Book excerpt: Does integration into international markets and political co-operation help to build democracy? This question is motivated by an interesting empirical observation: between 1950 and 2000 the magnitude of international trade and co-operation increased rapidly while the majority of the observed regime transitions did not establish democratic rule but various types of authoritarianism. The study employs a game theoretic model that explicitly accounts for democratization and developments towards authoritarianism. Additionally it suggests utilizing an unconventional measure of regime change that considers positive and negative meaningful institutional changes as well as minor alterations. By applying various regression models it can be shown that strongly integrated authoritarian regimes are less likely to develop towards democracy. While less integrated regimes rather democratize, increasing levels of integration into global markets are likely to stabilize authoritarianism. Moreover, if integrated regimes alter, they are more likely to shift towards stricter authoritarianism. The findings motivate to rethink the common academic and political perception that international co-operation and integration foster democratization. The results of this examination strongly question the efficiency of policies that rely on this perception.

In this book, Marcelo Bergman shows how success in getting citizens to pay their taxes is related intimately to the social norms that undergird the rule of law. The threat of legal sanctions is itself insufficient to motivate compliance, he argues. That kind of deterrence works best when citizens already have other reasons to want to comply, based on their beliefs about what is fair and about how their fellow citizens are behaving. The problem of "free riding," which arises when cheaters can count on enough suckers to pay their taxes so they can avoid doing so and still benefit from the government’s supply of public goods, cannot be reversed just by stringent law, because the success of governmental enforcement ultimately depends on the social equilibrium that predominates in each country. Culture and state effectiveness are inherently linked. Using a wealth of new data drawn from his own multidimensional research involving game theory, statistical models, surveys, and simulations, Bergman compares Argentina and Chile to show how, in two societies that otherwise share much in common, the differing traditions of rule of law explain why so many citizens evade paying taxes in Argentina—and why, in Chile, most citizens comply with the law. Book excerpt: Conventional wisdom dictates that a fiscal policy should be counter-cyclical. However, contrary to this conventional views, recent research has demonstrated that fiscal policy is actually procyclical in most developing countries. In this book, we attempt to propose a new interpretation of this procyclicality after reviewing theoretical and empirical evolution of the research. In particular, by incorporating the political effort behavior of private agents into a weak government model, we explore how income fluctuations affect the optimal budget deficits in a political economy. If the government can control the political behavior, normally, the optimal budget deficit should rise in a recession as a first-best case; however, interestingly, a recession does not necessarily prompt an increase in the budget deficits in a second-best political economy. The response of the budget deficits to income fluctuations mainly depends on the efficiency of political effort, which may correspond to the degree of democracy and bureaucratic efficiency of the governments. We test the prediction of the pro-cyclical fiscal policy and find it applicable for democratic countries with semi-efficient governments including Japan.
