Book excerpt: China’s reaction to the United States’ new maritime strategy will significantly impact its success, according to three Naval War College professors. Based on the premise that preventing wars is as important as winning wars, this new U.S. strategy, they explain, embodies a historic reassessment of the international system and how the United States can best pursue its interests in cooperation with other nations. The authors contend that despite recent turbulence in U.S.-China military relations, substantial shared interests could enable extensive U.S.-China maritime security cooperation, as they attempt to reach an understanding of “competitive coexistence.” But for professionals to structure cooperation, they warn, Washington and Beijing must create sufficient political and institutional space.

Available in PDF, EPUB and Kindle. Book excerpt: This paper analyzes whether the United States Navy's vision of Sea Power 21 can support the Major Combat Operations Joint Operating Concept (MCO JOC). The analysis focuses on whether Sea Power 21 and the pillars thereof (ForceNet, Sea Strike, Sea Shield, and Sea Basing) support the specified tasks of the MCO JOC Functional Area Capabilities to include Command and Control Capabilities, Battlespace Awareness Capabilities, Force Application Capabilities, Focused Logistics Capabilities, and Protection Capabilities. The analysis concludes that Sea Power 21 and its supporting pillars lack the doctrinal backing to support the MCO JOC. Recommendations include crafting Sea Power 21 as a joint endeavor as well as developing coordinating Sea Power 21 doctrine to support future joint warfighting.

Available in PDF, EPUB and Kindle. Book excerpt: Xi Jinping has made his ambitions for the People's Liberation Army (PLA) perfectly clear, there is no mystery what he wants, first, that China should become a "great maritime power" and secondly, that the PLA "become a world-class armed force by 2050." He wants this latter objective to be largely completed by 2035. China as a Twenty-First-Century Naval Power focuses on China's navy and how it is being transformed to satisfy the "world class" goal. Beginning with an exploration of why China is seeking to become such a major maritime power, author Michael McDevitt first explores the strategic rationale behind Xi's two objectives. China's reliance on foreign trade and overseas interests such as China's Belt and Road strategy. In turn this has created concerns within the senior levels of China's military about the vulnerability of its overseas interests and maritime life-lines. is a major theme. McDevitt dubs this China's "sea lane anxiety" and traces how this has required the PLA Navy to evolve from a "near seas"-focused navy to one that has global reach; a "blue water navy." He details how quickly this transformation has taken place, thanks to a patient step-by-step approach and abundant funding. The more than 10 years of anti-piracy patrols in the far reaches of the Indian Ocean has acted as a learning curve accelerator to "blue water" status. McDevitt then explores the PLA Navy's role in the South China Sea and the Indian Ocean. He provides a detailed assessment of what the PLAN will be expected to do if Beijing chooses to attack Taiwan potentially triggering combat with America's "first responders" in East Asia, especially the U.S. Seventh Fleet and U.S. Fifth Air Force. He conducts a close exploration of how the PLA Navy fits into China's campaign plan aimed at keeping reinforcing U.S. forces at arm's length (what the Pentagon calls anti-access and area denial [A2/AD]) if war has broken out over Taiwan, or because of attacks on U.S. allies and friends that live in the shadow of China. McDevitt does not know how Xi defines "world class" but the evidence from the past 15 years of building a blue water force has already made the PLA Navy the second largest globally capable navy in the world. This book concludes with a forecast of what Xi's vision of a "world-class navy" might look like in the next fifteen years when the 2035 deadline is reached.

Book excerpt: From one of the most admired admirals of his generation—and the only admiral to serve as Supreme Allied Commander at NATO—comes a remarkable voyage through all of the world’s most important bodies of water, providing the story of naval power as a driver of human history and a crucial element in our current geopolitical path. From the time of the Greeks and the Persians clashing in the Mediterranean, sea power has determined world power. To an extent that is often underappreciated, it still does. No one understands this better than Admiral Jim Stavridis. In Sea Power, Admiral Stavridis takes us with him on a tour of the world’s oceans from the admiral’s chair, showing us how the geography of the oceans has shaped the destiny of nations, and how naval power has in a real sense made the world we live in today, and will shape the world we live in tomorrow. Not least, Sea Power is marvelous naval history, giving us fresh insight into great naval engagements from the battles of Salamis and Lepanto through to Trafalgar, the Battle of the Atlantic, and submarine conflicts of the Cold War. It is also a keen-eyed reckoning with the likely sites of our next major naval conflicts, particularly the Arctic Ocean, Eastern Mediterranean, and the South China Sea. Finally, Sea Power steps back to take a holistic view of the plagues to our oceans that are best seen that way, from piracy to pollution. When most of us look at a globe, we focus on the shape of the of the seven continents. Admiral Stavridis sees the shapes of the seven seas. After reading Sea Power, you will too. Not since Alfred Thayer Mahan’s legendary The Influence of Sea Power upon History have we had such a powerful reckoning with this vital subject.

Never before have the maritime forces of the U.S. -- the Navy, Marine Corps, and Coast Guard -- come together to create a unified maritime strategy. This strategy stresses an approach that integrates seapower with other elements of national power, as well as those of our friends and allies. It describes how seapower will be applied around the world to protect our way of life, as we join with other like-minded nations to protect and sustain the global system through which we prosper. The three services will secure the U.S. from direct attack; secure strategic access and retain global freedom of action; strengthen existing and emerging alliances and partnerships and establish favorable security conditions. Book excerpt: This Strategic Research Project analyzes the relationship between U.S. National Security Strategy, Defense Transformation and Maritime Strategy. Specifically, it focuses on the U.S. Navy's Sea Power 21 strategy and its most transformational pillar, Sea Basing. This Strategic Research Paper analyzes the operational concepts, key issues, and recent fleet experience with Sea Basing. My thesis is that an incremental, evolutionary approach to Sea Basing is appropriate as the U.S. Navy transitions from its role as Cold War Superpower to 21st Century Hegemon. The majority of the research on this strategic research project is less than 18 months old, with a significant portion less than three months old. A critical view of all sources is required since their purposes are fundamentally based on visions of future requirements as well as proposed plans to meet these future requirements. A strong Navy-Marine Corps bias runs through most sources; vetting of this concept through the joint process (Joint Integrating Concept) is in progress.

Book excerpt: This book offers an assessment of the naval policies of emerging naval powers, and the implications for maritime security relations and the global maritime order. Since the end of the Cold War, China, Japan, India and Russia have begun to challenge the status quo with the acquisition of advanced naval capabilities. The emergence of rising naval powers is a cause for concern, as the potential for great power instability is exacerbated by the multiple maritime territorial disputes among new and established naval powers. This work explores the underlying sources of maritime ambition through an analysis of various historical cases of naval expansionism. It analyses both the sources and dynamics of international naval competition, and looks at the ways in which maritime stability and the widespread benefits of international commerce and maritime resource extraction can be sustained through the twenty-first century. This book will be of much interest to students of naval power, Asian security and politics, strategic studies, security studies and IR in general.

Book excerpt: Parry argues that in the second decade of the 21st century, the sea is set to reclaim its status as the world's preeminent strategic medium. Almost everything that travels virtually between continents and states on the Internet moves, in reality, across, under or over the sea. Parry makes the case that the next decade will witness a scramble for the sea, involving competition for oceanic resources and the attempted political and economic colonization of large tracts of what have, until now, been considered international waters and shipping routes. Can the UK, with its seafaring history, reclaim the waves?
