Book excerpt: The Committee's report considers two key issues: the maintenance of a universal service and the continuation of a sustainable Post Office network across Scotland. The report welcomes assurances that Scotland would not be made exempt from the universal service obligation. Further clarification is needed on Ofcom's power to designate more than one universal service provider. Ofcom should be required to consult with consumers, small businesses and vulnerable users in remote, rural and island communities in Scotland before it recommends any changes to the existing USO. There are considerable advantages to a long, stable and robust relationship between Royal Mail Group and Post Office Ltd and the Committee recommends that a ten year Inter Business Agreement should be reached prior to any sale of Royal Mail. On the Post Office network, the Bill makes no provision for the number of Post Offices and does not set out criteria for access to the network, a matter of concern because the current criteria could be met by 7,500 branches rather than the existing 11,500 branches. This could lead to many closures in Scotland. The Committee recommends that the Government gives assurances to preserving the existing network of branches. Elements of Outreach Post Offices, which replaced 102 Post Office branches in rural and remote parts of Scotland, are not sufficiently robust or reliable to provide an adequate service, according to the Committee, and it fears the new Post Office Local risks downgrading the service further. Improvements should be delivered as a matter of urgency.

Book excerpt: Credit and Community examines the history of consumer credit and debt in working class communities. Concentrating on forms of credit that were traditionally very dependent on personal relationships and social networks, such as mail-order catalogues and co-operatives, it demonstrates how community-based arrangements declined as more impersonal forms of borrowing emerged during the twentieth century. Tallymen and check traders moved into doorstep moneylending during the 1960s, but in subsequent decades the loss of their best working class customers, owing to increased spending power and the emergence of a broader range of credit alternatives, forced them to focus on the 'financially excluded'. This 'sub-prime' market was open for exploitation by unlicensed lenders, and Sean O'Connell offers the first detailed historical investigation of illegal moneylending in the UK, encompassing the 'she usurers' of Edwardian Liverpool and the violent loan sharks of Blair's Britain. O'Connell contrasts such commercial forms of credit with formal and informal co-operative alternatives, such as 'diddlum clubs', 'partners', and mutuality clubs. He provides the first history of the UK credit unions, revealing the importance of Irish and Caribbean immigrant volunteers, and explains the relative failure of the movement compared with Ireland. Drawing on a wide range of neglected sources, including the archives of consumer credit companies, the records of the co-operative and credit union movements, and government papers, Credit and Community makes a strong contribution to historical understandings of credit and debt. Oral history testimony from both sides of the credit divide is used to telling effect, offering key insights into the complex nature of the relationship between borrowers and lenders.

Available in PDF, EPUB and Kindle. Book excerpt: The second Scotland analysis paper, Currency and monetary policy, explained that the currency and macroeconomic framework that operates across the UK would not be able to continue between two separate states. In the event of a vote for independence, there would be further consequences for the financial sector and for its customers which are analysed in the current paper. The most profound implication is that independence would create two separate financial jurisdictions: the continuing UK and a new, independent Scotland, which would require its own legal and regulatory framework. The competitiveness of Scotland's financial sector is aided by its location within the UK. Industry and international bodies view the UK as a strong tax and regulatory regime, building customers' and partner organisations' trust in UK financial firms. Being part of the UK helps support the Scottish financial services sector, which generates employment not just in financial services firms, but in the professional and other services that support the sector. Location in a larger economy also helps to reduce firms' cost of borrowing because markets perceive these firms as less of a risk. If Scotland became independent, this position would be called into question: The Scottish banking sector would be exceptionally large compared to the size of an independent Scotland's economy, making it more vulnerable to financial shocks than it is as part of the larger UK. There could be questions about an independent Scotland's ability to stabilise its banking system in the event of a future financial crisis

Book excerpt: This report examines the impact on Scotland of the current economic crisis, specifically the recapitalisation of two of its largest banks: Royal Bank of Scotland (RBS) and the newly merged Lloyds TSB and Halifax Bank of Scotland. Evidence suggests that customers are not being fairly treated by the very banks being supported by taxpayers' money to the tune of hundreds of billions of pounds. The Committee is disappointed that both banks and the Minister consider it a necessary evil to reward to certain bank executives with enormous bonuses when thousands of rank and file employees face redundancy. They are not convinced that there has been a change of culture within banks as a result of the crisis and are concerned that front-line staff are still being pressured to sell potentially unsuitable products such as loans and credit cards to customers at pre-crisis levels. Furthermore, small and medium sized businesses vital to the Scottish economy have experienced extreme difficulties in the past eighteen months in accessing the finance necessary to keep themselves afloat. This inquiry specifically covered the effect of the banking crisis on jobs, services to the public and small business lending in Scotland; the effect of the failure of Scottish banks and building societies on the international reputation of Scotland's banking sector and the effectiveness of measures put in place by the UK Government
