Available in PDF, EPUB and Kindle. Book excerpt: HAROLD B. GERARD AND NORMAN MILLER In the fall of 1965, when the school board of the Riverside Unified School District made its momentous decision to desegregate the ele mentary schools in Riverside, both of us were faculty members in the psychology department on the Riverside campus of the University of California. The riots in Watts had occurred the previous August and the shock waves were being felt around the cou~try. Although the black population of Riverside at the time was only 6% or 7%, people were ap prehensive. A story appeared in the local paper, The Rzverside Press Enterprzse, about several Blacks who were watching the burning and looting in Watts on TV. One of them, excited by what he saw, ex claimed, "Man-let's burn here, too. " The others in the bar were more level-headed and fortunately dissuaded him from following his impulse. Barely two weeks later, however, someone set fire to one of the build ings of Lowell School, in the eastside ghetto area. Nothing was left of the building but a charred shell. People in Riverside, of all ethnic groups, were generally edgy in the face of a seemingly volatile situation. Agitation by minority parents for improved education for their children seemed to be reinforced by the general unrest.

Available in PDF, EPUB and Kindle. Book excerpt: Black and Brown in Los Angeles is a timely and wide-ranging, interdisciplinary foray into the complicated world of multiethnic Los Angeles. The first book to focus exclusively on the range of relationships and interactions between Latinas/os and African Americans in one of the most diverse cities in the United States, the book delivers supporting evidence that Los Angeles is a key place to study racial politics while also providing the basis for broader discussions of multiethnic America. Students, faculty, and interested readers will gain an understanding of the different forms of cultural borrowing and exchange that have shaped a terrain through which African Americans and Latinas/os cross paths, intersect, move in parallel tracks, and engage with a whole range of aspects of urban living. Tensions and shared intimacies are recurrent themes that emerge as the contributors seek to integrate artistic and cultural constructs with politics and economics in their goal of extending simple paradigms of conflict, cooperation, or coalition. The book features essays by historians, economists, and cultural and ethnic studies scholars, alongside contributions by photographers and journalists working in Los Angeles.

Book excerpt: In recent years, school choice, equity, parental involvement, and desegregation have each headlined the national and state education reform agendas. This book offers a unique contribution to current policy debates by blending these often disconnected areas of research to provide a current and intensive analysis of the social and political context of magnet schools. Using empirical research, the authors examine the policies and practices that shape magnet schools while also exploring the experiences and opportunities of students (and their families) who attend these public schools of choice.

Available in PDF, EPUB and Kindle. Book excerpt: Many activists and writers have ascribed continuing racial segregation in American schools to a failure of will. In this view, forced transfers of students and other aggressive judicially mandated policies would lead to greater equality in education if only legislators and judges had the will to continue trying to make school districts conform to plans for redesigning schools and even American society. Controls and Choices: The Educational Marketplace and the Failure of School Desegregation provides a detailed examination of the nature of the educational marketplace, supported by historical evidence, to argue that school desegregation failed because it involved monopolistic efforts at redistributing opportunities. These efforts were fundamentally at odds with the self-interest of the families who had the greatest ability to make choices in the educational marketplace. The authors use the concept of the educational marketplace to explain how market-based attempts at school reform, notably vouchers and charter schools, have grown out of the failure of desegregation and remain hampered by lack of recognition of how the schools really function as markets. Some additional key features of this book include: Gives a clear understanding of how schools function as markets Illustrates the argument with histories of specific school districts Links the history of school desegregation to school vouchers and charter schools Includes easy to read and interpret graphs and figures Includes most up-to-date school population and census information

Book excerpt: This special issue commemorates and reassesses the educational effects of the Brown decision. The articles are grounded in theories and methods of several disciplines, including law, philosophy, economics, political science, sociology, and public policy. The researchers examine the way the Court frames racial inequality and whether the proposed remedy is consistent with the institutional and legal context at the time of the ruling. In addressing these questions, the authors pay particular attention to the nature of the constitutional argument, use of social evidence in shaping judicial decisions, the political economy of policy development and implementation in addressing racial desegregation, and the ongoing challenge of ensuring equality of schooling opportunity for the increasingly diverse student population.
