Book excerpt: Since 1985, scientists have been documenting a hypoxic zone in the Gulf of Mexico each year. The hypoxic zone, an area of low dissolved oxygen that cannot s- port marine life, generally manifests itself in the spring. Since marine species either die or ee the hypoxic zone, the spread of hypoxia reduces the available habitat for marine species, which are important for the ecosystem as well as commercial and recreational shing in the Gulf. Since 2001, the hypoxic zone has averaged 2 1 16,500 km during its peak summer months , an area slightly larger than the state 2 2 of Connecticut, and ranged from a low of 8,500 km to a high of 22,000 km . To address the hypoxia problem, the Mississippi River/Gulf of Mexico Watershed Nutrient Task Force (or Task Force) was formed to bring together represen- tives from federal agencies, states, and tribes to consider options for responding to hypoxia. The Task Force asked the White House Of ce of Science and Technology Policy to conduct a scienti c assessment of the causes and consequences of Gulf hypoxia through its Committee on Environment and Natural Resources (CENR).

Book excerpt: A large area of coastal waters in the northern Gulf of Mexico experiences seasonal conditions of low levels of dissolved oxygen, a condition known as hypoxia. Excess discharge of nutrients into the Gulf of Mexico from the Mississippi and Atchafalaya rivers causes nutrient overenrichment in the gulf's coastal waters and stimulates the growth of large algae blooms. When these algae die, the process of decomposition depletes dissolved oxygen from the water column and creates hypoxic conditions. In considering how to implement provisions of the Clean Water Act to strengthen nutrient reduction objectives across the Mississippi River basin, the U.S. Environmental Protection Agency (EPA) requested advice from the National Research Council. This book represents the results of the committee's investigations and deliberations, and recommends that the EPA and U.S. Department of Agriculture should jointly establish a Nutrient Control Implementation Initiative to learn more about the effectiveness of actions meant to improve water quality throughout the Mississippi River basin and into the northern Gulf of Mexico. Other recommendations include how to move forward on the larger process of allocating nutrient loading caps-which entails delegating responsibilities for reducing nutrient pollutants such as nitrogen and phosphorus-across the basin.

Available in PDF, EPUB and Kindle. Book excerpt: Anthropogenic and natural disturbances to freshwater quantity and quality are a greater issue for society than ever before. To successfully restore water resources requires understanding the interactions between hydrology, climate, land use, water quality, ecology, and social and economic pressures. This Special Issue of Water includes cutting edge research broadly addressing investigative areas related to experimental study designs and modeling, freshwater pollutants of concern, and human dimensions of water use and management. Results demonstrate the immense, globally transferable value of the experimental watershed approach, the relevance and critical importance of current integrated studies of pollutants of concern, and the imperative to include human sociological and economic processes in water resources investigations. In spite of the latest progress, as demonstrated in this Special Issue, managers remain insufficiently informed to make the best water resource decisions amidst combined influences of land use change, rapid ongoing human population growth, and changing environmental conditions. There is, thus, a persistent need for further advancements in integrated and interdisciplinary research to improve the scientific understanding, management, and future sustainability of water resources.

Book excerpt: As appreciation of the interdisciplinary and multidimensional character of environmental issues has increased, there have been attempts to address regional needs more directly. One of these, the Regional Marine Research Program (RMRP), was established by Congress in 1990 to provide a mechanism to fund coastal marine research based on regionally-defined priorities. The RMRP legislation established a system of nine regional marine research boards around the United States. Each board was responsible for planning marine research to address issues of water quality and ecosystem health on a regional scale. Although all nine regions received funding for planning activities and development of a research plan, only the Gulf of Maine RMRP received funding for program implementation. The completion of the Gulf of Maine program, in 1997, presents an opportunity to evaluate whether the process for planning and managing the Gulf of Maine research was adequate, whether the research fulfilled the goals of the program, and whether this experience should serve as a model for similar regional programs elsewhere. Bridging Boundaries through Regional Marine Research is a study of the RMRP, with a specific review of the Gulf of Maine program as well as an assessment of other modesl for regional marine research. This report assesses the need for regional marine research, reviews processes by which regional marine research needs can be defined, and discusses existing programs for regional marine research in the United States. It also identifies short- and long-term approaches that might be taken by NOAA.

