It provides data on the structure, finances and performance of education systems across OECD, accession and partner countries. More than 100 charts and tables in this publication – as well as links to much more available on the educational database – provide key information on the output of educational institutions; the impact of learning across countries; access, participation and progression in education; the financial resources invested in education; and teachers, the learning environment and the organisation of schools. The 2024 edition focuses on equity, investigating how progress through education and the associated learning and labour market outcomes are impacted by dimensions such as gender, socio-economic status, country of birth and regional location. A specific chapter is dedicated to the Sustainable Development Goal 4 on education, providing an assessment of where OECD, accession and partner countries stand in providing equal access to quality education at all levels.

Book excerpt: "Astonishingly important.” —Alex Kotlowitz, The Atlantic Through the stories of five American families, a masterful and timely exploration of how hope, history, and racial denial collide in the suburbs and their schools Outside Atlanta, a middle-class Black family faces off with a school system seemingly bent on punishing their teenage son. North of Dallas, a conservative white family relocates to an affluent suburban enclave, but can’t escape the changes sweeping the country. On Chicago’s North Shore, a multiracial mom joins an ultraprogressive challenge to the town’s liberal status quo. In Compton, California, whose suburban roots are now barely recognizable, undocumented Hispanic parents place their gifted son’s future in the hands of educators at a remarkable elementary school. And outside Pittsburgh, a Black mother moves to the same street where author Benjamin Herold grew up, then confronts the destructive legacy left behind by white families like his. Disillusioned braids these human stories together with penetrating local and national history to reveal a vicious cycle undermining the dreams upon which American suburbia was built. For generations, upwardly mobile white families have extracted opportunity from the nation’s heavily subsidized suburbs, then moved on before the bills for maintenance and repair came due, leaving the mostly Black and Brown families who followed to clean up the ensuing mess. But now, sweeping demographic shifts and the dawning realization that endless expansion is no longer feasible are disrupting this pattern, forcing everyday families to confront a truth their communities were designed to avoid: The suburban lifestyle dream is a Ponzi scheme whose unraveling threatens us all. How do we come to terms with this troubled history? How do we build a future in which all children can thrive? Drawing upon his decorated career as an education journalist, Herold explores these pressing debates with expertise and perspective. Then, alongside Bethany Smith—the mother from his old neighborhood, who contributes a powerful epilogue to the book—he offers a hopeful path toward renewal. The result is nothing short of a journalistic masterpiece.

Available in PDF, EPUB and Kindle. Book excerpt: American education has changed dramatically over the last century. The small, locally controlled school, supported by a concerned educational village fostered learning, personal accountability, patriotism and economic growth for a young nation. Today, however, American schools are typically large, consolidated, bureaucratic organizations controlled by state and/or municipal governments. The administration of these schools is hierarchical and corporate in form while its curriculum is oriented toward the needs of the business community. Assessment through standardized testing, moreover, has become the cornerstone of American education. Assessment, Bureaucracy, and Consolidation: TheIssues Facing Schools Today examines this remarkable transformation in the form and function of education and assesses the problems and possibilities for the future of schools and our nation. Additional key features of this book include: •A clear comprehensive history of the modern American school from the nineteenth century to the present and its impact on teachers, students, parents and the community at large •An Explanation of the impact of bureaucratic organization and the movement toward large schools •Critiques of past reform experiments in public education •A Placement of the contemporary standardized assessment movement in historical context •A reevaluation of the relationship between education and business •An evaluation of returning education to locally controlled schools, reconnecting educational practitioners with the educational village

Available in PDF, EPUB and Kindle. Book excerpt: This book addresses two issues related to the structure of local government: the determinants of consolidation and the potential impact of consolidation on local government spending. This is a narrow undertaking and leaves important elements of local government reform for future analysis. The study's primary foci are examining the factors that influence city-county consolidation, considering the impact of city-county consolidation on local government spending, and estimating the potential savings that could result from the scale economies and efficiency gains from consolidating local government units. While other regions of the United States are considered in this study, but the analysis focuses primarily on the Midwest where population declines and changes in the employment base and state policies (such as property tax caps in Indiana) have had dramatic effects on the fiscal viability of local governments. The current economic climate, along with policy changes related to property tax restructuring in many states, has led to substantial reductions in local governments' budgets. As a result, many local governments are in crisis and are considering some level of consolidation. Statistical methods and data on consolidation referendum attempts in the United States since 1970 are used to test whether governments that have consolidated (i.e., voters approved the consolidation referendum) had higher spending prior to their consolidation (as measured by local government employment rates, payrolls, and expenditures) compared to the average local government in the state. The effects of city-county consolidation are explored; using consolidation referendum data, the impact of consolidation on local government employment rates, payrolls, and expenditures is examined. The influence of consolidation on economic development is also investigated with some interesting results. The study also used two methods to estimate the savings from government consolidation and presents aggregate models to examine the potential savings from economies of scale and efficiency improvements. The book also helpfully provides a helpful discussion of the economies of scale and efficiency for several functional areas, including police and fire protection, sewerage, solid waste, public welfare, administration, health, education, and libraries. This book will be an essential resource for political scientists and policy makers interested in American government. Written in a highly accessible manner, it will also be a valuable read for students and general readers.

Available in PDF, EPUB and Kindle. Book excerpt: Do charter schools strengthen students’ educational experience? What are their social costs? This volume brings together a group of premier researchers to address questions about the purposes of charter schools and the role of public policy in shaping the educational agenda. Chapter authors explore topics seldom encountered in the current charter school debate, such as the challenges faced by charter schools in guaranteeing students civil rights and other legal protections; the educational and social implications of current instructional programs designed specifically for low-income and minority students; the use of charters as school turnaround agents; and other issues that lie at the intersection of education, politics, and social policy. Readers across the political spectrum, both supporters and critics of charter schools, can use this book to inform public policy about the ways in which charters affect diversity and inequality and the potential to devise policies that mitigate the most troublesome social costs of charter schools. Book Features: Examines how charter schools affect diversity and equity in U.S. schools. Describes how segregation plays out by race, ethnicity, and income; by disability and language-minority status; and by culture, language, and religion. Considers charter schools within a broader social context of high poverty rates, changing demographics, and continued housing and school segregation. Examines charter schools in the context of a new federal administration that is forging its own path in education and other domains of social policy. Includes some of the most prominent researchers and commentators in the field spanning policy research traditions, methodological approaches, and theoretical perspectives.
