Book Synopsis Citizen, Mother, Worker by : Emilie Stoltzfus
Download or read book Citizen, Mother, Worker written by Emilie Stoltzfus and published by UNC Press Books. This book was released on 2004-07-21 with total page 346 pages. Available in PDF, EPUB and Kindle. Book excerpt: During World War II, American women entered the workforce in unprecedented numbers, and many of them relied on federally funded child care programs. At the end of the war, working mothers vigorously protested the termination of child care subsidies. In Citizen, Mother, Worker, Emilie Stoltzfus traces grassroots activism and national and local policy debates concerning public funding of children's day care in the two decades after the end of World War II. Using events in Cleveland, Ohio; Washington, D.C.; and the state of California, Stoltzfus identifies a prevailing belief among postwar policymakers that women could best serve the nation as homemakers. Although federal funding was briefly extended after the end of the war, grassroots campaigns for subsidized day care in Cleveland and Washington met with only limited success. In California, however, mothers asserted their importance to the state's economy as "productive citizens" and won a permanent, state-funded child care program. In addition, by the 1960s, federal child care funding gained new life as an alternative to cash aid for poor single mothers. These debates about the public's stake in what many viewed as a private matter help illuminate America's changing social, political, and fiscal priorities, as well as the meaning of female citizenship in the postwar period.
Book Synopsis The Politics of Federal Judicial Administration by : Peter Graham Fish
Download or read book The Politics of Federal Judicial Administration written by Peter Graham Fish and published by Princeton University Press. This book was released on 2015-03-08 with total page 551 pages. Available in PDF, EPUB and Kindle. Book excerpt: Although administrative policy-making is overshadowed by the drama of judicial decision-making, it is a vital part of the judicial process. Peter Graham Fish examines the structure and legislative history of the various institutions of the federal judicial administration, their development, and their operation. He focuses on the lower courts to show that, although it is delimited by a network of formal institutions, the federal judicial administration is characterized by informality and voluntarism and depends, as he emphasizes, on the roles played by individual judges. As administrators, judges become deeply involved in politics, and Peter Graham Fish concentrates on the politics of the national judicial administration. Within this framework he raises enduring issues: Shall local federal judges be wholly independent or must they conform to uniform standards of law and administration? Shall administration be separate and diffused or united and centralized? Shall politics be superior or subordinate to so-called standards of "'efficiency"? Shall the interests of trial judges prevail over or be subordinate to the regional and national interests of appellate judges? How shall money, manpower, jurisdictional, and structural changes be distributed among the courts? To what extent, if any, should judges modify their behavior or institutions to meet external criticism? Originally published in 1973. Book Synopsis Congress Vs. the Bureaucracy by : Mordecai Lee
Download or read book Congress Vs. the Bureaucracy written by Mordecai Lee and published by University of Oklahoma Press. This book was released on 2012-09-13 with total page 336 pages. Available in PDF, EPUB and Kindle. Book excerpt: Government bureaucracy is something Americans have long loved to hate. Yet despite this general antipathy, some federal agencies have been wildly successful in cultivating the people’s favor. Take, for instance, the U.S. Forest Service and its still-popular Smokey Bear campaign. The agency early on gained a foothold in the public’s esteem when President Theodore Roosevelt championed its conservation policies and Forest Service press releases led to favorable coverage and further goodwill. Congress has rarely approved of such bureaucratic independence. In Congress vs. the Bureaucracy, political scientist Mordecai Lee—who has served as a legislative assistant on Capitol Hill and as a state senator—explores a century of congressional efforts to prevent government agencies from gaining support for their initiatives by communicating directly with the public. Through detailed case studies, Lee shows how federal agencies have used increasingly sophisticated publicity techniques to muster support for their activities—while Congress has passed laws to counter those PR efforts. The author first traces congressional resistance to Roosevelt’s campaigns to rally popular support for the Panama Canal project, then discusses the Forest Service, the War Department, the Census Bureau, and the Department of Agriculture. Lee’s analysis of more recent legislative bans on agency publicity in the George W. Bush administration reveals that political battles over PR persist to this day. Ultimately, despite Congress’s attempts to muzzle agency public relations, the bureaucracy usually wins. Opponents of agency PR have traditionally condemned it as propaganda, a sign of a mushrooming, self-serving bureaucracy, and a waste of taxpayer dollars. For government agencies, though, communication with the public is crucial to implementing their missions and surviving. In Congress vs. the Bureaucracy, Lee argues these conflicts are in fact healthy for America. They reflect a struggle for autonomy that shows our government’s system of checks and balances to be alive and working well.
