What factors have influenced firms participating in global business? Have state (both central and provincial) policies acted as catalyst for local firms? Not only does this study delve into these issues; it also painstakingly develops a comprehensive database that remains unique in the absence of reliable official statistics on this subject to date. Efforts have been made to establish a reasonably consistent dataset for the period 1990-2008 derived from the CMIE-PROWESS database. Care has been taken to condense the data and classify it by sector, location, size and ownership. The study delineates export patterns by firm and state and explores factors influencing export decisions according to sector, size and location. A further interesting aspect is the book’s critical examination of industrial and trade promotion policies at the state/regional level that might have contributed to or hindered exporting by firms. The states considered for detailed policy discussions are highly diverse and include Gujarat, Odisha and Karnataka. To address the glaring absence of literature on the role of subnational factors in enterprises’ export performance, a preliminary state-by-state analysis of the spatial determinants of firms’ export activities is also provided.

This is because favourable firm performance as a business activity is important not only to the export company but also the national economy. At firm level, good performance brings about company growth through profit re-investment and development of company's facilities and resources. At industry and national economy level, it results in innovation and quality development, government revenue through taxes, employment, and infrastructural developments among others. All these consequently improve livelihood, standard of living of the citizen and economic development in a country. For these reasons, practitioners and academics remain interested in issues of acceptable level of FEP. Practitioners strive to achieve firm export objectives especially objectives of profitability and growth; and academics want to explain the factors and other issues underlying FEP. The available literature indicates that it is not clear what determines acceptable level of FEP. The literature further indicates that knowledge on FEP is fragmented, contradictory, and full of controversies, lacking consensus and the theory on FEP is still at infancy stage of development. Export corporations are reportedly facing challenges in operationalising their export objectives, leading to continued poor performance. Therefore the objective of this study is to examine the literature to identify the determinants of FEP in the context of Uganda, and then to propose a model to gain insight into the dynamics in order to generate new understanding and explanation of FEP. Examination of literature identified export market orientation, export market environment, and organisational learning as independent variables. In addition, export market information system, export market strategy, and organisational innovations capability were also identified as mediators. Quantitative cross-sectional survey was conducted. Self-administered questionnaires were used to collect data from 250 firms in some industries in the export sector. Psychometric analyses covering reliability, exploratory, confirmatory, and validities analyses were performed. Finally, structural equation modelling was used to validate and analyse the hypothesised relationships in the study. The results indicate that the independent variables indirectly relate to FEP. This implies that an export development or promotion corporation needs to invest in implementation and practice of these variables. The key variable that have been empirically identified as determining FEP include export market orientation, export market environment and organisational learning as independent variables; and export market information system, export market strategy and organisational innovations capability as mediating variables. Appropriate implementation and practice of these variables would create competitive edge hence in export firms, hence, improving FEP. This would consequently enable the firms to realise their export objectives, and other economic benefits due to good export performance. In conclusion, from the perspective of Uganda, good FEP is determined by export market orientation, export market environment and organisational learning. These determinants yield better influence through export market information system, export market strategy and organisational innovations capability as mediators.

The originality of our approach is a comparative analysis of export intensity between firms in the computer software and manufacturing sectors, using a quasi-maximum likelihood estimation to test for the correct specification of the conditional mean model. Results indicate that larger, younger firms have greater export intensity in the computer software sector than in manufacturing. Research and development expenditure is equally important for export intensity in both sectors, but patent income is not significant. Sourcing managerial advice and expertise from the national development agency is important for firms in the manufacturing industry, but not for computer software firms. It is therefore important for export promotion organisations to publicise supports, as few small firms are aware of their availability. Our findings are especially valuable for policy makers concerned with low levels of export intensity among small firms.

However, despite this research effort in identifying and examining the influence of such determinants, the literature is characterized by fragmentation and diversity, hindering theory development and practical advancement in the field. This paper attempts to review and synthesize the knowledge on the subject. As a result, this study reviews and evaluates 52 articles published between 1998 and 2005 to assess the determinants of export performance. The assessment reveals that: (a) more studies have been conducted outside the USA; (b) the majority of the studies focus on manufacturing firms, with relatively few studies examining the service sector; (c) the majority of the export studies continue to focus on small to medium-sized firms; (d) there is a continuous increase in the sample size; (e) despite the problems that may arise from the use of single informants, it seems that none of the studies reviewed here collected data from more than one informant in the firm; (f) an increasing number of studies have been using the export venture as the unit of analysis; (g) the level of statistical sophistication has improved; (h) the use of control and moderating variables in export performance studies has increased; (i) more studies have started to include the external environment in their models, including domestic market characteristics; and (j) market orientation as a key determinant of export performance emerges in this review. Finally, conclusions are drawn, along with some suggestions for further research.

This book approaches these questions from a variety of conceptual and policy viewpoints. Reviewing the theoretical arguments in favor of industrial policies, the authors first ask whether existing indicators allow policy makers to identify growth-promoting sectors with confidence. To this end, they assess, and ultimately cast doubt upon, the reliability of many popular indicators advocated by proponents of industrial policy. Second, and central to their critique, the authors document extraordinary differences in the performance of countries exporting seemingly identical products, be they natural resources or 'high-tech' goods. Further, they argue that globalization has so fragmented the production process that even talking about exported goods as opposed to tasks may be misleading. Reviewing evidence from history and from around the world, the authors conclude that policy makers should focus less on what is produced, and more on how it is produced. They analyze alternative approaches to picking winners but conclude by favoring 'horizontal-ish' policies--for instance, those that build human capital or foment innovation in existing and future products—that only incidentally favor some sectors over others.

Book excerpt: President Franklin Roosevelt created the Export-Import Bank of the United States (Ex-Im Bank) in 1934 to promote US trade in the midst of the Great Depression. At the outset, the Ex-Im Bank was instructed to supplement, not compete with, private sources of export finance. Historically, the Ex-Im Bank filled gaps when the private sector was reluctant to finance exports to politically uncertain areas-such as Latin America in the 1940s, Europe in the 1950s, and emerging markets more recently. Critics now ask whether-in the current era of vast private capital markets-significant financing gaps still exist that require government action. Put bluntly, should the Ex-Im Bank still be playing a role in financing US exports to emerging markets? Since the 1970s, the Ex-Im Bank has faced a new challenge: helping US exporters meet the financial competition from foreign export credit agencies (ECAs)-such as COFACE in France and the Export-Import Bank of Japan. The Ex-Im Bank has tried to cope with foreign ECAs in two different ways. One way is to negotiate common rules for export financing, under OECD auspices.
