Such an analysis is particularly necessary at a time when Irish schools are experiencing unprecedented waves of curriculum reform in a context where substantive curriculum debates rarely occur. The book explores the implications of these contextual factors for 'official' understandings of and attitudes towards curriculum, with particular reference to the experiences of the curriculum development agencies, recent curriculum reforms and the nature of Irish curriculum contestation and discourse. Education and curriculum policy-making are considered from the perspectives of economic growth, social inclusion, policy fragmentation and the prevailing representational model of partnership. The study identifies the tensions that inevitably arise in attempting to achieve both quality and equality in education, and offers some alternatives to the prevailing contractual model of accountability. The author draws on his own long experience of curriculum development and evaluation and on interviews with key players in Irish curriculum decision-making.

In these wars, the United States has accomplished or more precisely revealed a strategic revolution. Most notably, U.S.-led coalitions sustained forces in Central Asia and the Caucasus over an extended period by sea and air for the rst time in history. Thus, American leaders and commanders revealed that the new military capabilities hitherto associated with the Revolution in Military Affairs (RMA) could be deployed anywhere in the world, that U.S. forces would and could be optimized for global power projection capabilities, and that new theaters like Central Asia were of considerable strategic importance to Washington. Their actions rejected a parallel to the ongoing Revolution in Strategic Affairs (RSA) that reaformed the importance of that area as a potential theater of strategic operations (a term taken originally from Soviet military thought).

The responses of democratic states throughout the world to the September 2001 terrorist attacks have varied greatly. This book analyses the various factors that had an impact on decisions on the use of force by governments of liberal democratic states. It seeks to explain differences in the security policies and practices of Australia, Canada, France, Germany and the UK regarding the war in Afghanistan, domestic counterterrorism measures and the Iraq War. To this end, the book combines the concepts of strategic culture and securitisation into a theoretical model that disentangles the individual structural and agential causes of the use of force by the state and sequentially analyses the impact of each causal component on the other. It argues that the norms of a strategic culture shape securitisation processes of different expressions, which then bring about distinct modes of the use of force in individual security policy decisions. While governments can also deviate from the constraints of a strategic culture, this is likely to encounter a strong reaction from large parts of the population which in turn can lead to a long-term change in strategic culture.
