The problem has elicited a variety of societal and public policy responses over the years, concomitant with fluctuations in the economy and changes in the demographics of and attitudes toward poor and disenfranchised citizens. In recent decades, federal agencies, nonprofit organizations, and the philanthropic community have worked hard to develop and implement programs to solve the challenges of homelessness, and progress has been made. However, much more remains to be done. Importantly, the results of various efforts, and especially the efforts to reduce homelessness among veterans in recent years, have shown that the problem of homelessness can be successfully addressed. Although a number of programs have been developed to meet the needs of persons experiencing homelessness, this report focuses on one particular type of intervention: permanent supportive housing (PSH). Permanent Supportive Housing focuses on the impact of PSH on health care outcomes and its cost-effectiveness. The report also addresses policy and program barriers that affect the ability to bring the PSH and other housing models to scale to address housing and health care needs.

Available in PDF, EPUB and Kindle. Book excerpt: A legendary figure in the realms of public policy and academia, John Gilderbloom is one of the foremost urban-planning researchers of our time, producing groundbreaking studies on housing markets, design, location, regulation, financing, and community building. Now, in Invisible City, he turns his eye to fundamental questions regarding housing for the elderly, the disabled, and the poor. Why is it that some locales can offer affordable, accessible, and attractive housing, while the large majority of cities fail to do so? Invisible City calls for a brave new housing paradigm that makes the needs of marginalized populations visible to policy makers.Drawing on fascinating case studies in Houston, Louisville, and New Orleans, and analyzing census information as well as policy reports, Gilderbloom offers a comprehensive, engaging, and optimistic theory of how housing can be remade with a progressive vision. While many contemporary urban scholars have failed to capture the dynamics of what is happening in our cities, Gilderbloom presents a new vision of shelter as a force that shapes all residents.

Book excerpt: Practical and evidence-based, this unique book is the first comprehensive text focused on person-centered approaches to people with serious mental illness such as schizophrenia and bipolar disorder. It reflects a range of views and findings regarding assessment, treatment, rehabilitation, self-help, policy-making, education and research. It is highly recommended for all healthcare professionals, students, researchers and educators involved in general practice, psychiatry, nursing, social work, clinical psychology and therapy. Healthcare service providers, and policy makers and shapers, will find the book's wide-ranging, multi-professional approach enlightening. 'Serious Mental Illness reflects a continued distancing from the outmoded and unsubstantiated belief that people with severe mental illnesses could not recover, and that they would respond positively only to goals and treatment plans chosen, designed and implemented by providers in order to prevent their further deterioration. Anyone with an interest in the concept of person-centered approaches will discover new ideas in this book. Indeed, anyone with an interest in person-centered approaches has to read this book. Not only is it the first such book on person-centered approaches, but it will serve as the gold standard in this topic area for years to come.' William A Anthony, in the Foreword
