developing countries will also warmly welcome the book.

Book excerpt: "This review looks at the Nation's legal, institutional, and economic capacity to promote forest conservation and sustainable resource management. It focuses on 20 indicators of Criterion Seven of the so-called Montreal Process and involves an extensive search and synthesis of information from a variety of sources. It identifies ways to fill information gaps and improve the usefulness of several indicators. It concludes that there is substantial information about the application of such capacities, although that application is widely dispersed among agencies and private interests; which in turn has led to differing interpretations of the indicators. Individual chapters identify a need to further develop the conceptual foundation on which many of the indicators are predicated. While many uncertainties in the type and accuracy of information are brought to light, the review clearly indicates that legal, institutional, and economic capacities to promote sustainability are large and widely available in both the public and private sectors."--P. vi.

Book excerpt: This paper identifies a new mechanism leading to inefficiency in capital reallocation at the extensive margin when an economy experiences a sectoral boom. I argue that imperfections in the financial market and capital barriers to entry in the booming sector create a misallocation of managerial talent. Using comprehensive firm-level data from China, I first provide evidence that more productive firms reallocate capital to the booming real estate sector, and demonstrate that the pattern is likely driven by fewer financial constraints on these firms. I then use a structural estimation to verify the talent misallocation. Finally, I calibrate a dynamic model and find that the without the misallocation, the TFP growth in the manufacturing sector would have improved by 0.5% per year.

Despite remarkable economic growth over the last two decades, Colombia’s development policy needs to increase its focus on rurality, as regional inequalities remain high by OECD standards and structural challenges still prevent greater development in rural places.
