Available in PDF, EPUB and Kindle. Book excerpt: Al Ramirez writes on the subject of how the public schools in the United States are financed and how other funds are raised for educational programs in elementary and secondary schools. A context for public school finance is provided throughout the volume by grounding each topic in historical, policy, political, and common practice, so the work spans both the theoretical and practical aspects of the subject matter. The text is written primarily for graduate students in programs for education leadership, administration, policy studies, public administration, public finance and public accounting. The content will also serve as a resource for practitioners and education policy leaders, e.g., school board members, foundation program officers, legislators, and policy analysts at the local, state and national levels. Each chapter is structured so as to enhance the book's value to pre-service students preparing for entry-level school administration positions as well as candidates for advanced degrees who need more research based theoretical content on school finance. The author recognizes that each state has its own unique funding approach and guides readers to state resources that supplement the books content.

This logically organized resource delivers content on a specific state basis in succinct, easy-to-follow chapters that uniquely applies to each reader’s actual situation and location. Above all, this text expands the reader’s comprehension of school finance topics beyond knowledge acquisition into knowhow applications through genuine, end-of-chapter projects and scenarios for discussion with colleagues. Applying the principles from this book remains an absolute necessity to position your school and district for a strong financial future.

Book excerpt: Improving public schools through performance-based funding Spurred by court rulings requiring states to increase public-school funding, the United States now spends more per student on K-12 education than almost any other country. Yet American students still achieve less than their foreign counterparts, their performance has been flat for decades, millions of them are failing, and poor and minority students remain far behind their more advantaged peers. In this book, Eric Hanushek and Alfred Lindseth trace the history of reform efforts and conclude that the principal focus of both courts and legislatures on ever-increasing funding has done little to improve student achievement. Instead, Hanushek and Lindseth propose a new approach: a performance-based system that directly links funding to success in raising student achievement. This system would empower and motivate educators to make better, more cost-effective decisions about how to run their schools, ultimately leading to improved student performance. Hanushek and Lindseth have been important participants in the school funding debate for three decades. Here, they draw on their experience, as well as the best available research and data, to show why improving schools will require overhauling the way financing, incentives, and accountability work in public education.

Cardenas, offers us an insider's view of the 28-year history of school finance in Texas. Dr. Cardenas is the founder & director emeritus of IDRA & is the only person who has been actively involved in the entire school finance reform effort since the early days of the RODRIGUEZ VS. SAN ANTONIO ISD litigation when he was superintendent of the Edgewood Independent School District. More than a history, this book provides a blueprint for persons interested in bringing about future reform in schools & other social institutions. Beginning with a description of the Texas system in 1950, the account covers court cases, legislation, & advocacy efforts & concludes with the status & future of school finance reform. Personal vignettes sprinkled throughout offer glimpses of those special untold moments that impacted history. Much of this volume - including the myths of school finance & lessons learned - relate to reform efforts in other states as well. Dr. James A. Kelly, president of the National Board of Professional Teaching Standards, provides a foreword, "Fighting the Good Fight," describing Dr. Cardenas as a trailblazer & pioneer. Available in PDF, EPUB and Kindle. Book excerpt: Political Economy of Public Education Finance takes a unique approach in examining distribution of public education spending across urban school districts in the USA. It provides a thorough and rigorous quantitative examination of the joint roles of school choice and political institutions in inequity in school district spending in the USA. This book additionally provides conceptual and empirical treatment to a topic within the vast school choice scholarship that has been studied the least so far: competition among school districts in the urban regional market. The author further offers insight into the role of political institutions in ensuring equity in public school spending. These institutions provide critical leadership in managing inter-school district competition in the regional context. Since equity in school finance is the outcome of interest in this book, it includes necessary and sufficient attention to the topic too.

Dr. Charles R. Waggoner discusses the basics and current trends of educational finance to provide the beginning principal with a firm foundation that is essential for novice principals. An excellent reference that is written in a clear, comprehensive manner, Communicating School Finance focuses on how to build budgets, how the principal affects the budget, and how the principal communicates the budget to the staff. It provides real-life examples that will guide school officials through the often incomprehensible maze of school funding. "Dr. Charles Waggoner has a wealth of successful experience from which to draw. Resourceful and very well read, Chuck has guided the financial fortunes of several districts with expediency and appropriate frugalness. This book is like a friend talking to the reader. Tells 'em all they need to know and doesn't scare them off or put them to sleep. Prospective principals should find it very useful without being overly labored." -Roger Icenogle, ex-principal and assistant regional superintendent of schools. "Chuck Waggoner is a financial genius." -Fred Abel, former professor of education

Book Synopsis Education by : Sharon Wenger

Book excerpt: This briefing paper discusses the issue of school finance. The School District Finance and Quality Performance Act and Bond and Interest State Aid Program provide the funding for all unified school districts in Kansas. The Base State Aid Per Pupil is 4,316 dollars. The amount of base state aid per pupil is multiplied by the adjusted full time equivalent enrollment of each district to determine the legal maximum authority for the district. Enrollment adjustments are added to the full-time equivalent enrollment in order to reflect additional costs associated with serving certain pupil populations, transporting pupils, operating smaller and larger enrollment school districts, and adding and operating new school facilities. There is a total of eleven such weights. The General State Aid is determined by subtracting the local effort from legal maximum authority amount. The secondary part of the formula is the local option budget which is know as Supplemental General State Aid may approve Local Option Budget spending in any amount up to 30.0 percent of its State Financial Aid in FY 2007, 31.0 percent in FY 2008 and thereafter. Finally, bond and interest state aid is based on an equalization principle which is designed to provide state aid inversely to school district assessed valuation per pupil. One matching rate is applicable for the duration of bond and interest payment associated with bonds issued prior to July 1, 1992. A different matching rate applies during the life of bonds issued on or after July 1, 1992.
