Lack of governance capacity in the South and failure to resolve key issues between the North and South are important factors that can lead to political violence surrounding the referendum, slated for 2011, on whether the South secedes or remains part of a united Sudan. The parties need a shared sense of confidence about post-2011 futures. The North should be encouraged to cooperate in the referendum process and accept the outcome. The Government of Southern Sudan (GOSS) should devote more energy and resources to governance and service delivery rather than building military capability. The international community needs an assistance strategy focused on enhancing the GOSS's capacity to deliver services through local governments. The United States and the international community should pressure and assist the parties to promptly pass referendum legislation and address fundamental issues (e.g., oil and boundaries) before the referendum.

Book excerpt: Sudan's ongoing transition demonstrates the potential of strategic non-violence to bring about societal change. The civil resistance movement in Sudan has proved remarkably resilient, owing to its highly organised nature, investment in coalition-building and capacity to adapt tactics to circumstances. Studies have shown that non-violent resistance campaigns are statistically more successful than violent insurgencies or top-down regime changes in bringing about democratisation; nevertheless, the transition from revolution to lasting reforms remains challenging. The legacies of military rule and internal conflicts mean that the risk of violent escalation and regression to authoritarian governance remains a concern in Sudan. A key factor in determining the outcome of the transition process will be the ability of the diverse Sudanese civic groups to continue building political consensus amid various competing interests and political priorities.

First, the Nobel peace prize for Ethiopia's young reformer Prime Minister Abiy Ahmed in October and then, in April, Sudan's dictator Omar al-Bashir was overthrown after thirty years of rule. After months of civil and peaceful protests, it was actually the Sudanese military that finally forced the ruler out of office. Then, less than four months later, military leaders and civilians led by Abdalla Hamdok, an economist with decades of experience at the United Nations, managed to form a government. Whether the transition continues to develop positively will depend on the willingness of the security apparatus to transfer power to civilian leaders. However, in stabilising the country and improving its economic performance much will depend on whether and to what extent external actors support Sudan's transformation process. (author's abstract)

The 2005 Comprehensive Peace Agreement guarantees a referendum on self determination for Southern Sudan, which is scheduled for January 2011. The agreement ended a 20-year old civil war pitting the indigenous population against successive Arab Muslim regimes in Khartoum. By the late 1990s, the international community had largely judged the war insoluble and turned its attention elsewhere. Following the terrorist attacks of September 11, 2001, a peace process between the government of Sudan and the Sudan People's Liberation Movement and Army (SPLM/A) took hold. Waging Peace in Sudan shows how that war, which ultimately claimed two million deaths and twice as many displaced, was finally brought to an end. The talks were facilitated by Intergovernmental Authority on Development under Kenyan leadership, and supported by a 'Troika' of the US, UK, and Norway - whose intense engagement in the negotiations was critical for reaching the peace agreement in January 2005. Although the cast of characters in this drama ranged from President George W. Bush and Secretary of State Colin Powell to unnamed officials in East African hotels, two figures stood out: the SPLM/A Chairman, Dr. John Garang, and Ali Osman Taha, First Vice President of Sudan. Norwegian Minister of International Development Hilde F. Johnson's personal relationships with these two leaders gave her unique access and provided the basis for her pivotal role in the negotiations. She was party to virtually all their deliberations throughout this crucial period of Sudanese and African history. Waging Peace in Sudan describes this process from a unique, insider's perspective. Johnson's account provides a level of detail seldom achieved in works of contemporary African history and diplomacy. Book excerpt: Since gaining independence in 1956, Sudan has endured a troubled history, including the longest civil war in African history in Southern Sudan and more recent conflicts such as the humanitarian crisis in Darfur. This book explores this history of ensuing conflict, examining why Sudan failed to sustain a successful modern post-colonial state. The book goes on to consider in detail the various attempts to end Sudan’s conflicts and initiate political and economic reconstruction, including the failure which followed the Addis Ababa agreement of 1982 and the more recent efforts following the Nivasha agreement of 2005 which ended the civil war in the south. It critically examines how reconstruction has been envisioned and the role of the various major players in the process: including donors, NGOs, ex-combatants and the central state authority. It argues that reconstruction can only be successful if it takes into account the fundamental and irreversible transformations of society engendered by war and conflict, which in the case of Sudan includes the massive rural to urban population flows experienced during the years of warfare. It compares possible future scenarios for Sudan, and considers how the obstacles to successful post-conflict reconstruction might best be overcome. Overall, this book will not only be of interest to scholars of Sudan and regional specialists, but to all social scientists interested in the dynamics of post-conflict reconstruction and state-building.

It highlights several political routes from their early days until the contemporary era. The study is based on an analysis of secondary sources alongside empirical data derived from four states within Sudan, namely: Blue Nile, Central Darfur, Kassala and River Nile. Different themes are explored and they include: the meanings of political participation, women’s leadership roles, identifying structural limitations that hinder the participation of women in politics, possible avenues for women’s participation, the presence of women in politics, variations in religious interpretations and their impact on political participation, the status of the Sudanese constitution and the views of women and men on the extent that women might advance in the next elections. The report also address how the December revolution of 2018 might improve the situation for women’s political participation, since it marks a break from the earlier practices of the Islamist regime that had a severe negative impact on the freedoms of Sudanese women and their ability to engage in political activities. Political parties are considered gatekeepers for women’s access to political positions of power as they play an important role in institutionalizing women’s inclusion in politics. Ensuring that political parties in Sudan play an active role in the advancement of gender equality and the enhancement of women’s political participation is particularly important as Sudan prepares for its transition to democracy.