Available in PDF, EPUB and Kindle. Book excerpt: Nutrients from farms in the Mississippi River Basin are the leading cause of the Gulf of Mexico‘s 'Dead Zone,' a 5,000 to 7,000 square mile region where declining oxygen levels are threatening the survival of marine life. From the Corn Belt to the Gulf explores how new agricultural policy can help alleviate this problem, and at the same time improve water quality overall, enhance biodiversity, improve the quality of life for the people who live and work in Corn Belt communities, and relieve downstream flooding. The themes of the book are the far-reaching environmental impacts of Corn Belt agriculture, including associated economic and social effects at multiple spatial scales - and the potential for future agricultural policy to address those impacts through changes in agricultural landscapes and practices. We know that the environmental 'footprint' of Corn Belt agriculture extends beyond farmland and adjacent lakes and streams to groundwater, rivers, cities downstream, into the Gulf of Mexico, and, ultimately, to global oceanic and atmospheric systems. And we acknowledge that agricultural policies, including commodity support payments, have economic impacts at the national and international levels. Pressing negotiations with America‘s trade partners, along with increasing societal attention to both the costs and environmental effects of current agricultural policy, are creating momentum for policy change. From the Corn Belt to the Gulf presents innovative, integrated assessments of the agriculture and ecological systems in the Mississippi River Basin along with studies of local Iowa agricultural watersheds. Contributors from multiple academic and professional disciplines discuss how agricultural policies have contributed to current environmental conditions, and, in what the authors term 'alternative futures' for agricultural landscapes, envision how new policy can help achieve more beneficial patterns.

The answer is simple: without it, life on this planet could not exist. Yet, despite this fact, reckless consumption practices from a growing population are drying up the Earth's already limited water resources. Other factors, such as river and lake contamination, rising temperatures, and disproportionate geographic accessibility further contribute to the fresh water crisis. To confront this pressing concern, this enlightening guide, which covers over twenty case studies offering insights into real-world projects, uses a holistic, integrated approach to illustrate ways to preserve vital water supplies -- from green design remedies to encouraging greater personal responsibility. This book: Provides a basic overview of water resources, hydrology, current problems involving water resources, and the potential impact of global warming and climate change. Covers watershed planning, Best Management Practices, and potential design and planning solutions. Offers a concise overview of the issues affecting water use and management. Includes a full chapter dedicated to planning issues, and a full chapter covering site planning, design, and implementation. Sustainable Solutions for Water Resources takes a practical approach to head off a global water catastrophe by offering sensible measures that can be put in place immediately to promote a clean, plentiful flow of the Earth's most precious resource.

Book excerpt: Most water resources managers, scientists, and other experts would agree that nonpoint source pollution is a more pressing and challenging national water quality problem today than point source pollution. Nonpoint sources of pollutants include parking lots, farm fields, forests, or any source not from a discrete conveyance such as a pipe or canal. Of particular concern across the Mississippi River basin (MRB) are high levels of nutrient loadings--nitrogen and phosphorus--from both nonpoint and point sources that ultimately are discharged into the northern Gulf of Mexico (NGOM). Nutrients emanate from both point and nonpoint sources across the river basin, but the large majority of nutrient yields across the MRB are nonpoint in nature and are associated with agricultural activities, especially applications of nitrogen-based fertilizers and runoff from concentrated animal feeding operations. Improving Water Quality in the Mississippi River Basin and Northern Gulf of Mexico offers strategic advice and priorities for addressing MRB and NGOM water quality management and improvements. Although there is considerable uncertainty as to whether national water quality goals can be fully realized without some fundamental changes to the CWA, there is general agreement that significant progress can be made under existing statutory authority and budgetary processes. This book includes four sections identifying priority areas and offering recommendations to EPA and others regarding priority actions for Clean Water Act implementation across the Mississippi River basin. These sections are: USDA's Mississippi River Basin Healthy Watersheds Initiative; Numeric Water Quality Criteria for the northern Gulf of Mexico; A Basinwide Strategy for Nutrient Management and Water Quality; and, Stronger Leadership and Collaboration.

It is one of both responsibility—including the sustainable or unsustainable management of natural resources—and emotion, like the elation gleaned from a beautiful landscape or the devastation experienced from a natural disaster. Human-induced damage to the environment has widespread consequences for Earth and its inhabitants that have already included sea level rise, increased wildlife extinctions, heatwaves, droughts, intensified air pollution, and water shortages. This book provides comprehensive coverage of the complex interactions between people and the environment. It presents three clear, honest, and down-to-earth essays that cover the devastating impact humans have on the environment; the equally devastating impact the environment has on humans at times; and the positive impact that increasing awareness of our effect on the planet is having on the movement to create a more sustainable future. In addition, in-depth entries on 60 key environmental geography terms, such as deforestation, ecotourism, and environmental justice, provide a deeper dive into the topic; 15 real-world case studies on topics like the Great Pacific Garbage Patch and the Great Green Wall of Africa illustrate geography in action; and 10 brief spotlights from around the world draw the reader in with relevant facts.
