Das hat ja auch lange auf sich warten lassen!“ Tatsächlich setzt sich seit 20 Jahren in unserer Gesellschaft immer stärker die Erkenntnis durch, dass „Interkulturelle Kompetenz“ eine zentrale Schlüsselquali- kation in nahezu all den Tätigkeitsfeldern darstellt, in denen Führungsaufgaben zu übernehmen sind. Das betrifft natürlich vorrangig die Wirtschaft und die expo- orientierten Unternehmen, die ihr Personal nicht ohne ein Mindestmaß an int- kultureller Kompetenz in den Auslandseinsatz schicken wollen. Ebenso wichtig sind die beruflichen und außerberuflichen Tätigkeitsfelder in Deutschland, in denen es mehr oder weniger um ein produktives und zufriedenstellendes Zusammenleben von Menschen unterschiedlicher kultureller Herkunft geht. Wenn also die Erken- nis so weit verbreitet ist, dass interkulturelle Kompetenz für Fach- und Führun- kräfte so wichtig ist, und die Hochschulen die Aufgabe haben, die nachwachsende Generation auf die Bewältigung der mit der Internationalisierung und Globalis- rung einhergehenden Anforderungen vorzubereiten, dann müsste doch das Thema in der Hochschulausbildung eine führende Rolle spielen. Genau das ist aber nicht der Fall. So gibt es für eine Fülle von auf alle möglichen Zielgruppen speziell zugeschn- tenen Trainings zur interkulturellen Sensibilisierung und zum Aufbau interkultureller Kompetenz, aber bis heute gibt es kein interkulturelles Training für Wissenschaftler, die internationale Projekte durchführen oder in eben solche eingebunden sind. Womöglich liegt das daran, dass nach gängiger Meinung Wissenschaft schon immer international betrieben wurde und dass kulturelle Determinanten in diesem Ha- lungsfeld zu vernachlässigende Größen sind.

Nahezu jeder gesellschaftliche Bereich ist durchdrungen von der Forderung, der Mensch möge interkulturell kompetent sein. Die Forderung nach interkultureller Kompetenz macht keine Ausnahme, sie ist in jeder Gruppe unserer Gesellschaft zu finden, dem Militär, der (Hoch-)Schule und ganz besonders der Wirtschaft. In einer globalen Welt scheint es also erforderlich zu sein, interkulturell kompetent zu sein, würde sich sonst so viel Geld mit Angeboten zu diesem Thema machen lassen? Wie umfangreich das Thema dargeboten wird, lässt sich sehr leicht erahnen, wenn man 'interkulturelle Kompetenz' als Suchbegriff in der Internet-Suchmaschine 'Google' eingibt. Am 27.03.2011 ließen sich in einer nur 0,05-sekündigen Suche über 548.000 Seiten finden, nicht wenige davon Angebote zur Aus- und Weiterbildung auf diesem Gebiet. Zum Vergleich: bei einer ähnlichen Suche erhielt man am 08.12.2010 noch 362.000 Seiten. Diese einfache Tatsache beweist, welchem Boom der Bereich der interkulturellen Kompetenz unterliegt. Natürlich ist anzumerken, dass unter diesen Seiten nicht nur seriöse Angebote zu finden sind und dies ist zugleich auch einer der größten Problematiken mit interkultureller Kompetenz: zu viele meinen hier aus- oder weiterbilden zu können, eine Qualifikation ist zumeist fraglich. Doch wie soll auch ein so schwer zu fassendes Konzept einer einheitlichen Zertifizierung unterworfen werden? Bisher lässt sich nicht einmal eine einheitliche Definition erbringen. Zudem gibt es mannigfaltige Konzepte, wie interkulturelle Kompetenz geartet sein soll. Diese Konzepte sollen in dieser Arbeit exemplarisch betrachtet werden und der Versuch eines Vergleichs soll unternommen werden. Wo liegen Gemeinsamkeiten? Wo die Unterschiede? Dazu möchte ich versuchen, besonders auf die jeweilige Zielsetzung einzugehen. Um dies aber zu tun, muss ein weiterer, wichtiger Schritt vorher gegangen werden. Um sich mit interkultureller Kompetenz auseinandersetzen zu können, müssen zunächst die beiden Bestandteile 'Kultur' und 'Kompetenz' geklärt werden. Als mögliche Ursachen dieser kulturellen Ausdifferenzierung können die Zuwanderung von Individuen aus verschiedensten Kulturkreisen, die Entstehung einer großen Bandbreite subkultureller Milieus als Folge gesellschaftlicher Differenzierungsprozesse sowie eine zunehmende Interaktionsdichte im Zuge regionaler sowie globaler Wandlungsprozesse (z. B. Globalisierung, deutsche Wiedervereinigung und europäische Integration) angeführt werden. Ausgehend von einem erweiterten Kulturverständnis, welches den dynamischen Charakter von Kultur betont und die Differenzierung in Teilkulturen, Subkulturen und Milieus beinhaltet, können Kulturen nicht mehr auf Nationalkulturen reduziert oder als statisch angesehen werden. Aus einer solchen differenzierteren Perspektive ergibt sich ein neues Verständnis kultureller Vielfalt und den damit einhergehenden interkulturellen Begegnungen (vgl. Handschuck/Klawe 2004; Freise 2005). Diese Entwicklungen führen dazu, dass interkulturelle Erfahrungen heute zum Lebensalltag der Menschen gehören und ihre individuelle und kollektive Identitätsbildung prägen. Vor diesem Hintergrund wird interkulturelle Kompetenz zu einer notwendigen Qualifikation für Fachkräfte in der Sozialer Arbeit. Die Aktualität des Diskurses um interkulturelle Kompetenz spiegelt sich in den unzähligen Veröffentlichungen und Debatten wieder. Es sind vielschichtige und umfangreiche Kompetenzprofile veröffentlicht worden, die allerdings den Überblick über die Diskussionen und eine mögliche Quintessenz erschweren (vgl. Friesenhahn/Rickert 2006: 30; Leiprecht 2002: 88; Auernheimer 2002: 183). Ziel dieser Arbeit ist es aufzuzeigen, welche gesellschaftlichen Wandlungsprozesse und Erkenntnisse die Forderung nach einem erweiterten Verständnis von Interkulturalität begründen. Weiterhin soll der Versuch unternommen werden, aus den identifizierten Entwicklungen eine plausible Begründung für folgende These abzuleiten: Interkulturelle Kompetenz ist heute als Schlüsselqualifikation für Fachkräfte der Sozialen Arbeit anzusehen.
