Despite the growth of women's history and rural social history in the past thirty years, the work performed by women who lived in the nineteenth-century English countryside is still an under-researched issue. Verdon directly addresses this gap in the historiography, placing the rural female labourer centre stage for the first time. The involvement of women in the rural labour market as farm servants, as day labourers in agriculture, and as domestic workers, are all examined using a wide range of printed and unpublished sources from across England. The roles village women performed in the informal rural economy (household labour, gathering resources and exploiting systems of barterand exchange) are also assessed. Changes in women's economic opportunities are explored, alongside the implications of region, age, marital status, number of children in the family and local custom; women's economic contribution to the rural labouring household is established as a critical part of family subsistence, despite criticism of such work and the rise in male wages after 1850. However, the author sees it as a stage in the transition from feudalism to capitalism—a halfway house. Separate chapters then discuss the growth and structure of the framework knitting industry in Shepshed and the social implications of this economic change; the patterns of immigration, population turnover, and generational replacement in Shepshed and Bottesford; and industrial involution and domestic organization in 1851. Book excerpt: Britain and America were the first two countries with mechanised cotton manufacturing industries, the first major factory systems of production and the first major employers of women outside of the domestic environment. The combination of being new wage earners in the first trans-national industry and their public prominence as workers makes these women's role as employees significant; they set the early standard for women as waged labour, to which later female workers were compared. This book analyses how women workers influenced patterns of industrial organization and offers a new perspective on relationships between gender and work and on industrial development. The primary theme of the study is the attempt to control the work process through co-operation, coercion and conflict between women workers, their male counterparts and manufacturers. Drawing upon examples of women's subversive activities and attitudes toward the discourses of labour, the book emphasizes the variety of women's work experiences. By using this diversity of experience in a comparative way, the book reaches conclusions that challenge a variety of historical concepts, including separate spheres of influence for men and women and related economic theories, for example that women were passive players in the workplace, evolutionary theories with respect to industrial development, and business culture within and between the two industries. Overall it provides the fresh approach that highlights and explains women's agency as operatives and paid workers during industrialization.

Book excerpt: In the mid-nineteenth century, American and British governments marched with great fanfare into the marketplace of knowledge and publishing. British royal commissions of inquiry, inspectorates, and parliamentary committees conducted famous social inquiries into child labor, poverty, housing, and factories. The American federal government studied Indian tribes, explored the West, and investigated the condition of the South during and after the Civil War. Performing, printing, and then circulating these studies, government established an economy of exchange with its diverse constituencies. In this medium, which Frankel terms "print statism," not only tangible objects such as reports and books but knowledge itself changed hands. As participants, citizens assumed the standing of informants and readers. Even as policy investigations and official reportage became a distinctive feature of the modern governing process, buttressing the claim of the state to represent its populace, government discovered an unintended consequence: it could exercise only limited control over the process of inquiry, the behavior of its emissaries as investigators or authors, and the fate of official reports once issued and widely circulated. This study contributes to current debates over knowledge, print culture, and the growth of the state as well as the nature and history of the "public sphere." It interweaves innovative, theoretical discussions into meticulous, historical analysis.

Building his argument on three case studies—the Hanley pottery industry, Hull fisheries, and Redditch needlemakers—Steinberg employs both local and national analyses to emphasize the ways in which these master-servant laws allowed employers to use the criminal prosecutions of workers to maintain control of their labor force.
